13TH CONSECUTIVE WEEK. For the 13th consecutive week now, the Central Office and all 17 Regional Offices (ROs) sustain the Zero Overdue on Regulatory Applications.

Under the existing policies, the ROs are given 15 days to act on all applications either through approval, denial or issuance of Notice of Deficiency of Requirements (NDR).

The DHSUD Central Office-based Housing and Real Estate Development Regulation Bureau and all 17 ROs have certified that they have no pending applications beyond the prescribed period since June.

The Department of Human Settlements and Urban Development (DHSUD) Region 1 actively participated in the 3rd Quarter Regional Population Advisory Board (RPAB) Meeting held on September 8, 2026, at Puerto De San Juan Beach Resort Hotel in San Juan, La Union. The meeting brought together regional line agencies (RLAs) to assess the implementation of population and development initiatives and review progress under the Regional Population and Development Plan of Action (RPD-POA). Key discussions included the RPD-POA accomplishment and monitoring reports, the status of RPAB Resolution No. 01, Series of 2026, strategic priority interventions, the 4th Quarter Catch-Up Plan, the 100 Millionth Symbolic Filipino of Region 1 initiative, and upcoming Continuing Professional Development activities.

The meeting underscored the importance of stronger monitoring, timely reporting, inter-agency convergence, and evidence-based planning in achieving regional population and development targets. DHSUD Region 1, together with its partner agencies, emphasized the value of identifying implementation gaps early, strengthening coordination, and sharing good practices that can be replicated across agencies. As the region moves into the final quarter of the year, the DHSUD remains committed to accelerating priority activities and maximizing available resources to ensure that agency commitments are translated into meaningful and measurable outcomes for the communities of Region 1.

𝐃𝐇𝐒𝐔𝐃 𝐑𝐞𝐠𝐢𝐨𝐧 𝐈 𝐀𝐬𝐬𝐞𝐬𝐬𝐞𝐬 𝐏𝐫𝐨𝐩𝐨𝐬𝐞𝐝 𝐌𝐨𝐝𝐮𝐥𝐚𝐫 𝐒𝐡𝐞𝐥𝐭𝐞𝐫 𝐒𝐢𝐭𝐞𝐬 𝐢𝐧 𝐒𝐮𝐠𝐩𝐨𝐧, 𝐈𝐥𝐨𝐜𝐨𝐬 𝐒𝐮𝐫

The Department of Human Settlements and Urban Development (DHSUD) Regional Office I conducted an ocular inspection and assessment of four (4) proposed sites for the installation of Modular Shelter Units (MSUs) in the Municipality of Sugpon, Ilocos Sur on September 10, 2026. The activity was led by Dr. Claudine B. Valdez, EnP., Project Development Officer V and Chief of the Policy, Planning and Housing Services Division (PHSD), together with PDO II Arnold Bryan D. Tangalan and Engr. Larry T. Ramos, Engineer II of the Expanded 4PH Program, in coordination with personnel from the LGU of Sugpon. The team assessed proposed sites in Barangay Danac, Sitio Toyeng in Barangay Banga, the rooftop of the Town Center Building, and a vacant lot adjacent to the Municipal Social Welfare and Development (MSWD) Office, focusing on site suitability, accessibility, safety, hazard exposure, structural considerations, and property ownership.

The inspection highlighted the importance of 𝑐𝑎𝑟𝑒𝑓𝑢𝑙 𝑎𝑛𝑑 𝑐𝑜𝑚𝑝𝑟𝑒ℎ𝑒𝑛𝑠𝑖𝑣𝑒 𝑠𝑖𝑡𝑒 𝑎𝑠𝑠𝑒𝑠𝑠𝑚𝑒𝑛𝑡 𝑏𝑒𝑓𝑜𝑟𝑒 𝑡ℎ𝑒 𝑖𝑛𝑠𝑡𝑎𝑙𝑙𝑎𝑡𝑖𝑜𝑛 𝑜𝑓 𝑡ℎ𝑒 15 𝑀𝑆𝑈𝑠. While some proposed locations presented concerns such as proximity to waterways, difficult access, structural limitations, and incomplete property documentation, the vacant lot adjacent to the MSWD Office was initially found to have favorable characteristics, including sufficient space, accessibility, elevated terrain, and LGU ownership, subject to final validation and compliance with all technical and documentary requirements. The Sitio Toyeng site in Barangay Banga likewise showed potential, particularly in terms of available space, elevated location, and accessibility, although drainage and nearby waterways require further consideration.

An 𝐸𝑥𝑖𝑡 𝐶𝑜𝑛𝑓𝑒𝑟𝑒𝑛𝑐𝑒 was subsequently held with the Municipal Mayor, Engr. Daniel C. Laño Jr. and concerned LGU personnel to discuss the initial findings, required site preparations, timelines and ways forward. The LGU committed to the preparation and submission of the Site Development Plan, proof of property ownership, and other necessary documents, as well as the completion of appropriate site improvements. DHSUD Region I, for its part, will continue to provide technical guidance and conduct final validation upon compliance with the prescribed requirements. The activity underscores the shared commitment of DHSUD and the LGU of Sugpon to ensure that the proposed MSUs will provide safe, accessible, resilient, and suitable shelter for the intended beneficiaries, particularly families in geographically isolated and disadvantaged communities affected by the combined effects of the Enhanced Southwest Moonsoon and TCs Luis, Maymay and Neneng.
