The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni “Banoy” Z. Lopez, has directed its regional offices to coordinate with expressways management for the timely information dissemination on the status of the expressways within their respective areas of responsibility.

The directive covers Region 1 where the TPLEX is located, Region 3 where the SCTEX and NLEX is located, Metro Manila and Region 4A where SLEX, STAR Toll, CALAX and MCLEX are located.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said they also instructed all Regional Franchising and Regulatory Offices (RFROs) in the three regions to coordinate with the local government units (LGUs) in identifying alternative routes from the expressways in cases of emergency and other unexpected incidents similar to what happened at the San Simon area of NLEX which was submerged in floodwater.

“Our priority has always been the welfare of passengers and the delivery of goods to the Filipino people. The incident that happened in NLEX is a wake-up call for us in the LTFRB and other agencies to do our part in coming up with measures to maximize the assistance to the public,” said Acting Chairman Pua.

The LTFRB approach is two-pronged: the first focuses on information dissemination especially to the transport companies and the commuters, and the second is identification of alternative routes for worse-case scenarios.

No motorists and commuters would want to be stuck in traffic jams for hours and the two approaches are essential for both the transport companies and commuters to plan their travel ahead.

For Acting Chairman Pua, this is the part where the power of digital technology would play a key role in keeping the public informed.

For instance, an unexpected incident on expressways that were posted on social media would give the motorists the idea to plan their travel and even come up with alternative routes to avoid being stuck in traffic jams.

It is on this aspect of alternative routes that motorists are having troubles, based on the discussions on social media at the height of the NLEX San Simon incident.

And for Acting Chairman Pua, this is the part where the LTFRB could assist in coordination with the LGUs and other concerned government agencies.

He also tasked the concerned RFROs to strengthen coordination with transport and trucker companies for the widest dissemination of information to the public in cases of unexpected road emergencies. #

Ito'y bilang tugon ng pamahalaan sa matinding traffic na nararanasan sa bahagi ng North Luzon Expressway (NLEX) dahil sa pagbaha sa Tulaoc Bridge sa San Simon, Pampanga.

Personal at agarang nakipag-ugnayan si Transportation Secretary Banoy Lopez kay NLEX Corporation President Luis Reñon, upang ilibre ang toll fee mula Pulilan-San Fernando at San Fernando-Pulilan para sa lahat ng sasakyan.

The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni “Banoy” Z. Lopez, has summoned the operator of passenger bus that caught fire while traveling along the South Luzon Expressway (SLEX) on Friday, August 28.

Acting LTFRB Chairman Atty. Greg G. Pua, Jr. said the show cause order (SCO) issued to Alps the Bus, Inc. demands an explanation as to what really happened as he emphasized that the incident compromised the safety of the passengers.

“This is an unfortunate incident that compromised the safety of not only the passengers but also the other road users,” said Acting Chairman Pua.

“Just like everyone, we also want to know what really happened and the investigation that we will conduct will focus on whether or not there are lapses on the part of the bus company,” he added.

Acting Chairman Pua said a hearing was already set on September 10 and the LTFRB expects that all the necessary documents are present as part of the discussion, particularly on the road worthiness and maintenance of the motor vehicle.

Part of the discussion is the possible violation of the conditions set on the Certificate of Public Convenience (CPC), particularly on the safety of the passengers.

The driver and the conductor are also expected to be asked for an explanation on the matter.

In the SCO, the bus company was tasked to explain in three days after the receipt of the document why its CPC should not be suspended on cancelled over the incident.

“Failure on the part of the respondent to appear before the Hearing Officer and file an Answer, shall be considered as a waiver on its part to be heard and shall cause the imposition of a penalty in the amount of Five Thousand Pesos (P5,000.00),” the SCO read.

Acting Chairman Pua urged public utility vehicle operators to ensure the road worthiness of their units, as well as the basic implementation of the passenger safety and road safety protocols. # # #
