ADVISORY:

The Civil Service Commission (CSC) issued Resolution No. 2600111 promulgated January 19, 2026, establishing a comprehensive Policy on the Prohibition of Gambling among Government Officials and Employees, aimed at strengthening integrity and public trust in government.

Prohibited acts:

1. Gambling in houses, casinos and similar establishments.

* Mere presence in such venues shall likewise constitute a violation of this policy, except when in the performance of official duties duly authorized in writing by the head of agency or superior officer.

2.Gambling online or through electronic means.

* Prohibition applies to participation during or after office hours whether through personal or government-issued devices. Promoting, or facilitating such online gambling activities shall also be considered a violation of this policy.

3. Other forms of gambling

*Any direct or indirect participation , organization,facilitation or promotion of gambling activities.

The Provincial Human Resource Management Office (PHRMO), in coordination with the Management Information Systems Office (MISO), conducted the 2nd Quarter Meeting of Administrative Officers and Timekeepers on May 20, 2026 at the Provincial Health Office (PHO) Conference Room. The meeting focuses on policy system review, technical briefing and process reorientation, particularly on the Payroll System, to speed up and avoid delays in salary releases and disbursements.

We thank all the participants for their full cooperation, in our concerted efforts to serve our employees better.

In the recent Annual Orientation and Alignment 2026 of the Laguna Traffic Management Office (LTMO), the Provincial Human Resource Management Office (PHRMO) conducted an "Orientation on Performance Management and Leave Administration Laws,” led by Ms. Leah Teresa R. Javier, PHRMO, along with Mr. Rhex R. Aquino (Training Division) and Ms. Proserfina D. Gonzales (Records Division). The session focused on compliances with laws, rules and regulations on said matters, fostering excellence and accountability in public service delivery.

The Provincial Government of Laguna successfully conducted the Annual Investment Plan (AIP) Orientation and Formulation participated by the Provincial Human Resource Management Office (PHRMO) on May 4, 2025 held at the Cultural Center of Laguna. Said event was attended by department/ units heads and chief of hospitals.

The Annual Investment Plan (AIP) is the primary tool to ensure that the annual budget is aligned with developmental goals of the province. It also acts as a strategic plan for allocating funds, ensuring essential services are met while promoting sustainable, strategic growth within fiscal year.
