NCRPO’s STRICT IMPLEMENTATION OF LOCAL ORDINANCES, KEY TO ORDER AND DISCIPLINE IN METRO MANILA:
NCRPO RECORDS 148,211 APPREHENSIONS, GENERATES ₱42.3 MILLION IN FINES IN FIRST 24 DAYS OF 2025
As a result of an unwavering and consistent campaign by NCRPO, Metro Manila is experiencing a historic shift in public order and discipline. In a record-breaking 24 days, from January 1 to January 24, 2025, the NCRPO apprehended 148,211 individuals for violations of local ordinances and collected ₱42,391,931.00 in penalties—an assertive step toward restoring discipline and safety throughout the region.
In partnership and coordination with Local Government Units and other agencies, this groundbreaking achievement highlights the transformative power of NCRPO’s Able, Active, and Allied (AAA) policing principles. These strategies have been instrumental in revolutionizing law enforcement by emphasizing capability building, proactive operations, and strengthening community ties. Through these principles, the NCRPO has taken swift, decisive action against a wide range of violations. These include public drinking and smoking (51,278 cases), roaming the streets without shirts (15,788 cases), illegal garbage dumping (15,483 cases), curfew breaches by minors (15,699 cases), road obstructions (1,841 cases), and use of karaoke beyond allowed hours (1,633 cases). The campaign also addressed vandalism (253 cases), violations of city traffic ordinances (44,128 cases), and other infractions (1,814 cases), ensuring a comprehensive approach to fostering order and discipline across Metro Manila.
PBGEN Aberin’s strategic focus has led to transformative results, with the Southern Police District leading in enforcement, logging 75,148 apprehensions. Meanwhile, other police districts, including the Northern (43,897), Eastern (10,407), Manila (5,340), and Quezon City (13,419) Police Districts, have made significant strides, ensuring that no area of Metro Manila goes unchecked. This region-wide campaign demonstrates that the NCRPO is not merely reacting to violations but is creating a ripple effect of accountability and discipline across communities.
The Acting Regional Director commended the dedication of NCRPO personnel, emphasizing how AAA policing has empowered the force to take decisive action.
“Crime prevention always starts with an effective enforcement of discipline and order in the community. As we continuously hunt lawless elements who threaten peace and security, we will also simultaneously address minor peace and safety issues to foster a highly favorable security landscape in Metro Manila,” Aberin said.
He also pointed out that these efforts align with the Bagong Pilipinas vision, where peace and order serve as the foundation of national development.
This initiative goes beyond statistics—it represents a shift in Metro Manila’s landscape where no violation is too minor to address, and no community is left behind. By tackling everyday infractions, the NCRPO has demonstrated how small, consistent actions can lead to significant changes in public safety and order.
PBGEN Aberin also highlighted the importance of partnerships in sustaining this momentum, noting, “Our success lies in the strength of collaboration. Through the Allied principle, we work hand in hand with local government units, stakeholders, and the public to build communities where order and progress thrive.”
