The City Government of San Fernando advises the public that pursuant to Malacañang Memorandum Circular No. 131:

• Office-based transactions in the City Government remain suspended on August 20, 2026. Alternative work arrangements will be in place.

• Alternative learning modes remain in effect for all levels in both public and private schools until August 20, 2026. While, since August 21 is a declared Special Non-Working Day (Ninoy Aquino Day), regular classes (both face-to-face and alternative modes) will be suspended.

• Vital offices will continue their round-the-clock Habagat response operations across the city. Our teams will be on the ground to ensure everyone's safety.

The City Government of San Fernando advises the public that its departments offering office-based transactions and services will be closed on August 19, 2026, as they will implement alternative work arrangements, pursuant to Memorandum Circular No. 129 of the Office of the President.

Further, the City will retain the previous announcement by Mayor Vilma Balle-Caluag regarding the implementation of online or alternative learning modalities for all schools at all levels, public and private.

However, operations of offices whose work involves the delivery of basic and health services, preparedness and response to disasters and calamities, and the performance of other vital functions will continue.

All Kawaning Fernandinos have been instructed to document their respective alternative work arrangement performance, while Caluag ordered the City Disaster Risk Reduction and Management Council meeting and other LGU events to push through as scheduled.

Ipinagbibigay-alam ng Lokal na Pamahalaan ng Syudad San Fernando na ipatutupad sa LGU ang bagong patakaran ng Civil Service Commission (CSC) ukol sa 𝗙𝗹𝗲𝘅𝗶𝗯𝗹𝗲 𝗪𝗼𝗿𝗸 𝗔𝗿𝗿𝗮𝗻𝗴𝗲𝗺𝗲𝗻𝘁, partikular sa mga tanggapang sumusunod sa four-day compressed workweek.

Mula noong 2023 hanggang sa kasalukuyan, ang operasyon ng karamihan sa mga tanggapang na may office-based transactions and services sa LGU San Fernando ay mula Lunes hanggang Huwebes, 8:00 AM hanggang 7:00 PM. Sarado ang mga opisina tuwing araw ng Biyernes.

Isang halimbawa nito ay ang paparating na Special Non-Working Holiday sa Agosto 21, 2026 bilang paggunita sa Ninoy Aquino Day. Dahil ang araw na ito ay Biyernes, 𝗺𝗮𝗴𝗶𝗴𝗶𝗻𝗴 𝟴:𝟬𝟬 𝗔𝗠 𝗵𝗮𝗻𝗴𝗴𝗮𝗻𝗴 𝟱:𝟬𝟬 𝗣𝗠 𝗹𝗮𝗺𝗮𝗻𝗴 𝗮𝗻𝗴 𝗼𝗿𝗮𝘀 𝗻𝗴 𝗼𝗽𝗲𝗿𝗮𝘀𝘆𝗼𝗻 𝗻𝗴 𝗟𝗚𝗨 𝗺𝘂𝗹𝗮 𝗔𝗴𝗼𝘀𝘁𝗼 𝟭𝟳 𝗵𝗮𝗻𝗴𝗴𝗮𝗻𝗴 𝟮𝟬, 𝟮𝟬𝟮𝟲.

𝗠𝗔𝗛𝗔𝗛𝗔𝗟𝗔𝗚𝗔𝗡𝗚 𝗣𝗔𝗔𝗟𝗔𝗟𝗔:

• Ang pagbabago sa oras ng tanggapan ay iiral lamang tuwing ang non-working holiday o suspension of government work ay natatapat sa araw ng Biyernes.
• Kung ang non-working holiday o suspension of government work ay natapat sa ibang araw maliban sa Biyernes, mananatili sa 8:00 AM hanggang 7:00 PM ang oras ng opisina sa mga araw na may pasok.
• Mananatili pa ring “designated day off” ng mga kawaning Fernandinos ang Biyernes hanggat umiiral ang four-day compressed workweek.

Kasabay ng pagbabagong ito, sinisiguro ni 𝗠𝗮𝘆𝗼𝗿 𝗩𝗶𝗹𝗺𝗮 𝗕𝗮𝗹𝗹𝗲-𝗖𝗮𝗹𝘂𝗮𝗴 𝗮𝘁 𝗯𝘂𝗼𝗻𝗴 𝗹𝗼𝗸𝗮𝗹 𝗻𝗮 𝗽𝗮𝗺𝗮𝗵𝗮𝗹𝗮𝗮𝗻 𝗻𝗴 𝗦𝘆𝘂𝗱𝗮𝗱 𝗦𝗮𝗻 𝗙𝗲𝗿𝗻𝗮𝗻𝗱𝗼 na sa anumang non-working holiday o suspension of government work, hindi maaantala ang serbisyo sa basic and health services, disaster response, at emergency management.

Please be advised that the Provincial Government has ordered the suspension of government work and classes at all levels (public and private schools) in Pampanga on August 10, 2026 (Monday).

Executive Order No. 13-2026-LGP states that continuous rains and flooding in various areas of the province may endanger the safety of students, teachers, government employees, and other workers.

The EO further states that the suspension of work in private companies and offices is left to the sound discretion of their respective heads, while government offices whose work involve services in health, preparedness/response to disasters and calamities, and other vital services shall continue.

The City Government of San Fernando is adopting this order by implementing the following:

• Suspension of work in the City Government of San Fernando (office-based transactions)
• Suspension of classes at all levels (both public and private schools)
• Activation of the LGU Emergency Operations Center to cater to health, DRRM, and Social Welfare and Development-related activities
• Leaving the discretion to San Fernando-based private companies on whether to suspend work based on their internal guidelines.

Please be advised that the Office of the President has ordered the suspension of government work and classes at all levels in various areas of the country, including the Province of Pampanga, due to the continuous effects of Tropical Storm and the Habagat.

Pursuant to Memorandum Circular No. 122 issued by Malacañang, the City Government of San Fernando adopts this order and hereby:

• Suspends work in the City Government of San Fernando (office-based transactions)
• Suspends classes at all levels (both public and private schools)

However, in line with the national directive, the City Government will also implement the following:

• Continue operations in offices involved in the delivery of basic and health services, disaster preparedness/response, and other vital public services.
• Leave the discretion to San Fernando-based private companies on whether to suspend work based on their internal guidelines.
