11 June 2025 – The Assistant Chief of Naval Staff for Civil-Military Operations, N7, led the 1st Semester Philippine Navy Civil-Military Operations Family Conference for the calendar year 2025. This event took place at Longayban Hall, Philippine Military Academy, in Baguio City.
Prior to the commencement of the program, CAPT LEVI C CARANE PN(GSC), AC of NS for CMO, N7 along with his Philippine Navy Civil-Military Operations team, paid a courtesy call to VADM CAESAR BERNARD N VALENCIA PN, Superintendent of the Philippine Military Academy (PMA).
A brief tour of the PMA's historical buildings and facilities followed, showcasing the Headquarters of the Philippine Military Academy and Melchor Hall. These locations host the laboratories for the three branches of the Armed Forces of the Philippines: the Philippine Army, Philippine Navy, and Philippine Air Force, allowing the Cadets of PMA to become familiar with their respective functions.
The event's first day commenced with a series of lectures:
The program began with a warm welcome to participants, delivered by CAPT TIFFANY TICAO PN(GSC), Deputy, N7, who offered an inspiring message.
The inaugural guest speaker, Ms. Janet T. Bayan from the Presidential Broadcast Service (PBS), presented on best practices for preventing misinformation and disinformation, as well as strategies to combat the spread of fake news.
The second guest speaker, Dr. Jojet Lamberto R. Mondares, RPSY, RPM, Director and Supervising Psychologist of Psychstart Psychological Academic and Art Services, addressed the topic of Cognitive Warfare, highlighting the potential weaponization of cognitive processes.
The third speaker, RADM ROY VINCENT T TRINIDAD PN emphasized that, within the current Philippine context, Cognitive Warfare serves as a tool of national power.
Lastly, ENS KRISTIANNE SU OTIONG PN discussed cybersecurity measures aimed at countering false information.
All speakers shared a common objective: to ensure that the warrior diplomats of the Philippine Navy are well-informed about cyber issues, to promote continuous vigilance, to detect and report misinformation, and to ultimately reinforce the integrity of information within the Philippine Navy.
