PRDP - North Luzon Enabling Communities, Expanding Opportunities in Ilocos Region, Cagayan Valley, Central Luzon and CAR

PRDP North Luzon cluster comprises four regions โ€“ the Cordillera Administrative Region, Ilocos Region, Cagayan Valley, and Central Luzon. It is one of the four PRDP clusters in the country working towards the growth and development of the agriculture sector in the countryside, benefitting farmers and fisherfolk to increase their income and uplift their lives.

SAN ILDEFONSO, BULACAN โ€” The rehabilitation of the 5.18-kilometer Gabihan-Basuit-Sapang Putik Farm-to-Market Road (FMR) in San Ildefonso, Bulacan continues to gain ground as the Department of Agriculture - Philippine Rural Development Project (DA-PRDP) and implementing partners conducted a Joint Technical Inspection on May 6, 2026 to assess the subprojectโ€™s ongoing implementation.

The inspection brought together representatives from the DA-PRDP North Luzon Project Support Office and Central Luzon Regional Project Coordination Office (RPCO 3), the Provincial Government of Bulacan, barangay officials, and contractor AMP 723 Construction Corporation.

According to the reported status, the FMR rehabilitation has already reached 15.38 percent physical accomplishment, reflecting steady construction progress aimed at improving mobility and market access for farming communities in the area.

Completed and ongoing works include road clearing, ground preparation for new and existing road sections, breaking of old concrete pavement, construction of slope protection structures, installation of drainage culverts, and pouring of the base course for the new concrete pavement.

Once completed, the upgraded FMR is expected to strengthen agricultural productivity and rural connectivity across the subprojectโ€™s 638-hectare road influence area (RIA), which covers farmlands planted with ampalaya, rice, and mangoes.

The Php89.6-million improvement of the FMR is projected to directly benefit nearly 2,800 households, including 782 farming families who rely on efficient transport routes to bring their produce to markets and trading centers.

A total of sixty-three (63) entries of Arabica and Robusta green coffee beans were graded, marking the official start of the search for the best coffee beans in the cluster organized by the Department of Agriculture โ€“ Philippine Rural Development Project (DA-PRDP) North Luzon Cluster.

Held from April 29 โ€“ 30, 2026, in La Trinidad, Benguet, the green grading activity is the first stage of the competition, wherein evolved Q graders evaluate the physical traits and qualities of unroasted coffee beans submitted by PRDP- and Department of Trade and Industry (DTI)-supported coffee growers and producers across the four regions.

In this process, coffee expert graders assess bean size, color, aroma, moisture content, and defects, which indicate growing, harvesting, and processing practices. This helps determine which beans pass for specialty, premium, and commercial grades. The results of this stage will guide the selection of entries advancing to the roasting and sensory cupping stages, determining the outstanding coffee bean.

Now in its second year, the North Luzon Coffee Quality Competition has seen an increase in the number of participants, from 40 coffee entries in the first year, strengthening its mission to boost the coffee value chain and empower coffee farming communities in the cluster.

The competition is conducted in partnership with the Regional Project Coordination Offices (RPCOs), DTI, Benguet State University (BSU), and Barista and Coffee Academy of Asia (BCAA).

Another agri-enterprise is taking shape in Mountain Province as the Dumap-ay Farmers Association in Bontoc gears up to lead a hog consolidation, processing, and marketing enterprise under the DA-PRDP Scale-Up.

Following their confirmation as an eligible proponent, the DA-PRDP Regional Project Coordination Office (RPCO) CAR conducted a beneficiary profiling activity from April 28-29, to gather baseline data from the members of the Dumap-ay Farmers Association and its cluster affiliate groups. These include the Derway Farmers Organization, Tawil Farmers Organization, Bataris Balili Farmers Organization, Agasil Farmers Organization, Gonogon Livestock Farmers Organization, and Tap-uyan Farmers Organization. A total of 37 hog raiser-members from these organizations were profiled.

The beneficiary profiling aims to establish baseline data that will help identify indicators describing the current conditions of the communities involved. This information will guide targeted interventions and investment planning for the proposed enterprise.

The data gathered will also serve as a benchmark for measuring the subprojectโ€™s progress and effectiveness, providing a basis for comparison before, during, and after the implementation of the subproject.

Their business planning sessions are also set to begin next week, marking another important step toward the development of the proposed enterprise.
