Mr. Benjamin Y. Campañano Jr., RAFC Chairperson and our star in May 4th, 2026 was installed as Farmer Regional Executive Director for the fifth consecutive year as part of the celebration of the Farmer and Fisherfolk Month of 2026 with the theme, "Pagbibigay-pugay Para sa Magsasaka’t Mangingisda sa Gitna ng Hamon at Krisis."

“This role is both an honor and responsibility,” said the newly installed Farmer RED, Mr. Campañano in his message to the people. “. . . an opportunity to serve as a bridge between our farmers and fisherfolk communities, and our partners in the government.”

One of his roles as the Farmer Regional Executive Director is, in his own words, “Ensuring that the voices of farmers and fisherfolk are heard through policy and appropriate decision-making.” and that, he promised to uphold not only for the month of May but so long as he can in serving our farmers and fisherfolk.

| 𝟭𝘀𝘁 𝗘𝘅𝗲𝗖𝗼𝗺, 𝟭𝘀𝘁 𝗥𝗲𝘀𝗼𝗹𝘂𝘁𝗶𝗼𝗻 𝗮𝗽𝗽𝗿𝗼𝘃𝗲𝗱 𝗼𝗻 𝗥𝗔𝗙𝗖 𝗖𝗵𝗮𝗶𝗿’𝘀 𝟭𝘀𝘁 𝗗𝗮𝘆 𝗮𝘀 𝗙𝗮𝗿𝗺𝗲𝗿 𝗥𝗘𝗗

After witnessing Mr. Campañano’s installation as Farmer Regional Executive Director, the Regional Agricultural and Fishery Council set to work immediately at the Office of the Provincial Agriculturist Office, City of San Fernando, La Union.

Presided by Engr. Orlando T. Rosquita, RAFC Vice-Chairperson, and with the presense of Ms. Doris Joy C. Garcia, RAFC Regional Executive Officer, the council approved its first resolution for the fiscal year 2026 with two more on the way.

The agenda involves the presentation of the Philippine Crop Insurance Corporation mandates and activities presented by Mr. Zaldy C. Ricalde, as well as fertilizer recommendations by Mr. Crisanto T. Estonilo from the Regional Soils Laboratory.

Mr. Norman Patungan, RAFC Coordinator, also led the presentation of the Participatory Monitoring and Tracking activities of the council where volunteer farmers and fisherfolk participate in ensuring the proper ex*****on of agriculture-related government projects and programs.

The council was later joined by Farmer Regional Executive Director Benjamin Y. Campañano Jr. and Regional Executive DIirector Fidel L. Libao who expressed his thanks and welcome for the Regional Agricultural and Fishery Council.

READ | The Department of Agriculture–Regional Field Office 1 (DA-RFO1) ensures that assistance programs for farmers and fisherfolk are properly targeted through the Registry System for Basic Sectors in Agriculture (RSBSA) in close coordination with local government units.

DA-RFO1 validates beneficiaries with local government units to ensure that only legitimate farmers and fisherfolk receive support, while implementing an organized, schedule-based distribution system to avoid congestion.

The agency assigns division chiefs and field personnel to specific areas to ensure a smooth and systematic release of assistance.

It also prepares early for climate-related challenges by providing early-maturing rice and corn varieties to help farmers adapt to changing conditions.

In areas not suitable for rice and corn, DA-RFO1 distributes vegetable seeds, including hybrid and open-pollinated varieties, to strengthen farmers’ resilience and livelihoods.

𝗘𝗗𝗖𝗼𝗺𝗺-𝟭 𝗺𝗲𝗺𝗯𝗲𝗿 𝗮𝗴𝗲𝗻𝗰𝗶𝗲𝘀 𝗺𝗲𝘁 𝗳𝗼𝗿 𝗲𝗰𝗼𝗻𝗼𝗺𝗶𝗰 𝗱𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝘂𝗽𝗱𝗮𝘁𝗲𝘀

Sharing updates on the economic development status of the Ilocos Region and reinforcing the collaborative efforts of the economic sector agencies, the Economic Development Committee (EDComm1) formerly Economic Development Sectoral Committee (EDSecom) led by DA-RFO I Regional Executive Director Fidel L. Libao as Committee Chair, held its 1st regular Meeting on March 16, 2026 at the 5th Floor of the Department of Agriculture Regional Field Office I.

An activity that served as a platform to discuss performance reviews of various government agencies within the economic sector for Calendar Year 2025 including the major project proposals for Fiscal Year 2027, the activity also aims to reinforce the collaborative efforts required to address economic challenges and opportunities in the Ilocos Region.

Graced by La Union Governor Mario Eduardo C. Ortega, the Regional Development Council (RDC) Chair who gave the Opening Remarks, emphasized the critical need for cooperation among national government agencies, local government units, and the private sector to address the emerging crisis of rising oil prices due to ongoing tensions in the Middle East, which are expected to significantly impact all stakeholders in the region.

The Department of Development (DepDev), serving as the EDC Secretariat, facilitated discussions on numerous topics relevant to regional development, planning, monitoring and evaluation of physical and financial targets and accomplishment under the economic sector agencies.

In particular, DepDev presented the criteria they use to determine major priority programs for endorsement to be funded as well as the tools that are being utilized to monitor the implementation of programs, projects and activities of the various economic sector agencies.

Topping the criteria of endorsing PAPs for funding is on the implementation of infrastructure projects while others also include the alignment with or respond to the regional development plan for 2023-2028 including the spatial coverage, project costs, and the promotion of inclusive development equity.

Among the major priority projects endorsed by the EDC for funding are the DA’s farm-to-market roads, the programs and projects under the national rice and corn program, fisheries, high value crops and livestock program, research and development as well as the agri-machinery distribution, among others.

In the same event, representatives from EDC-member agencies such as the Department of Trade and Industry (DTI) and Department of Agriculture (DA), presented various initiatives that their agencies have been doing like the investment promotion guide as well as the DA’s flagship program and regional convergence for sustainable rural development, respectively.

𝗥𝗠𝗖 𝗺𝗲𝗲𝘁𝗶𝗻𝗴 𝗵𝗲𝗹𝗱, 𝗣𝗖𝗖'𝘀 𝗱𝗮𝗶𝗿𝘆 𝗽𝗿𝗼𝗴𝗿𝗮𝗺 𝗱𝗶𝘀𝗰𝘂𝘀𝘀𝗲𝗱

Bringing together the heads of the DA's attached agencies to strengthen collaboration in the planning, monitoring and evaluation of the various agri-development programs and projects in Ilocos Region, the Department of Agriculture Regional Field Office I (DA-RFO I) in partnership with the Philippine Carabao Center recently hosted a Regional Management Committee (RMC) meeting at the 5th Floor Conference Room, City of San Fernando, La Union.

Presided by DA-RFO I Regional Executive Director Fidel L. Libao as the Committee Chair, discussions on the meeting include the promotion of locally produced carabao milk and milk-based products in the presentation made by Ms. Vilma Gagni, Center Director of the Philippine Carabao Center. She presented an action plan aimed at increasing the procurement and utilization of these products and emphasized the importance of RMC members' support in promoting this initiative, which is expected to have a significant impact on the dairy industry in Ilocos.

Committed to support this initiative within their respective offices, the RMC members encourage the use of dairy products during meetings and workshops to further promote this project.

Meanwhile, Ms. Doris Joy Garcia, the Chief of the Planning, Monitoring and Evaluation Division (PMED) of DA-RFO I, provided valuable insights on the Key Result Areas (KRAs) that the Department of Agriculture intends to focus on over the next three years under the Marcos administration. Her presentation outlined strategic priorities that aim to drive growth and development in the region's agricultural sector.

To ensure synergy among agencies, each RMC member-agency also presented their top three priority programs and projects for Calendar Year 2026 and their agency’s accomplishments as of date.

With this sharing of information from among the member-agencies, better coordination and resource allocation across the region were made and collective efforts are realized towards attaining the region's agricultural development agenda.
