The Land Transportation Franchising and Regulatory Board (LTFRB), under the guidance of DOTr Secretary Giovanni โBanoyโ Z. Lopez, has announced the end of the implementation of the Land-Based Service Contracting Program (LBSP).
The program will end at 11:59 p.m. on May 22, which falls on Friday, the last working day for most of the workers for this week, according to LTFRB Chairman Atty. Vigor D. Mendoza II.
The LBSP grants 20% fare discount to all regular passengers and a total of 40% discount to students, senior citizens and persons with disability. The program was intended to assist the commuters for a fast and affordable mass transport system.
Despite this development, Chairman Vigor stressed the continuous assistance of the national government, in line with the instruction of President Ferdinand โBongbongโ R. Marcos, Jr. to look after the welfare of those in the transport sector.
The continuous assistance was the P10 per liter discount which is now being implemented nationwide after a successful dry-run in Metro Manila.
A total of 141,724 units of passenger jeepneys and UV Express were already uploaded to the fuel discount subsidy program, which means that these units can already avail of the discount for diesel.
Based on the approved guideline, participating gas stations will be connected to the database of the national government through a mobile app that will list the qualified beneficiaries of the program.
Only PUVs with existing and valid franchises will be included in the database for a 150-liter ceiling every week for each of the PUV units.
Once the license plate was confirmed to be enrolled in the program, the discount will automatically apply which means that the driver will just pay the discounted price per visit to the gas station.
Chairman Vigor said he already instructed all LTFRB Regional Directors to initiate an information drive to inform jeepney and UVF Express drivers about the 4,299 participating gas stations in their respective areas.
Meanwhile, Chairman Vigor said they already advised all their personnel about the end of the program.
โYou are directed to inform all onboarded beneficiaries under the LBSCP to cease and discontinue all activities related to the implementation of the program upon the expiration of the aforementioned date and time,โ the memorandum from the LTFRB read.
The order covers conduct of QR code and manual scanning; provision of the 20% discount being implemented under the program; and, display, installation, or hanging of official LBSCP tarpaulins, signages, and other promotional or identification materials associated with the program.
Chairman Vigor said he already tasked the LTFRB communications team to step up the information drive about the end of the program to fully inform the public, especially the commuters and beneficiaries of the program. #
