| GAD SPECIALIST II (PDPMED)
DUTIES & RESPONSIBILITIES:
Under the direction of the PDPMED Chief, the GAD Specialist II is responsible for the review and evaluation of GPBs and GAD ARs that are submitted by the national government agencies (NGAs), government owned and controlled corporations (GOCCs), state universities and colleges (SUCs), and other government instrumentalities assigned to PDPMED through the GMMS, the online platform for the submission, review, and endorsement of GPBs and GAD ARs; managing GAD profiles of NGAs; and generating GAD-related reports and results.
The review and evaluation should lead towards the enhancement of agencies’ GPBs and GAD ARs. For the Reviewer to be able to give sound comments and recommendations towards this end, he/she should be familiarized with relevant and pertinent documents as references such as but not limited to
the following:
1. Republic Act 9710 or Magna Carta of Women and other GAD-related legislations;
2. PCW-DBM-NEDA Joint Memorandum Circular 2022-01: Revised Guidelines for the Preparation of Annual GPB and GAD AR to Implement the Magna Carta of Women;
3. Updated Gender Equality and Women’s Empowerment Plan 2019-2025;
4. Philippine Development Plan 2023-2028 and its succeeding plan/s;
5. Philippine Plan for Gender-Responsive Development 1995-2025;
6. Sectoral plans, such as, the National Action Plan on Women, Peace, and Security (NAP-WPS) and the Inter-Agency Council on Violence Against Women and Their Children (IACVAWC) Plan, etc.; and
7. Results of the application of gender analysis tools [e.g. the Gender Mainstreaming Evaluation Framework (GMEF) and the Harmonized Gender and Development Guidelines (HGDG)].
Specific Duties and Responsibilities
Specifically, the GAD Specialist II will perform the following functions:
1. Comply with the requirements of the PCW ISO Manual of Procedures and other related policies on GAD Planning and Budgeting;
2. Review, analyze, and evaluate the GPBs and GAD ARs of assigned NGAs, through the GMMS, and transmit comments and questions to the concerned agencies within the prescribed period upon notification from the GMMS;
3. Respond to agency’s queries on comments to their GPB and GAD AR; or coordinate or consult with agencies to clarify the content or comments to their GPB and GAD AR;
4. Review the revised submission of agencies to determine if enhancements and/or responses to the comments have been addressed and subsequently, return the queries and/or comments to agencies as needed; or if the responses have been addressed;
5. Conduct follow-ups to the assigned agency on the submission of the revised GPB and GAD AR;
6. Check GMMS regularly for the GPB and GAD AR submissions and updates;
7. Coordinate with the GMMS System Administrator regarding issues and concerns encountered in the use of the GMMS and for retrieving documents necessary for the review of GPBs and GAD ARs;
8. Prepare and submit a monthly monitoring report on the review process and status, which includes the list of GPBs and GAD ARs reviewed, endorsed, reviewed but not endorsed (and reason for non-endorsement), general assessment of agency’s capacity in preparing sound GPB and GAD AR, and recommendations on the intervention needed to develop the capacity of concerned agencies in preparing GPB and GAD AR;
9. Undergo orientation and training on the use of the GMMS; and if needed, on gender analysis tools such as HGDG, GMEF, etc.
10. Participate in the review and enhancement of policies on GAD planning and budgeting;
11. Participate in the preparation/development of monitoring tools, reports and other documents related to GAD planning and budgeting;
12. Participate in the preparation/development of monitoring tools, reports and other documents related to GAD planning and budgeting;
13. Perform other tasks related to GAD planning and budgeting that may be assigned by the supervisor.
