LGU San Isidro did it again for the third time around! 🎉🎊✨️

Congratulations to the Municipality of San Isidro for being awarded as "Fully Compliant" in the recently concluded Search for Gawad Kalasag Seal for Local DRRM Councils/Offices for Excellence in Disaster Risk Reduction and Management and Humanitarian Assistancce 2023.

SYNOPSIS:

At 3:00 AM today, the center of the eye of Typhoon "BETTY" {MAWAR} was estimated based on all available data at 525 km East of Aparri, Cagayan (18.7°N, 126.6°E) with maximum sustained winds of 155 km/h near the center and gustiness of up to 190 km/h. It is moving Northwestward at 20 km/h.

Southwest Monsoon affecting the western sections of Southern Luzon and Visayas.

Ang Trough ni STY BETTY/Enhanced Southwest Monsoon maoy maghatag og mga pag-ulan, samtang ang Enhanced Southwest Monsoon maghatag og makusog nga hangin, ug dagkong balod sa western na dapit sa Caraga Region pero dili sama sa pangbagyo nga sitwasyon sa panahon.

GENERAL OUTLOOK:
STY BETTY is forecast to track generally west northwestward and will be closest to Region 2 (Cagayan Valley) in Luzon. It has no direct impact over Caraga Region (No TC wind signal for Caraga) but will still bring cloudy skies to the region. It is forecast to enhance Southwest Monsoon that will bring clouds/rains and strong breeze to near gale conditions with intermittent gusts beginning Sunday over Caraga Region.

EFFECTS OF STY BETTY OVER CARAGA REGION (27-30 MAY 2023):

RAINFALL
● (May 27 until May 30) Cloudy skies with light to moderate rains over Caraga, most specially the western sections of the region (Dinagat Islands, Northern part of Siargao Island, Surigao City, Butuan City, majority of Agusan del Norte, and majority of Agusan del Sur), due to trough of STY BETTY/Enhanced SW Monsoon

WIND CONDITION
● Light to moderate winds today, May 27, over the entire region; Moderate to Occasionally Strong winds over Dinagat Island and Surigao del Norte
● Moderate to strong, at times gusty, winds on May 28 to until May 30 over the entire region most specially the western sections due to Enhanced SW Monsoon

SEA CONDITION
● Slight to Moderate seas/0.6 to 2.1 meters today, May 27, over the western seaboard of Agusan del norte, Surigao del Norte and Dinagat Islands due to Enhanced SW Monsoon.
● Moderate to rough seas/1.5 to 3.5 meters on May 28 until May 30 over the western seaboard of Agusan del norte, Surigao del Norte and Dinagat Islands due to Enhanced SW Monsoon.

However, any changes in the forecast will be closely monitored, and another issuance of this localized advisory will be issued accordingly.

SUPER TYPHOON “MAWAR” HAS ENTERED THE PHILIPPINE AREA OF RESPONSIBILITY (PAR) AND WAS NAMED

The center of the eye of Super Typhoon BETTY was estimated based on all available data at 1,320 km East of Central Luzon (16.1°N, 134.5°E)

Intensity
Maximum sustained winds of 195 km/h near the center, gustiness of up to 240 km/h, and central pressure of 915 hPa

Present Movement
West northwestward at 25 km/h

Extent of Tropical Cyclone Winds
Strong to typhoon-force winds extend outwards up to 570 km from the center

HAZARDS AFFECTING LAND AREAS

Heavy Rainfall Outlook

Forecast accumulated rainfall from Monday early morning to Tuesday early morning
• 50-100 mm: Batanes, Babuyan Islands, and the northern portions of mainland Cagayan, Ilocos Norte, and Apayao.

Forecast accumulated rainfall from Tuesday early morning to Wednesday early morning
• Greater than 200 mm: Batanes
• 100-200 mm: Babuyan Islands, Ilocos Norte, Ilocos Sur, and La Union
• 50-100 mm: Cordillera Administrative Region and the northern portion of mainland Cagayan.

Forecast rainfall are generally higher in elevated or mountainous areas.

In areas that will not be directly affected by the super typhoon, monsoon rains from the enhanced Southwest Monsoon are possible over the western sections of MIMAROPA, Visayas, and Mindanao tomorrow. On Monday and Tuesday, monsoon rains are likely over the western sections of MIMAROPA and Western Visayas, and possible over the rest of MIMAROPA and Western Visayas.

Under these conditions, flooding and rain-induced landslides are likely, especially in areas that are highly or very highly susceptible to these hazard as identified in hazard maps and in localities that experienced considerable amounts of rainfall for the past several days

Severe Winds

• In anticipation of possible strong breeze to gale-force conditions caused by the approaching super typhoon, Wind Signals may be hoisted in some areas of Northern Luzon (especially in the northern portion) tonight or tomorrow morning.
• The enhanced Southwest Monsoon may bring strong breeze to near gale conditions with intermittent gusts in Visayas, the eastern portions of Central and Southern Luzon, and the northern and eastern portions of Mindanao

HAZARDS AFFECTING COASTAL WATERS

• In the next 24 hours, the eastern seaboards of Luzon and Visayas will experience moderate to rough (1.5 to 3.5 m) seas, which may become rough to very rough (2.5 to 5.0 m) this afternoon or evening. The northern seaboard of Luzon may also experience moderate to rough seas (1.5 to 3.0 m) this morning through afternoon and rough seas (2.5 to 4.0 m) beginning tonight.
• Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea and, if possible, avoid navigating in these conditions. A marine gale warning may be issued within the day in anticipation of these conditions.

TRACK AND INTENSITY OUTLOOK

• Over the weekend, Super Typhoon BETTY is forecast to track generally west northwestward. On Monday, the tropical cyclone will turn northwestward and decelerate as it moves over the waters east of Extreme Northern Luzon. BETTY may eventually become almost stationary between late Tuesday and early Wednesday when it will be closest to Batanes (i.e., within 250-300 km).
• BETTY is forecast to remain as a super typhoon over the weekend. Although it will likely maintain its strength for the next 36-48 hours, short-term intensification is not ruled out especially in the next 12 to 24 hours. However, this tropical cyclone may begin weakening considerably on Monday or Tuesday during its slowdown period over the waters east of Batanes due to potential unfavorable conditions (e.g., effect of upwelling of cooler ocean water and dry air intrusion).

Considering these developments, the public and disaster risk reduction and management offices concerned are advised to take all necessary measures to protect life and property. Persons living in areas identified to be highly or very highly susceptible to these hazards are advised to follow evacuation and other instructions from local officials. For heavy rainfall warnings, thunderstorm/rainfall advisories, and other severe weather information specific to your area, please monitor products issued by your local PAGASA Regional Services Division.

The next tropical cyclone bulletin will be issued at 11:00 AM today.
