San Fernando City, La Union- Seeking to contribute in the development of new qualification standards (QS) for the Philippine Civil Service, thirty-five (35) representatives from various government institutions in the Ilocos Region joined the Focus Group Discussion (FGD) conducted on 21 July 2026 in Civil Service Commission Regional Office I (CSC RO I).

Spearheaded and facilitated by the University of the Philippines National College of Public Administration and Governance (UP NCPAG) Project Management Group (PMG) in coordination with the Civil Service Commission (CSC), the FGD, which focused on three (3) occupational services- Financial Services, General Administrative Service, and Planning Service, is part of the Development of New Qualification Standards (DNQS) for the Philippine Civil Service Project which aims to review and update the current QS that was established way back in 1997. The activity was conducted in connection with the assessment stage of the Project where the UP NCPAG PMG intends to examine the current state of the QS.

“The Civil Service Commission Regional Office I is committed to assist in the implementation of the DNQS for the Philippine Service Project as we are one with the Commission’s vision in developing a more responsive qualification standard for the benefit of the Philippine civil servants”, CSC Regional Office I Acting Director IV Cornelia M. Rillera said.

Through the CSC Regional Office I, human resource personnel, head of regional offices, and mid-level personnel under the aforementioned occupational services from nine (9) National Government Agencies, eight ( 8 ) Local Government Units, seven (7) academe, and five (5) Government-Owned and Controlled Corporation/ Government Financial Institution were able to take part in the activity.

HRM OFFICER OF LGU SAN JUAN PARTICIPATES IN FOCUS GROUP DISCUSSION ON THE DEVELOPMENT OF NEW PHILIPPINE CIVIL SERVICE QUALIFICATION STANDARDS

The Human Resource Management Officer (HRMO) of the Local Government Unit (LGU) of San Juan, La Union actively participated in the Focused Group Discussion (FGD) on the Development of New Qualification Standards for the Philippine Civil Service held on July 21, 2026 at the Civil Service Commission (CSC) Regional Office I.

The activity convened Regional Directors, heads of offices from National Government Agencies (NGAs), State Universities and Colleges (SUCs), and Local Government Units (LGUs). It was spearheaded by the University of the Philippines National College of Public Administration and Governance (UP NCPAG) in partnership with the Civil Service Commission Central Office.

Participants were grouped according to functional areas, with the LGU San Juan HRMO assigned to the Planning Services cluster. Discussions focused on reviewing and developing updated qualification standards for positions under the Planning Services sector.

The FGD forms part of the CSC’s nationwide initiative to modernize the Qualification Standards (QS) for positions in the Philippine Civil Service. Many of the existing standards have remained unchanged for more than 30 years and are now being reviewed to ensure they are aligned with the evolving demands of public service, competency requirements, technological advancements, and contemporary governance practices.

Throughout the workshop, participants actively shared their expertise, insights, and practical experiences in response to a series of guide questions. The discussions generated valuable inputs that will serve as the basis for formulating more relevant, competency-based, and future-ready qualification standards for government positions.

The active participation of the LGU San Juan Human Resource Management Officer reflects the Municipality’s unwavering commitment to supporting Civil Service reforms and contributing to the development of a more competent, professional, and responsive Philippine public sector workforce.
