Municipal Development Council Meeting | August 17, 2026

The Municipal Development Council (MDC) of Sigay successfully convened today to discuss and act on key plans and priorities for the municipality.

Among the matters taken up were the 2027 Annual Investment Program (AIP) and the 2027 Annual Development Plan funded under the 20% Development Fund, ensuring that proposed programs, projects, and activities are aligned with the development needs and priorities of the people of Sigay.

Through active participation and collective decision-making, the MDC continues to strengthen participatory and responsive local development planning for a more progressive and resilient Sigay.

The Municipality of Sigay, known as the Coffee Capital Town of Ilocos Sur, remains committed to producing high-quality Robusta coffee and supporting our hardworking coffee farmers. We look forward to initiatives that will further develop our coffee industry, improve farmers’ livelihoods, and promote Sigay coffee across the province and beyond.

I-REAP Component Midyear Review and Assessment | July 2–3, 2026 | Selah Vie Hotel Resort, San Ildefonso, Ilocos Sur

The Municipality of Sigay, Ilocos Sur, through the Municipal Planning and Development Office (MPDO), Municipal Agriculture Office (MAO), and the Sigay Coffee Growers Agrarian Reform Cooperative (SCGARC), actively participated in the I-REAP Component Midyear Review and Assessment conducted by the Department of Agriculture – Philippine Rural Development Project (DA-PRDP) Regional Project Coordination Office I.

The two-day activity served as a venue to review the implementation and progress of enterprise subprojects, strengthen collaboration among LGUs, Farmer Cooperative Associations (FCAs), and partner agencies, and discuss strategies on enterprise operations, risk management, and market development. It also provided an opportunity for participants to exchange best practices and formulate action plans for the successful implementation of PRDP-supported enterprises.

The Construction of the Tourism Facility at Pey Asan Falls, Brgy. San Elias, Sigay, Ilocos Sur has been successfully completed. This two-room facility features a balcony, comfort rooms, and shower facilities to provide visitors with a more comfortable and enjoyable experience.

Strategically located within the San Elias Tree Park and near the iconic Hanging Bridge, this completed project enhances the municipality’s eco-tourism attractions while promoting sustainable tourism and supporting local economic development.

The Municipality of Sigay, through the Municipal Planning and Development Office (MPDO) and the Business Permits and Licensing Office (BPLO), actively participated in the DTI-BOI HERITAGE (Harnessing Economic Resilience and Investment Training for Advancing Growth and Enterprise) Investment Promotion and Capacity Building Program held on June 29, 2026, at the People’s Hall, Provincial Capitol, Vigan City, Ilocos Sur. The activity enhanced the participants’ knowledge on investment promotion, local economic development, and strategies to attract sustainable investments, strengthening the municipality’s commitment to inclusive economic growth and business-friendly governance.

The Municipality of Sigay, through the Municipal Planning and Development Office (MPDO) and the Department of the Interior and Local Government (DILG), successfully conducted the Orientation on the Enhancement of the Barangay Development Plan under the 2026 Retooled Community Support Program (RCSP) on June 23, 2026 at Barangay Mabileg, Sigay, Ilocos Sur.

The activity was facilitated by EnP. Rodel L. Manzano, Municipal Planning and Development Coordinator, and MLGOO Dhelmer B. Estacio. The orientation aimed to strengthen the capacity of barangay officials and stakeholders in formulating responsive, inclusive, and development-oriented plans that address the priority needs of the community.
