SAN MIGUEL RECEIVES HIGH FUNCTIONALITY RATING FOR LCAT-VAWC

The Municipality of San Miguel joined the 2026 World Day Against Trafficking in Persons (WDAT) Regional Culminating Activity held on July 30, 2026 at the Bohol Cultural Center in Tagbilaran City, organized by the Provincial Government of Bohol through the PCAT-VAWC in collaboration with IACAT-VAWC Region VII.

One of the major highlights was the FY 2025 LCAT-VAWC Audit Year Awarding Ceremony where San Miguel was awarded as one of the 42 LGUs in Bohol to receive a High Functionality Rating.

The award was received by Mayor Ian Gil G. Mendez, RN, together with MSWDO Representative Jun Ralph Cajes, RSW, and MLGOO Lindsey Marie A. Vismanos.

This recognition is a testament to the Municipalityโ€™s strong inter-agency collaboration and continued commitment to end human trafficking, protect women and children, and build a safer, kinder and more resilient community for all San Miguelnons.

Congratulations to the Municipality of San Miguel, Bohol for achieving an โ€œIdealโ€ functionality level in the 2026 Local Councils for the Protection of Children (LCPCs).

Under the DILG Memorandum Circular No. 2021-039, the annual assessment measures the effectivity of local governments execute child-centered policies, programs, and projects.

The LCPC functionality is scored across four critical pillars: Organizational Sustainability, Policies and Plans for Children, Budget Allocation, and Service Delivery Monitoring.

Barangay officials and law enforcers are mandated by law to take prompt and appropriate action in responding to cases of Violence Against Women and their Children (VAWC):

1. Undertake education program on Republic Act No. 9262 and on why it exists, the rights and remedies of victim-survivors, and the duties of residents and all barangay officials;
2. Have a family violence prevention program, including peer counselling for men;
3. Support organizing efforts and development programs for women in the community;
4. Prioritize livelihood projects for victim-survivors;
5. Involve women in planning and implementation of all programs and projects in the barangay;
6. Have an anti-VAWC desk officer in the barangay to coordinate a one-stop shop help desk, open for 24 hours as much as possible;
7. Ensure that all barangay officials, health workers, nutrition scholars, tanod or security officers, and other barangay workers undergo gender sensitivity seminars to enable them to respond to victims of violence;
8. Develop a system to document and report cases of VAWC and assistance programs to victims; and
9. If applicable/necessary, prescribe additional guidelines and standards that are consistent with RA 9262.

Failure to report an incident may result in a fine of up to โ‚ฑ10,000.00, in addition to any applicable criminal, civil, or administrative liability.

BDP Orientation

The Office of the MPDC, headed by Engr. Isidra Tumale, in partnership with the DILG, headed by MLGOO Lindsey Marie Vismanos, spearheaded the conduct of the BDP Orientation for the updating of the Barangay Development Plans of the 18 barangay of San Miguel, Bohol.

The activity was conducted on May 20, 2026 at the Masanao Hilltop Resort in Garcia, San Miguel, Bohol.

Each barangay was represented by their Punong Barangay, Sangguniang Barangay Member Chairperson of the Appropriation Committee, Barangay Treasurer, Barangay Secretary and Sangguniang Kabataan Chairperson.

The MLGOO discussed the legal bases for the formulation or updating of the BDP and the creation of the Barangay Planning Team, while Engr. Tumale presented the overview BDP and CapDev Agenda formulation process and updating of the barangay database.

The action planning was facilitated by the MLGOO which included agreeing on the schedules and deliverables of each barangay.

As agreed, the planning workshops per barangay will commence on June 2026.
