Mr. Ruben Licera serves as the Provincial Head for Special Projects and Priority Initiatives (SPPI) under the Office of the Governor. He helps Governor Pamela S. Baricuatro communicated her vision of a proactive, people-centered, and transparent leadership — guiding the province’s efforts to effectively connect the Capitol’s programs and services with every Cebuano.

His key responsibilities include:
- Leading the design and ex*****on of special projects under the SPPI framework that drive Cebu’s development and innovation goals.
- Supervising multi-platform content production through Sugbo News and official communication channels.
- Strengthening collaboration among provincial departments, LGUs, and partner institutions for SPPI and CPAC initiatives.
- Promoting the Governor’s vision of “Serbisyong Tinud-anay, Para sa Katawhan” through inclusive, transparent, and inspiring communication.

As Executive Producer of Sugbo News, Mr. Licera ensures that Cebu’s stories of hope, progress, and bayanihan are told with authenticity and impact. Meanwhile, as Executive Director of the Cebu People’s Action Center (CPAC), he spearheads responsive programs that bring government services closer to every Sugboanon | 𝑪𝒂𝒑𝒊𝒕𝒐𝒍 𝑷𝑰𝑶

📍 Cebu Provincial Capitol — The 𝐂𝐞𝐛𝐮 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭, led by 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐏𝐚𝐦𝐞𝐥𝐚 𝐒. 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨, has approved the release of ₱𝟓 𝐦𝐢𝐥𝐥𝐢𝐨𝐧 𝐢𝐧 𝐟𝐢𝐧𝐚𝐧𝐜𝐢𝐚𝐥 𝐚𝐢𝐝 𝐚𝐧𝐝 𝐚𝐬𝐬𝐢𝐬𝐭𝐚𝐧𝐜𝐞 for the Province of Davao Oriental, which was heavily affected by the magnitude 7.5 earthquake last October 10, 2025.

The said resolution was 𝐦𝐚𝐫𝐤𝐞𝐝 𝐚𝐬 𝐮𝐫𝐠𝐞𝐧𝐭 𝐛𝐲 𝐏𝐞𝐨𝐩𝐥𝐞’𝐬 𝐆𝐨𝐯𝐞𝐫𝐧𝐨𝐫 𝐁𝐚𝐫𝐢𝐜𝐮𝐚𝐭𝐫𝐨 and was swiftly endorsed and 𝐚𝐩𝐩𝐫𝐨𝐯𝐞𝐝 𝐛𝐲 𝐭𝐡𝐞 𝟏𝟕𝐭𝐡 𝐒𝐚𝐧𝐠𝐠𝐮𝐧𝐢𝐚𝐧𝐠 𝐏𝐚𝐧𝐥𝐚𝐥𝐚𝐰𝐢𝐠𝐚𝐧, demonstrating Cebu’s compassion and solidarity in times of crisis.

This timely act reflects Cebu’s spirit of gratitude and friendship, as Davao Oriental once extended its help to Cebu during a difficult period.
