IN PHOTOS | Serbisyo Caravan in Dumalneg

The Philippine Statistics Authority (PSA), through the Regional Statistical Services Office I (RSSO I) and PSA Ilocos Norte, in partnership with the Local Government Unit of Dumalneg, successfully conducted a two-day Serbisyo Caravan on 04-05 June 2026 at the Dumalneg Municipal Hall.

The caravan was led by RSSO I Regional Director Atty. Sheila O. De Guzman, together with PSA Ilocos Norte OIC Chief Statistical Specialist Renz P. Sanchez, and CRASD Chief Camille Carla Beltran, with the support of Municipal Mayor Francis R. Espiritu. Services provided included National ID(NID) Services, CRS Mobile Outlet, and Civil Registration assistance, bringing essential government services closer and making them more accessible Dumalnegueños.

During the the two-day activity, a total of 593 clients were served through various PSA and Local Civil Registry Office (LCRO) services, including the issuance of Civil Registfy Documents (CRDs), National ID registration and updating, Issuance of NID in paper form and Assistance to Digital NID, and consultations on civil registration concerns and legal remedies.

The activity highlights the strong collaboration between the PSA and LGU’s in ensuring that vital government services reach even the farthest communities, promoting inclusive and responsive public service delivery.

Through initiatives like the Serbisyo Caravan, PSA continues to strengthen its commitment to delivering accessible, convenient, and people-centered public service to every Filipino.

Vivian G. Maligta, a 58-year-old MHO Worker from Dumalneg, Ilocos Norte, shared her positive experience using the National ID in accessing government assistance and other services. According to her, the National ID is important because it serves as an accepted proof of identity and helps streamline transactions with government agencies.

𝐏𝐑𝐄𝐒𝐒 𝐑𝐄𝐋𝐄𝐀𝐒𝐄 | Ilocos Norte PSO issues 1,734 National ID in Paper form, April 2026

The Philippine Statistics Authority (PSA) Ilocos Norte Provincial Statistical Office (PSO) issued a total of 1,734 National ID (NID) in paper form in April 2026, further strengthening access to valid and readily usable identification for registrants across the provinces.

The continued issuance of the NID in paper form supports the growing demand for accessible proof of identity that may be immediately used in transactions with government and private institutions. This ID serves as a convenient and reliable proof of identity as it also carries the same validity and functionality as the physical NID card.

𝐋𝐎𝐎𝐊 | PSA Ilocos Norte Conducts APCAS Training Workshop for Local Civil Registrars

The Philippine Statistics Authority (PSA) Ilocos Norte Provincial Statistical Office (PSO), in partnership with the Ilocos Norte Civil Registrars Association (INCRA), is currently conducting a two-day Training Workshop on the Administrative Petition for Correction Automated System (APCAS) for Local Civil Registry Offices (LCROs) of Banna, Dingras, Marcos, Solsona, and Nueva Era from 04 to 05 June 2026 at the Sangguniang Bayan Session Hall, Nueva Era, Ilocos Norte.

The first of the series of clustered trainings is led by Regional Director Atty. Sheila O. De Guzman of the Regional Statistical Services Office I, with OIC Chief Statistical Specialist Renz P. Sanchez of PSO Ilocos Norte, and INCRA President Dr. Jean P. Manuel.
​
This activity brings together Municipal Civil Registrars (MRCs) and LCRO Personnel from the participating municipalities which aims to equip participants with both technical knowledge and hands-on experience in using APCAS, a web-based system designed to streamline and improve the processing of administrative petitions for correction in civil registry documents. The system supports faster transactions, improved efficiency, enhanced data accuracy, and better public service delivery.

Showing support during the activity is Municipal Administrator Segundino Urbano, representing Municipal Mayor Atty. Aldrin R. Garvida, who conveyed the municipality’s continued support for initiatives that promote digital innovation in public service delivery.

This initiative forms part of PSA’s continuing efforts toward digital transformation and the standardization of civil registration processes across local government units.

𝐈𝐍 𝐏𝐇𝐎𝐓𝐎𝐒 | Dumalneg Advances Preparations for the 2027 CBMS

The Municipality of Dumalneg convened its CBMS Coordinating Board on 03 June 2026 to discuss preparations for the 2027 Community-Based Monitoring System (CBMS). The meeting was chaired by Hon. Mayor Francis R. Espiritu, represented by Vice Mayor Fraincess Kwyn Espiritu, and attended by municipal officials serving as board members.
​
During the meeting, Co-Chairperson Renz P. Sanchez, OIC Chief Statistical Specialist of PSA Ilocos Norte, presented an overview of the CBMS and the Resource Allocation Tool. Meanwhile, CBMS Focal Person Engr. Editha O. Jaramilla discussed the composition and Terms of Reference of the CBMS Coordinating Board and Statistical Specialist II Vincent M. Luis provided updates on Map Research activities.

Presentations on the Statistical Survey Review and Clearance System (SSRCS) and the 2026 Updating of the List of Aquaculture Farms (ULAF) were also presented by Statistical Analyst Ariane Mae A. Ulep and Supervising Statistical Specialist Vicente P. Vanzuela, Jr.
​
Board members actively participated by raising concerns, seeking clarifications, and sharing insights to help strengthen the municipality's readiness for the 2027 CBMS implementation.

In support of Brigada Eskwela 2026, the Philippine Statistics Authority (PSA) Ilocos Norte donated school supplies to Dumalneg Elementary School to help learners prepare for the upcoming school year.
​
The donated school supplies were received by Jessa Mae R. Domingcil, Principal I of Dumalneg Elementary School, who expressed her gratitude to PSA Ilocos Norte for the timely assistance. Principal Domingcil shared that the donated supplies will greatly support less fortunate students and largely contribute to their learning needs as they begin the new academic year.

Through this initiative, PSA Ilocos Norte continues to demonstrate its commitment to supporting education and fostering partnerships that help improve the welfare of learners in the community.
