The National Commission on Indigenous Peoples (NCIP) is now accepting applications for the Indigenous Peoples Education and Advocacy Services (IPEAS) Grant for School Year 2027–2028!

Open to qualified Indigenous Peoples students who aspire to continue and succeed in their education.

The National Commission on Indigenous Peoples San Luis Community Service Center, through Ms. Lilibeth De Venancio and Ms. Rose Marry Tranquilan, facilitated the validation and selection process for the Barangay IPMR of San Isidro, Talacogon, Agusan del Sur.

The activity was attended by Municipal Tribal chieftain Marlon B. Plaza, Municipal IPMR Romeo Pugahan, and the majority of the council of elders who serve as the selectors of their IPMR. In addition, Hon. Donna Theresa C. Daligdig (Barangay captain) with her council, and representative from LGU Talacogon also witnessed the activity.

During the validation proper, the council of elders unanimously chose IKE B. PLAZA as the new Indigenous peoples Mandatory Representative of San Isidro, Talacogon, Agusan del Sur.

Hawudon Julito T. Gomez took his oath of office for his first term as Municipal Indigenous Peoples Mandatory Representative (IPMR) of San Luis, Agusan del Sur, before Mayor Ronaldo Y. Corvera at the Municipal Mayor’s Office.

Hawudon Gomez, who is also a Manobo from Barangay Mahayahay, will serve as a Sangguniang Bayan Member and representative of the Manobo, Banwaon, and Talaandig Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs) in the Local Legislative Council.

The momentous event was witnessed by NCIP San Luis team Ms. Veronica O. Lobood and Lilibeth D. De Venancio, and representatives of DILG San Luis.

SECTION 16 of the Indigenous Peoples Rights Act on Right to Participate in Decision-Making provides: “Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs) have the right to participate fully, if they so choose, at all levels of decision-making in matters which may affect their rights, lives and destinies through procedures determined by them as well as to maintain and develop their own indigenous political structures. Consequently, the State shall ensure that the ICCs/IPs shall be given mandatory representation in policy-making bodies and other local legislative councils.”

The highlight of the afternoon IP Day activities was the IP Forum. The guest speaker, Attorney Edumer Bryan Loren from the Clerk of RTC Lianga Surigao del Sur, discussed legal matters, specifically the court process for criminal cases. The forum aimed to educate our IPs on the various stages of criminal and civil cases. This venue provided a chance for the IPs to voice their concerns regarding their experiences in conflict resolution processes using their customary laws. Through the knowledge shared by legal professionals, the IPs learned that policies further need to be crafted to strengthen this Indigenous Peoples' way of delivering justice, ensuring that other agencies also recognize this policy.

Meanwhile, the PSA Provincial Office, through their Chief Statistical Specialist, Mr. Demetrio Dejolde Jr., discussed the importance of having a birth certificate and marriage certificate specifically in the IP communities. He emphasized the respect for the culture and tradition of IPs concerning marriage. He further encouraged all IP individuals/couples to get married and make their marriage legal through their chosen solemnizing officer. In addition, Mr. Dejolde encouraged everyone to register their children's births because this piece of identification has many benefits, and lacking it can negatively affect their future endeavors. For example, children may not be able to use their talent in sports if they don’t have a birth certificate.

Also, one of the highlights of the afternoon activity was the presentation of the final output on the documentation of marriage practices of the Banwaon and Manobo in the municipality of San Luis. This documentation and policy formulation have been formally adopted by the IP leaders of the Banwaon and Manobo.

The three ethnolinguistic groups—Banwaon, Manobo, and Talaandig of San Luis celebrated the 2025 IP Month and the 28th IPRA Commemoration on October 20, 2025, at the Municipal Gymnasium, Doña Maxima, San Luis, Agusan del Sur. The theme of the event was: “𝙒𝙚𝙖𝙫𝙞𝙣𝙜 𝘾𝙪𝙡𝙩𝙪𝙧𝙚, 𝙀𝙣𝙧𝙞𝙘𝙝𝙞𝙣𝙜 𝙁𝙪𝙩𝙪𝙧𝙚: 𝙀𝙢𝙥𝙤𝙬𝙚𝙧𝙞𝙣𝙜 𝙄𝙣𝙙𝙞𝙜𝙚𝙣𝙤𝙪𝙨 𝘾𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙞𝙚𝙨 𝙖𝙨 𝘽𝙚𝙙𝙧𝙤𝙘𝙠 𝙤𝙛 𝙎𝙪𝙨𝙩𝙖𝙞𝙣𝙖𝙗𝙡𝙚 𝘿𝙚𝙫𝙚𝙡𝙤𝙥𝙢𝙚𝙣𝙩.”

NCIP San Luis and the office of the IPMR hosted this year’s 4th Indigenous Peoples Day, with support from the Municipal Local Government Unit of San Luis, through the enactment of Municipal Ordinance No. 04, which formally designates the third Monday of October as Indigenous Peoples Day within the Municipality of San Luis.

The activity commenced with a 𝘗𝘢𝘯𝘢𝘸𝘢𝘨𝘵𝘢𝘸𝘢𝘨, a ritual invoking spirits to seek guidance and protection for the entire program. This was followed by a flag-raising ceremony, with other national agencies also participating in the Indigenous Peoples’ special day.

A cultural presentation by the IP Youth of Balit was one of the highlights of the IP Day celebration, showcasing the traditional binaylan, wedding, and war dances.

Atty. Fritzie Lynne C. Sumando, representing the NCIP Regional office, conveyed her message, stating that commemorating the 28th anniversary of the Indigenous Peoples' Rights Act (IPRA) Law, also means remembering the dedicated advocacy of previous Indigenous People (IP) leaders that made it possible. She emphasized that this Law is designed to empower Indigenous Peoples specifically within the Philippine context and that it is imperative for future cultural bearers and IP leaders to prioritize intergenerational knowledge transfer to ensure the continuity of cultural practices for future generations. She also stressed the objective of organizing IP youth within San Luis and expressed her hope that IPs would continue to proudly express their identity and actively preserve their cultural practices.

Hawudon Tumawan Raul Minglana, Municipal Tribal chieftain emphasized the importance of respecting and recognizing their culture, especially in using their own justice system as part of their rights to self-governance and empowerment as IPs.

MLGU San Luis, through Vice Mayor Hon. Ely B. Yecyec, also expressed strong support for Indigenous People, recognizing their foundational role in their culture. He further emphasized the importance of unity in achieving collective aspirations and cultural respect. On behalf of the MLGU, he pledged his full support and advocated for continued active involvement to provide the best possible assistance to the three IP groups in the municipality.

Also present during this event were: members of the Sangguniang Bayan—Louie Lani A. Yecyec, Rian C. Acedo, Andres C. Cullantes Jr., Jinny Minglana, and Ronaldo L. Corvera Jr.,; Demetrio Dejolde Jr. of PSA Provincial Office, Atty. Edumer Bryan Loren from Clerk of RTC Lianga Surigao del Sur (guest speaker for IP Forum), Betcheba Prochina of DepEd San Luis-District Supervisor, Joemar Salmoro of DILG San Luis, RHU San Luis, Municipal Tribal Council led by Hawudon Tumawan Raul Minglana, Bae Kahubadan Ederlina N. Precioso (IP Leader, CADT 250), Katangkawan Wilfredo Napongahan (Banwaon IP leader), Julito T. Gomez (Municipal IPMR), IP leaders and community members of Banwaon/Manobo/Talaandig, Barangay Captains and kagawads. And to the ACCORD with support from BRIDGE project, partner NGO which consistently providing assistance to the IPs in San Luis, was also present during the program.

This celebration highlights the enduring traditions, unity, and resilience of our Indigenous Peoples. The NCIP San Luis Community Service Center stands with our IP brothers and sisters in preserving their culture and building a sustainable and inclusive future.
