FOR SIBALOM AND ITS PEOPLE
A Message of Enduring Gratitude to Senator Loren Legarda
There are public servants whose contributions to a community are remembered not simply through the projects they helped build or the programs they helped bring, but through the lives they touched, the opportunities they created, and the lasting difference their service made.
Their contribution is better understood by looking at what changed because they chose to care.
For Sibalom, Senator Loren Legarda is one of those distinguished public servants whose work has become part of our municipality's continuing story of progress.
Over the years, we have seen national government support reach Sibalom through infrastructure, education, health, agriculture, livelihood, employment, social assistance, environmental protection, climate resilience, culture, tourism, and community development.
Behind many of these opportunities has been a public servant who understood that municipalities like ours deserve to be seen, heard, supported, and given every opportunity to move forward.
We are grateful for the infrastructure projects that have helped connect our communities, improve mobility, strengthen public facilities, support agriculture and local commerce, and make government services more accessible to our people.
These structures are visible reminders of progress. But their greater value is found beyond the concrete and steel: in the farmer who can bring produce to market more easily, the student who reaches school more safely, the family that gains better access to services, and the community that becomes more connected to opportunity.
Yet what makes Senator Legarda's contribution particularly meaningful to Sibalom is that her vision of development has never been confined to building infrastructure.
She has consistently stood for the belief that development and environmental protection must move together.
That conviction has special meaning to us.
Sibalom is blessed with extraordinary natural wealth. We are home to the Sibalom Natural Park, an irreplaceable refuge of biodiversity and an important source of water, ecological security, livelihood, identity, and pride for generations of Sibalomnons.
Senator Legarda has been a strong voice for its protection and for the conservation of Antique's natural heritage. She has defended the importance of Sibalom Natural Park and has advocated sustainable agriculture and community-based ecotourism as pathways to development that do not sacrifice the environment.
For a municipality that seeks to protect its forests, waterways, wildlife, biodiversity, and natural attractions while opening responsible opportunities for ecotourism, this advocacy is something we deeply appreciate.
Her commitment to climate change adaptation and disaster resilience has likewise found a meaningful place in Sibalom. In 2025, the University of Antique Main Campus in our municipality hosted the rollout of the Accelerated Climate Transition Local Programme, where Senator Legarda urged local governments to turn climate plans into concrete actions that protect lives and livelihoods.
This matters because we know that calamities are not statistics.
They are families whose homes are threatened, farmers whose crops are lost, workers whose livelihoods are interrupted, and communities that must find the strength to begin again.
And in difficult times, we have also known what it means to have assistance reach our people.
Through TUPAD and other emergency employment opportunities, the Government Internship Program, AICS, livelihood assistance, social and medical support, and other national government interventions, many families, workers, young people, and vulnerable sectors have been given an opportunity to earn, recover, gain experience, or simply get through a difficult period.
Across Antique, the scale of these interventions has been substantial. During Senator Legarda's term as the province's lone district representative alone, more than 85,000 Antiqueños were reported to have received employment assistance through TUPAD, while more than 9,000 benefited from the Government Internship Program.
Educational assistance, health facilities, livelihood programs, farm-to-market roads and other initiatives were likewise supported throughout the province.
To us, however, these are not merely numbers.
Behind every beneficiary is a story.
There is a parent who was able to bring food home because there was temporary employment.
There is a young graduate who gained confidence and experience because someone opened a door through GIP.
There is a family who received assistance at the very moment when illness or hardship had stretched its resources to the limit.
There is a farmer who became more productive because government support finally reached the field.
There is a small entrepreneur or community organization that was given an opportunity to turn skills and hard work into livelihood.
Sibalom has also benefited from initiatives that recognize the importance of enterprise, technology and sustainable livelihood. One notable example is the substantial support for the bamboo industry through a Shared Service Facility at the University of Antique in Sibalom, intended to strengthen a resource and craft with real potential for local enterprise and employment.
These are the forms of public service that may not always make the biggest headlines, but they are often the ones people remember most.
Because when government reaches a person at the right moment, assistance becomes more than assistance. It becomes hope.
This is why our gratitude today is not simply for a list of projects.
It is gratitude for years of partnership.
For believing that Sibalom can progress without losing the environment that makes us who we are.
For recognizing that our farmers deserve support, that our young people deserve opportunities, that our workers deserve dignified livelihoods, that vulnerable families deserve compassion, and that communities affected by calamities deserve a government that does not leave them behind.
For helping bring resources from the national government closer to municipalities and, ultimately, closer to the people for whom government exists.
As Municipal Mayor, I have always believed that the best measure of government is not how much it announces, but how much of its work is actually felt by the people. Perhaps that is why I personally appreciate the meaning behind the words associated with your service:
“SERBISYO DERITSO SA TAWO.”
There is something deeply meaningful in those words.
Because public service should indeed go directly to the people.
Not only to institutions.
Not only to offices.
Not only to reports and accomplishments.
But to the farmer in the field, the worker looking for an opportunity, the young person beginning a future, the family facing hardship, the community recovering from calamity, and every ordinary citizen who simply hopes that government will remember them.
That is where public service becomes real.
Senator Loren Legarda, on behalf of the Municipal Government of Sibalom and the Sibalomnons whom I have the honor to serve, please accept our heartfelt and enduring gratitude.
Thank you for the roads, bridges, facilities and other infrastructure that have helped Sibalom move forward.
Thank you for standing for our environment and helping protect the natural heritage that we hold in trust for generations yet to come.
Thank you for supporting sustainable livelihood, agriculture, employment, education, health, culture, ecotourism and community development.
Thank you for the assistance extended to our people in moments of need and for the opportunities that have allowed many of them to stand again on their own. But above all, thank you for remembering Sibalom and its people.
Buildings will age.
Roads will someday need repair.
Programs will change with time.
But a family helped during its most difficult day, a young person given an opportunity, a livelihood started, a community strengthened, or a forest protected for another generation creates a legacy that lasts far beyond any single term in public office.
That is a legacy written not merely on markers bearing the names of projects, but in the lives of people whose circumstances were made a little better because someone in government chose to serve.
From one public servant to another, I offer not only the gratitude of our Municipal Government, but my personal respect and appreciation for the service you have rendered to our beloved Sibalom and to the entire Province of Antique.

May you continue to find strength in knowing that across Sibalom are communities, families, farmers, workers, young people and ordinary Sibalomnons who have, in one way or another, felt the meaning of your service.
And may we who continue the work of government never forget the simple but profound principle that you have helped demonstrate:
Serbisyo deritso sa tawo.
Because in the end, the most enduring monument of public service is not what we build, but the lives we help build.
