Paguiruan Elementary School Seeks Ownership Documents for School Site

April 22, 2026 – Pampanga
A coordination meeting was held on April 22, 2026 with officials from the Sugar Regulatory Administration (SRA) – LAREC Pampanga, represented by Atty. Soriano, Legal Department Manager, and Maria Vina Serrano, Chief Science Research Specialist of the Agricultural Support Services Division.
The meeting was attended by barangay officials of Paguiruan and San Isidro, together with the school heads of Paguiruan Elementary School and San Isidro Elementary School, Ma’am Lalaine Sumandal and Ma’am Annette Rillon, as well as STO Technical Assistant II representatives, Jeanalyn Lagera and Catherine Serrano.
During the meeting, both schools formally requested the issuance of a Deed of Donation (DOD) covering the parcels of land where their school facilities have been established for several years. The SRA expressed full support and willingness to facilitate the donation of the said properties.
However, it was noted that Paguiruan Elementary School currently has no available ownership documents for the land it occupies. Based on SRA records, the area where the school stands—identified as Lot 11—is not included under the school’s name in the mother title.
As agreed, Paguiruan Elementary School has been advised to locate and submit any existing documents that may support its claim or occupancy of the property. These documents are necessary to facilitate the processing and eventual issuance of the Deed of Donation.
All concerned parties reaffirmed their commitment to work collaboratively toward resolving the matter and ensuring proper documentation and ownership of the school sites for the benefit of the community.

Marcos D. Santos Elementary School (formerly Dapdap Elementary School) proudly marks a significant achievement with the successful transfer of land title from the generous donation of Mrs. Lorenza G. Santos and Mr. Francisco R. Buan Jr.

After diligently completing all legal requirements and settling the necessary taxes, dues, and arrears, the school has officially obtained its new title, now registered under its name.

This milestone stands as a testament to the unwavering support and collaboration of Mrs. Santos and family, the dedicated leadership of former School Head Mr. Richard A. Bronola and current principal Ms. Jennifer B. Ilagan, and the invaluable assistance of the Local Government Unit of Mabalacat City, Technical Assistants from Sites Titling Office Pampanga and SDO Mabalacat City headed by SDS Madam Maria Carmen P. Cuenco.

With its legal ownership now secured, the school steps forward with strengthened foundations and a brighter, more stable future for its learners and community.

Several school records were identified for further verification to ensure the accuracy of data and documentation.

The Municipality of Mexico expressed its support and cooperation in addressing these matters to further strengthen efforts in securing school site ownership.

An initial meeting via MS teams was conducted with Mr. Eduard Lugue, Principal and the faculty members of Sulipan ES in regards with the ongoing lot ownership dispute involving the Batenga and Ronquillo families.

The discussion centered on the legal status of the dispute and the recommended courses of action in response to the complaint. Atty. Obillos advised that, as an initial step, the school should verify and secure all pertinent land ownership documents to establish the basis for any potential legal claim.

The STO Pampanga was invited by DO Mabalacat to attend the Local School Board meeting last February 20, 2026 held at SDO Mabalacat. The meeting was attended by the officials and Personnel with Mabalacat Mayor, Hon. Gerald Guttrie P. Aquino.

One of the key agenda items discussed during the meeting was the Departments' request for the ex*****on of Usufruct Agreements and the grant of Deeds of Donation. A strong step forward for our school communities!

A collaborative meeting was successfully conducted between STO Pampanga and teachers, school heads, and the Barangay Captain of Floridablanca, Pampanga to advance discussions on the donation of school sites and the issuance of Usufruct Agreements. Likewise, a productive coordination meeting with the Mayor’s Office of Candaba, Pampanga explored the potential issuance of Usufruct Agreements for all LGU-owned school sites.

Through unified efforts and shared commitment, we continue to transform partnerships into lasting foundations for quality education.
