READ | Over 42,000 Barangays Mobilized for Assembly Day this October

The Department of the Interior and Local Government (DILG) has mobilized more than 42,000 barangays nationwide to hold their Barangay Assembly Day for the second semester of 2025 on any Saturday or Sunday this October, in line with Republic Act No. 7160 or the Local Government Code of 1991, and Proclamation No. 599, series of 2018.

With the theme โ€œAraw ng Pakikibahagi: Solusyon at Aksyon Ating Talakayin ngayong Barangay Assembly,โ€ this nationwide call highlights the Marcos Administrationโ€™s push for transparent, accountable, and participatory governance, starting at the grassroots.

Through Memorandum Circular 2025-102, the DILG directed all punong barangays to deliver a substantive State of Barangay Address (SOBA) during their assembly day. The report should cover accomplishments, fiscal status, implementation of ongoing programs and projects, and compliance with national laws and DILG issuances.

Barangays are also expected to present updates on the implementation of key national initiatives such as the Barangay Anti-Drug Abuse Council (BADAC), the KALINISAN program, the Barangay Full Disclosure Policy, and the Barangay Violence Against Women (VAW) Desks.

Meanwhile, Sangguniang Kabataan (SK) Chairpersons must present their own reports and ensure that planning, financial, and accounting documents are properly posted on the SK Full Public Disclosure Policy Board.

The Department underscored the importance of the open forum segment in gathering feedback from residents to guide the legislative actions of the Sangguniang Barangay.

To ensure strong turnout, barangays must announce their assembly schedules at least one week in advance through banners and social media platforms.

The DILG also reminded barangay officials that failure to conduct their Barangay Assembly Day may warrant disciplinary action.

With the Barangay and Sangguniang Kabataan Elections (BSKE) reset to 2026, the DILG emphasized that initiatives like the Barangay Assembly are essential to strengthening public trust, deepening civic participation, and sustaining good governance in every community.

Ang Lupong Tagapamayapa Incentives Awards (LTIA) ay taunang pagdiriwang na naglalayong kilalanin ang mga natatanging Lupong Tagapamayapa na nagpakita ng huwarang pagganap at kapuri-puring kontribusyon sa pagtataguyod at pagpapatupad ng Katarungang Pambarangay (KP). Sila rin ay nagtataglay ng sapat na kakayahang magpasya nang may katarungan para sa mabilis na paglutas ng mga kasong isinangguni o idinulog sa kanila.

READ | DILG to LGUs: Brace for Habagat Season

In line with President Ferdinand R. Marcos, Jr.โ€™s directive, the Department of the Interior and Local Government (DILG) has called on local government units (LGUs) to prepare for the impacts of the Southwest Monsoon (Habagat) following PAGASAโ€™s declaration of its onset.

In a memorandum circular, the DILG urged LGUs to adopt proactive measures anchored on the Operation L!sto protocols for hydrometeorological hazards to minimize risks to lives, property, and the local economy.

LGUs are instructed to ensure the functionality of Emergency Operations Centers with adequate personnel and equipment, and to activate Local Incident Management Teams trained in the Incident Command System.

Local governments must also identify and prepare structurally sound evacuation centers with essential facilities such as sanitation, medical aid, and designated areas for vulnerable groups. These should be regularly inspected and upgraded based on safety standards and capacity requirements.

LGUs are also advised to revise their contingency and action plans based on local assessments of areas prone to floods, storm surges, and landslides. They should conduct simulation drills and community exercises to test response and evacuation procedures.

The DILG reminded LGUs to strictly implement no-build zones in high-risk areas and to ensure that emergency services and supply chains remain operational during severe weather conditions.

Operation L!sto is DILGโ€™s flagship disaster preparedness program that promotes a whole-of-government approach to resilient local governance.

READ | DILG to LGUs: Pass ordinances to beef up enforcement of laws on to***co products

In line with President Ferdinand Marcos, Jr.โ€™s directives on smoking and va**ng, the Department of the Interior and Local Government (DILG) has urged local government units (LGUs) to pass ordinances that support the enforcement of national laws regulating to***co, v***r, and v***rized ni****ne products.

In a memorandum circular, the DILG stressed that local legislation must align with national laws, and LGUs must not set separate standards on the sale, manufacture, and distribution of these products.

LGUs are directed to actively enforce Republic Act (RA) 9211 (To***co Regulation Act of 2003), RA 11900 (Vaporized Ni****ne and Non-Ni****ne Products Regulation Act), RA 10643 (Graphic Health Warning Law), and related laws including RA 11467 and RA 10351.

They are also encouraged to adopt rules on smoke-free environments, designated smoking areas, and the display of graphic health warnings.

The DILG reminded LGUs of the ban on the use of v***rized and non-ni****ne products in indoor public areas like elevators and stairwells, and the prohibition of sale to non-smokers and persons under 21.

LGUs are also expected to coordinate with the Bureau of Internal Revenue on enforcing the floor price or minimum price for v***r products and ni****ne salts in local markets.

Inilabas ng Kagawaran ng Interyor at Pamahalaang Lokal ang Memorandum Circular No. 2025-049, na naglalayong hikayatin ang mga lokal na pamahalaan (LGUs) na magsagawa ng mga kinakailangan at/o mag-isyu ng mga ordinansa na sumusuporta at nagpapalakas sa pagpapatupad ng mga batas ukol sa tabako at mga v***rized na produkto. Nakapaloob dapat dito ang mga kinakailangang babala, na may mga larawan, kaugnay sa kalusugan at kaligtasang pampubliko, pati na rin ang pagpapatibay ng mga reguladong buwis. Ito ay nararapat na ayon sa saklaw ng kanilang kapangyarihan at tungkulin, at sa mahigpit na koordinasyon sa mga kinauukulang ahensya ng gobyerno.

Ang lokal na batas at mga aksyon na patungkol sa tabako at mga produktong v***rized ay dapat na naaayon sa mga umiiral na batas, iginagalang ang mga legal na limitasyon, mga mandato at eksklusibong hurisdiksyon ng iba pang mga kaugnay na ahensya.

READ | DILG STATEMENT ON THE RECENTLY CONCLUDED 2025 MIDTERM ELECTIONS

The Department of the Interior and Local Government (DILG) extends its congratulations to the newly elected local officials of the 2025 Midterm Elections who are preparing to assume their posts on June 30 and take on key leadership roles across the country.

With a renewed mandate from the people, these officials must now prepare for the complex responsibilities of local governance. We encourage them to participate in the DILGโ€™s Program for Newly Elected Officials, a comprehensive initiative offering education, training, and support to help them lead effectively and responsibly.

We urge our new leaders to stay grounded in the realities of their communities, develop responsive policies, and pursue programs that reflect the needs and aspirations of their constituents.

We likewise commend the Philippine National Police, Bureau of Fire Protection, and other government law enforcement units for their collaborative efforts that ensured generally peaceful and orderly elections. Salamat po sa inyong paglilingkod!

As the people have spoken, we urge both winning and losing candidates to come together in unity toward the common goal of serving the people even from a different vantage point. Tapos na po ang halalan at panahon na para sa panibagong yugto ng paglilingkod sa ating mga mamamayan.
