READ | NAPOLCOM COMMENDS PNP-HIGHWAY PATROL GROUP FOR SWIFT ACTION IN ALLEGED ASSAULT INCIDENT INVOLVING SENIOR OFFICER
The National Police Commission (NAPOLCOM) has commended the leadership and officials of the Philippine National Police–Highway Patrol Group (PNP-HPG), headed by Police Brigadier General Hansel Marantan, for their prompt and decisive action following an alleged incident of physical assault and grave threats involving a senior commissioned officer at the HPG Parking Lot in Camp BGen. Rafael T. Crame on December 16, 2025.
NAPOLCOM Chief, Commissioner Ralph Calinisan, expressed confidence in the swift response of the PNP-HPG leadership in addressing the matter: “We have full confidence in the prompt action taken by the PNP-HPG to discipline its personnel. The Commission stands ready to act once the case is formally elevated to NAPOLCOM by the PNP."
Immediately after the incident, PBGEN Marantan ordered the thorough documentation of the case and the expeditious conduct of a full investigation. As a precautionary measure, the involved Police Colonel was relieved from his post and reassigned to the Human Resource Management and Doctrine Development Division–PNP Headquarters Administrative Service (HRMDDD–PHAS). His issued firearm was likewise surrendered and properly accounted for.
The newly designated Chief of the Investigation Management Division (IMD) has been directed to determine the existence of probable cause and to initiate the filing of appropriate administrative and criminal complaints in accordance with NAPOLCOM Memorandum Circular No. 2016-002.
Based on initial reports, the incident allegedly involved the former Chief of the HPG Investigation Management Division and a Patrolman assigned to the Regional Highway Patrol Unit–National Capital Region (RHPU–NCR) Intelligence Branch. The altercation reportedly stemmed from a dispute over unauthorized parking. The victim claimed to have been kicked, threatened with a firearm, and struck on the head and upper lip with the butt of the firearm. The injuries sustained were confirmed through a medico-legal examination.
Commissioner Calinisan underscored NAPOLCOM’s unwavering commitment to police discipline and accountability: “NAPOLCOM ensures the maintenance of discipline within the police force to uphold its mandate as the ‘Pulis ng Pulis.’ We punish those who commit offenses and commend those who do what is right while faithfully serving the nation,” he added.
NAPOLCOM reiterated its resolve to work closely with the PNP in ensuring that due process is observed and that accountability is enforced in order to maintain public trust in law enforcement institutions.
