On September 2, 2026, at about 7:30 AM, PLT SUTHERLAND C BENIGNO, DCOP/MPHRO, conducted the Police Information and Continuing Education (PICE) with the personnel of Sarrat MPS regarding the definition of catcalling under Republic Act No. 11313. The officer discussed catcalling as unwanted remarks directed toward a person, including wolf-whistling and misogynistic, transphobic, homophobic, and sexist slurs. He emphasized that such acts may cause discomfort, humiliation, fear, or distress to the person being targeted and should not be treated as ordinary jokes or harmless comments. He reminded personnel to remain vigilant in recognizing inappropriate conduct in public spaces and to properly respond to complaints involving gender-based sexual harassment. He further emphasized the importance of respectful behavior and the protection of every personโs dignity, regardless of gender identity or sexual orientation.
