The development of the civil registration system in the Philippines started immediately after the Philippine Revolution against Spain in 1898. It initiated the preparation of the record books of births, deaths, marriages and the census in every town. It was in 1930 with the enactment of Act 3753 (Civil Registry Law) where the systematic registration and archiving of vital events was legally define

d and instituted. The unit for civil registration was established in every municipality and the structure for a central depository of all civil registry documents was reconstituted. The National Statistics Office (NSO) is mandated to carry out the provisions of Act 3753, thus the Administrator of the agency is the Civil Registrar General. The basic civil registration unit is settled in every Local Government Unit (LGU) as mandated in RA 7160 (Local Government Code of 1991) with the mandatory creation of the Local Civil Registry Office (LCRO) in every LGU. The head of the LCRO is the City/Municipal Civil Registrar (C/MCR). The Office of the Municipal Civil Registry is tasked to develop plans and programs regarding Civil Registration for implementation by the Municipal Government.
