We commend the bravery of Barangay Chairman Rolando Torres of Sag-ang, La Castellana, Negros Occidental for helping the government rid their community of the influence of NPA remnants. Of course, with the support of the MTF-ELCAC, we can only accomplish so much in ending the local communist armed conflict.

In unity with our local partners who are the “bringers of peace”, let’s intensify efforts to engage the remaining NPA rebels through the Local Peace Engagement Program, ECLIP, and amnesty.

PRO 5 SUSTAINS GAINS IN THE FIGHT AGAINST ILLEGAL DRUGS, LOOSE FI****MS, AND TERRORISM

Sustaining its relentless campaign against illegal drugs, loose fi****ms, and terrorism, the Police Regional Office 5 (PRO 5) headed by PBGEN NESTOR C BABAGAY JR, has reaped significant accomplishments from January 1 to August 25, 2025, which reflect its unwavering dedication to public safety and security in the Bicol Region.

In the fight against illegal drugs, PRO 5 seized P114,931,315.12 worth of narcotics during 892 operations carried out for the period. The confiscated drugs included 80,647.41 grams of ma*****na and 15,478.47 grams of shabu. These operations led to the arrest of 973 individuals, composed of 101 high-value and 872 street-level individuals. A total of 1,678 cases were filed against the violators, underscoring the commitment of PRO 5 to ensure that those involved in the illegal drug trade are held accountable before the law.

Camarines Norte registered the highest value of confiscated drugs amounting to P49,976,240.20, followed by Camarines Sur with P34,057,107.72, Albay with P14,153,914.00, Naga City with P11,603,260.00, Masbate with P3,936,832.00, Catanduanes with P907,259.60, and Sorsogon with P296,700.80.

Meanwhile, in its crackdown against loose fi****ms, PRO 5 conducted 738 operations which resulted in the arrest of 182 individuals and the neutralization of one suspect. A total of 708 fi****ms were confiscated, surrendered, or captured during these operations, while 431 fi****ms were voluntarily turned over for safekeeping. Of those arrested, 118 individuals already face charges filed in court, proving the unit’s resolve in strictly enforcing gun laws and curbing armed violence.

The campaign against communist terrorist groups (CTGs) also yielded notable results. Within the same period, 61 CTG members were arrested, 8 were neutralized, and 206 voluntarily surrendered to authorities. Law enforcement operations likewise led to the recovery of 161 fi****ms and 423 explosives, further weakening the operational capabilities of terrorist groups in the region and paving the way for peace and stability in affected communities.

PBGEN BABAGAY JR., lauded the commitment and sacrifices of the police force, partner agencies, and stakeholders in attaining these significant milestones.

“The accomplishments of PRO 5 from January to August 2025 clearly reflect the seriousness of our campaign against illegal drugs, loose fi****ms, and terrorism. These results are not only the outcome of police diligence and professionalism but also the fruit of our strong collaboration with local government units, other law enforcement agencies, and our stakeholders in the community. We remain steadfast in our commitment to sustain these gains and further intensify our operations to ensure a safe and more peaceful region”, he said.

He further emphasized that in line with the thrusts of Acting Chief of the Philippine National Police, PLTGEN JOSE MELENCIO NARTATEZ, the PRO 5 will continue to uphold the rule of law, protect the people, and relentlessly pursue criminals and lawless elements. # # #

TWO CTG MEMBERS ARRESTED IN MISAMIS ORIENTAL

The Philippine National Police (PNP) successfully arrested two members of the Communist Terrorist Group (CTG) in Tagoloan, Misamis Oriental through separate intelligence-led operations conducted by the Criminal Investigation and Detection GroupLanao del Norte Provincial Field Unit in coordination with the Philippine Army and local police units.

The first suspect, identified as “Alvin”, a 35-year-old male,was arrested in Brgy. Sta. Ana for murder, with no bail recommended. He was identified as an active member of the CTG’s armed unit in Northern Mindanao, involved in recruitment and organizing youth sectors, and reportedly participated in violent incidents across several municipalities in 2023.

The 40-year-old suspect alyas “Tibor” was arrested in Brgy. Rosario for rebellion or insurrection, with a PHP 200,000.00 bail. He was linked to the group since 2017 and reportedly took part in ideological activities and later operational roles. Authorities are also validating reports of involvement in violent incidents in Misamis Oriental in 2023 as part of ongoing investigations.

Chief PNP, Police General Jose Melencio C. Nartatez Jr., stated:
"This accomplishment reflects the PNP’s unwavering commitment to peace and order. Ang ating layunin ay hindi lamang hulihin ang mga wanted persons, kundi siguraduhin ang kaligtasan ng ating mga komunidad."

These arrests reflect the PNP Focused Agenda, particularly under Enhanced Managing Police Operations, and underscore the effectiveness of intelligence-driven operations in safeguarding communities, in line with the directives of President Ferdinand R. Marcos Jr.

PNP OPERATION IN MASBATE YIELDS HIGH-POWERED FI****MS, 400+ LIVE AMMUNITION

Sustained intelligence work led to the recovery of high-powered fi****ms and hundreds of rounds of live ammunition in Monreal, Masbate on February 16, 2026, denying armed groups the means to threaten communities in Ticao Island.

At approximately 4:00 PM, personnel of Police Regional Office 5 (PRO 5) conducted a focused operation based on information provided by a former member associated with KLG North, SRC 4, BRPC operating in the area. The police team proceeded to a designated site in Monreal where they recovered one carbine rifle, one LUGER KG9 with a magazine inserted and loaded with eight rounds of live ammunition, one caliber .38 revolver, four magazines for M16 rifles, 414 rounds of 7.62mm live ammunition, two shotgun rounds, and one flashlight.

Authorities said the seized fi****ms and ammunition were believed to be linked to Communist Terrorist Groups (CTGs) active in the province. By securing these weapons, the PNP prevented their possible use in armed attacks, harassment of residents, and other violent activities that could undermine local stability.

The operation reflects the continuing effort of the PNP to restrict the movement and capacity of armed groups, particularly in geographically isolated areas. Removing fi****ms from circulation remains a critical component of ensuring that communities are protected from intimidation and violence.

Anchored on the PNP Focused Agenda—a strategic direction of transformation crafted to make police service more accountable and responsive—this accomplishment highlights the key priority of Enhanced Managing Police Operations. Through sustained intelligence validation and calibrated field actions, the PNP continues to address threats before they escalate into harm.

PNP Chief PGEN Jose Melencio C. Nartatez Jr. commended the operating units for the successful recovery.

“We will not allow armed groups to endanger our communities. This recovery sends a clear message that the PNP remains relentless in tracking down loose fi****ms and dismantling threats to public safety. Hindi namin hahayaang magamit ang mga baril na ito laban sa ating mga kababayan.”

In a separate statement, PGEN Nartatez emphasized the broader impact of the operation.

“Every firearm recovered is a potential life saved. Our operations are focused, intelligence-driven, and grounded on our duty to protect the people. Patuloy kaming kikilos upang tiyakin na ligtas ang bawat komunidad, lalo na sa mga liblib na lugar.”

The recovered fi****ms and ammunition are now under police custody for proper documentation and disposition as part of the ongoing investigation and monitoring of armed group activities in the province.

RMFB 8 Secures Major Operational Success Against CTGs

CAPOOCAN, LEYTE –The relentless campaign against insurgency and terrorism spearheaded by the Regional Mobile Force Battalion 8 has resulted to a significant operational success, demonstrating the unit's commitment to peace and security across the region. Under the leadership of PLTCOL DIONESIO A MAESTRE, JR, Officer-in-Charge, RMFB 8, encompassed the neutralization of a major threat of war materiel cache and the peaceful return of two CTG personalities.

This triad of accomplishments was spearheaded by the exceptional performance of the 801st Maneuver Company led by PCPT DOMINIQUE G ORDONIO, OIC, during their comprehensive campaign against insurgency in the critical areas of Eastern Samar and Northern Samar.

On November 28, 2025, while conducting a focused internal security operation, the 801st MC, led by PLT MOSES V MEDINA, successfully recovered items buried in the mountainous area of Brgy. Inayawan, Arteche, Eastern Samar. The recovered items, intended for CTG operations, include: one unit of home-made Shotgun; one laptop; components for Improvised Explosive Devices, including one kg of Ammonium Nitrate and deformed steel bars and nails; and other essential terrorist supplies and subversive documents. These successful operations highlights the RMFB8’s strengthened community efforts and initiatives by eliminating threats and ensuring a safer environment for local residents.

These recovered items have been taken into temporary custody by the 801st MC and will be turned over to the concerned PNP Units for proper documentation and disposition, effectively neutralizing a significant threat to community safety.

Also, through sustained negotiation efforts, the operating units successfully facilitated the voluntary surrender of two individuals. The first surrenderee, Alias “Kapgo,” a Yunit Militia member operating under the RGU EVRPC, yielded at the 801st MC Headquarters. In a separate success, Alias “Larry,” a 39-year-old farmer identified as a member of the Pambansang Kilusan ng Magsasaka (PKM), an Underground Mass Organization (UGMO) of the CTG, also voluntarily surrendered. These peaceful resolutions were achieved through a coordinated effort between the 801st MC and support units from the Provincial Intelligence Team-Northern Samar and RIU 8.

Both individuals are now under the custody of the 801st MC for documentation and the immediate facilitation of their enrollment into the government’s Enhanced Comprehensive Local Integration Program (E-CLIP), offering them a pathway to sustainable livelihood and peaceful reunification with their communities.

PLTCOL MAESTRE, JR. lauded the accomplishments, underscoring the RMFB 8’s commitment to securing the region. “This day marks a critical win for peace. The simultaneous surrenders and the massive recovery of war materiel demonstrate the effectiveness of our operational strategy and, more importantly, the growing trust our communities placed in the RMFB 8,” he stated.
