WATCH: Junior City Mayor Vanessa Ashley Bertuldo delivered her privilege speech during the Junior Sangguniang Panlungsod Mock Session held on August 12 at the Sangguniang Panlungsod Session Hall.

In her address, Mayor Bertuldo highlighted the voices, aspirations, and concerns of the youth, emphasizing the importance of young people taking an active role in governance and community development. Her speech reflected the purpose of the Junior City Officials Program—to provide the youth with a meaningful opportunity to experience public service, understand the legislative process, and develop the confidence and leadership skills needed to become responsible future leaders.

Through this mock session, the young officials were given a glimpse of the responsibilities and challenges that come with public office, while learning that leadership is not merely about holding a position, but about listening, serving, and giving voice to the people they represent.

LOOK: As part of their government service exposure, the Junior City Officials attended the regular session of the Sangguniang Panlungsod on the morning of August 12, gaining firsthand experience of how legislative proceedings are conducted and how local policies and matters are deliberated.

In the afternoon, the Junior City Officials put their learnings into practice through a Mock Session, taking on the roles of local legislators and experiencing the processes and responsibilities involved in a Sangguniang Panlungsod session.

Through this hands-on experience, our young leaders are given a deeper understanding of local governance, public service, and the importance of active and responsible leadership.

LOOK: A new chapter in youth leadership officially began as the Junior City Officials of the City of San Pedro took their Oath of Office on August 11, 2026, at 11:30 AM at the Pavilion Hall.

The oath-taking was administered in the presence of Hon. Art Joseph Francis Mercado, City Mayor, who welcomed and recognized the young leaders as they formally embraced their roles and responsibilities as Junior City Officials.

Following the ceremony, Mayor Art delivered an inspirational message, encouraging the young officials to make the most of this opportunity to learn about governance, lead with integrity, and serve their fellow San Pedrenses with dedication and compassion.

LOOK: The Junior City Officials of the City of San Pedro took another important step in their leadership journey through the Seminar on Basic Governance, Legislative Process, and Parliamentary Procedures, held on August 8, 2026, at the Pavilion Hall.

The seminar equipped our young leaders with essential knowledge on how government works, how legislation is developed, and how parliamentary procedures guide effective and orderly decision-making.

The JCOs were guided by distinguished speakers who generously shared their knowledge and expertise: Mr. John Iriel Asacta, LPT; Hon. Ajay Bautista; and Mr. Marlon Padua.

Through meaningful learning and active participation, the Junior City Officials are being prepared not only to understand governance, but also to become responsible, informed, and principled young leaders committed to public service.
