City of San Jose del Monte-City Planning and Development Office Mandated under RA 7160, Article 6, Section 476, otherwise known as the Local Government Code of 1991

The City Planning and Development Office (CPDO) is one of the thirty-seven local departments of the City Government of San Jose del Monte. The Office is manned by twenty-four (24) proactive and competent office personnel assigned in three divisions, namely Physical/Land Use Division, Institutional Division, Monitoring and Evaluation Division, and Project Development Division. Majority of its workf

orce are licensed and experienced professionals in the fields of engineering, urban and regional planning, architecture, and information and communication technology. Coordination with all agencies, both local and national, as well as the barangays, civil society organizations, and private sectors is being maintained by the office to properly disseminate information that is necessary to evolve and facilitate implementation of the Cityโ€™s plans and programs. Various services in the fields of zoning administration; formulation of comprehensive development plan and annual investment programming; monitoring and evaluation; continuing research and trainings; socio-economic and spatial data banking; and secretariat to the Local Development Council and other functional committees are being extended by the City Planning and Development Office to the general public to support them in whatever related concerns they may have. All these undertakings of the CPDO become instrumental in championing the development thrusts, priorities, and commitment of the City Mayor, the Sangguniang Panlungsod, national agencies, local departments, and the barangays for the greater good of all living in San Jose del Monte.

๐—”๐˜‚๐—ด๐˜‚๐˜€๐˜ ๐Ÿฎ๐Ÿฑ, ๐Ÿฎ๐Ÿฌ๐Ÿฎ๐Ÿฒ | The City Planning and Development Office (CPDO), through its Project Development Division, conducted an ocular site inspection at Carissa 4B, Barangay Kaypian, this City, to provide technical assistance to the Carissa 4B Homeowners Association in the preparation of a site development plan for its proposed mini park and vegetable garden.

The activity was conducted in coordination with Ms. Rochelle M. Rodriguez, President of the Carissa 4B Homeowners Association. The CPDO was represented by Ar. Richmond Jasper T. Inamarga, Mr. Lendl V. Nolasco, Mr. Kevin P. Llamoso, and Mr. Wilter Vienne N. Ronquillo. The inspection assessed the siteโ€™s existing conditions, accessibility, and constraints to determine the feasibility of the proposed project. The City Planning and Development Office, headed by Engr. Jemima D. Dumdum, EnP., OIC, was represented by Ms. Jarha Danielle L. Benedicto, together with EnP. Henry Soriano, Ms. Shirin Caldita, and Mr. John Kenneth De Leon from the City Environment and Natural Resources Office.

The City Government, through the City Planning and Development Office (CPDO) headed by Engr. Jemima D. Dumdum, EnP. OIC-CPDC, in collaboration with the City Engineering Office (CEO) and the City Traffic and Management Office โ€“ Sidewalk Clearing Operation Group (CTMO-SCOG), participated in the Training on the Formulation of the Local Public Transport Route Plan (LPTRP) held on July 28โ€“29, 2026, at KLIR Watersport Resort and Hotel, Guiguinto, Bulacan.

The training was facilitated by the League of Local Planning and Development Coordinators of the Philippines, Inc. (LLPDCPI) โ€“ Bulacan Chapter, led by President Marvin M. Reyes, EnP., in partnership with the Provincial Planning and Development Office (PPDO), headed by Engr. Randy Po, EnP., together with representatives from the Land Transportation Franchising and Regulatory Board (LTFRB) Region III.

The two-day training equipped participants with the knowledge and technical skills necessary for the preparation and formulation of the Local Public Transport Route Plan (LPTRP). Topics included transport planning principles, assessment of existing public transport operations, identification of transport issues and strategies, transport surveys, data collection methodologies, and the evaluation and monitoring of proposed route plans.

It also covered the different transport survey methodologies, including terminal dispatch and arrival surveys, traffic volume counts, passenger load counts, boarding and alighting surveys, travel time surveys, and origin-destination surveys. Through these discussions, participants gained a comprehensive understanding of the data collection methods essential to the preparation of data-driven, efficient, and sustainable Local Public Transport Route Plans (LPTRPs).

The knowledge and competencies gained from the training will contribute to the City's continuing efforts to formulate a responsive, efficient, safe, and sustainable Local Public Transport Route Plan that addresses the mobility needs of the community and supports inclusive urban development.

July 24, 2026 | Defining the Role of the City Assessor in the Land Information Portal (LIP)
A productive meeting was held at the CPDO Conference Room during the presentation of the Land Information Portal (LIP) by Prof. Oliver Macapinlac, Geodetic Engineer, Consultant, and LIP Developer.
The meeting was attended by representatives from the City Assessor's Office, the Zoning Division, EnP. Roy Loquez, GIS Division Head and the GIS Team, and Engr. Jemima Dumdum, EnP., Officer-in-Charge, City Planning and Development Coordinator. During the session, the latest version of the LIP was demonstrated through a comprehensive system walkthrough, featuring the important role of the City Assessor in maintaining and updating parcel information.
One of the key discussions emphasized that designated personnel from the City Assessor's Office should be provided with user accounts to validate updates made by the CPDO, particularly changes to parcel attributes and geometry. This validation process will help ensure data accuracy, accountability, and proper record management within the system.

The Land Information Portal (LIP) is more than a GIS mapping application. It is a parcel-based information system built on the Land Administration Domain Model (LADM), an internationally recognized standard for land administration. The system integrates both spatial and non-spatial parcel information into a centralized database, enabling efficient management of land-related records.
By consolidating parcel information from various City Government offices into a single platform, the LIP promotes data sharing, enhances inter-office coordination, supports evidence-based planning and decision-making, and strengthens the delivery of public services. It also provides a reliable foundation for land administration, property management, development planning, taxation, disaster risk reduction, and other spatially driven government functions.

Strengthening Barangay Governance Through Strategic Strategic Development Planning and Budgeting:

From July 15 to 17, 2026, the Office of the City Mayor, through the City Budget Office, in partnership with the City Planning and Development Office (CPDO), successfully conducted the Barangay Development Planning and Budgeting Coaching under the initiative "Aligning the Barangay Budget with the City's Vision."

The three-day coaching activity served as a capacity-building program designed to strengthen the planning and budgeting capabilities of barangay officials. It provided participants with practical guidance on the proper preparation of the Barangay Annual Budget, ensuring that proposed programs, projects, and activities are responsive to community needs while remaining aligned with the City's development priorities and Annual Investment Program.

As the lead office for the activity, the City Budget Office, headed by OIC Jessie V. De Mesa, provided comprehensive coaching on budgeting policies, fiscal management, budget preparation, and compliance with existing laws, rules, and regulations governing barangay finances. Complementing these discussions, the City Planning and Development Office (CPDO), through Engr. Jemima D. Dumdum, EnP. Officer-in-Charge, City Planning and Development Coordinator, facilitated the development planning sessions, emphasizing evidence-based planning, strategic prioritization of projects, and the alignment of barangay development initiatives with the City's Annual Investment Program and overall development agenda.

The activity gathered representatives from nearly 30 barangays, including Barangay Chairpersons, Barangay Secretaries, Barangay Treasurers, and members of the Committee on Finance and Appropriations. It was likewise attended by Hon. Benjie Acibal, Chairperson of the Committee on Finance, Budget and Appropriations; Hon. Zosimo Lorenzo, ABC President; Atty. Rizaldy Mendoza, City Administrator; and Mr. Benedict Pangan, DILG City Local Government Operations Officer (CLGOO). Their participation underscored the City's commitment to strengthening participatory governance, promoting fiscal accountability, and fostering collaborative local development.

The activity was made possible through the leadership and directive of Honorable City Mayor Florida P. Robes, whose administration continues to champion good governance by empowering barangays with the knowledge, skills, and technical support necessary to prepare development-oriented and fiscally responsible budgets.

Through initiatives such as this, the City Government of San Jose del Monte continues to strengthen barangay governance by ensuring that local planning and budgeting are strategically aligned, transparent, and responsive to the needs of every community , advancing the shared vision of a more progressive, resilient, and inclusive City of San Jose del Monte.
