LEADERSHIP TRANSITION | The Philippine Navy conducted a Joint Change of Office Ceremony for the Office of the Assistant Chief of Naval Staff for Plans, N5; Office of the Assistant Chief of Naval Staff for Command and Control, Communications and Cyber Systems (C4S), N6; and Office of Naval Strategic Studies and Strategy Management - Philippine Navy, on August 10, 2026, at the Navy Headquarters. Rear Admiral Edwin M Nera PN, Chief of Staff, Philippine Navy, presided over the ceremony.

Rear Admiral Nera recognized the contributions of the outgoing staff leaders — Commodore Nerelito P Martinez PN, N5; Commodore Santiago P Pacis Jr PN, N6; and Captain Noel A Laurio PN(GSC), Director, OSSSM — and thanked them for their valuable service to the Philippine Navy.

He likewise welcomed Captain Noel A Laurio PN(GSC), as the new Assistant Chief of Naval Staff for Plans, N5; Colonel Bill L Pasia PN(M)(GSC), as the incoming Assistant Chief of Naval Staff for C4S, N6; and Colonel Danilo T Facundo PN(M)(MNSA), as the new Director of the Office of Strategic Studies and Strategy Management, Philippine Navy.

The occasion underscored the Philippine Navy’s commitment to leadership continuity, organizational excellence, and the sustained advancement of its capabilities.

In time with the nation's commemoration of the 10th Anniversary of the landmark 2016 Arbitral Award, the The Philippine Fleet, Philippine Navy, through the Fleet Training and Doctrines Center (FTDC), conducted the West Philippine Sea (WPS) Symposium CY2026 on June 30, 2026, at the Nonato Multi-Purpose Hall, Naval Base Heracleo Alano, Sangley Point, Cavite City, reaffirming its commitment to strengthening strategic awareness and enhancing professional military education on issues affecting the country's maritime domain.

Held as a follow-on activity to the Philippine Fleet Skippers' Forum 2026, the symposium gathered representatives from the Philippine Navy Headquarters, Naval Reserve Command, Naval Installation Command, Naval Defense Command, Civil Military Operations Group–Philippine Navy, Fleet Marine Warfare Center, Armed Forces of the Philippines General Headquarters, and the Maritime Safety Services Command of the Philippine Coast Guard.

The symposium featured two presentations by subject matter experts from this Office, the Office for Strategic Studies and Strategy Management, Philippine Navy, or OSSSM, PN (formerly known as the Office of Naval Strategic Studies and Strategy Management or ONSSSM).

Ms. Kyle Esther C. Cardona, civilian defense analyst, delivered the lecture titled 'The West Philippine Sea: A Primer', providing participants with a comprehensive discussion on the strategic, legal, and geopolitical dimensions of the West Philippine Sea. Lieutenant Mike Anthony P Mogol PN, Chief of the Revolution in Military Affairs and Seapower Branch, followed with the 'West Philippine Sea: Lessons from Maritime Case Studies', highlighting operational insights and lessons relevant to contemporary maritime security operations. Meanwhile, the event was moderated by this Office's Chief Defense Analyst, Ms. Altamira Reyes.

The OSSSM, PN's participation also aligns with its mandate of providing avenues or partaking in engagements that contribute to cultivating a culture of strategic thinking within the Philippine Navy. ⚓

The Philippine Navy, through the Office of Naval Strategic Studies and Strategy Management (ONSSSM), will be conducting the 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐒𝐲𝐦𝐩𝐨𝐬𝐢𝐮𝐦 𝟐𝟎𝟐𝟔 (𝐌𝐒𝐒 𝟐𝟎𝟐𝟔), this Friday, April 10, 2026, from 8:30 a.m. to 5:00 p.m. at the AFP Commissioned Officers' Club (AFPCOC), Camp General Emilio Aguinaldo, Quezon City. The MSS forms part of the Philippine Navy’s annual pre-anniversary activities and will be carried out in a hybrid modality. This year is its 11th iteration.

With the theme, “𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐒𝐞𝐜𝐮𝐫𝐢𝐭𝐲 𝐢𝐧 𝐒𝐨𝐮𝐭𝐡𝐞𝐚𝐬𝐭 𝐀𝐬𝐢𝐚: 𝐍𝐚𝐯𝐢𝐠𝐚𝐭𝐢𝐧𝐠 𝐂𝐨𝐧𝐭𝐢𝐧𝐮𝐢𝐭𝐲 𝐚𝐧𝐝 𝐂𝐡𝐚𝐧𝐠𝐞 𝐭𝐡𝐫𝐨𝐮𝐠𝐡 𝐀𝐒𝐄𝐀𝐍,” this year's MSS is a complementary initiative in line with the Philippines' ASEAN chairmanship.
