WHEREAS, the Municipality of Silago is committed to safeguarding its local economy, food security, and the livelihood of its hog farmers against highly contagious animal diseases;
WHEREAS, samples collected from suspected ASF-infected swine in Brgy. Laguma were submitted for laboratory testing on August 25, 2026 to the Department of Agriculture (DA) โ Regional Field Office VIII for definitive confirmation;
WHEREAS, the laboratory examination confirmed the presence of African Swine Fever (ASF) virus, thus necessitates the implementation of stringent, immediate precautionary measures to prevent the potential spread of the highly contagious ASF virus;
WHEREAS, declaring a temporary Pork Holiday and restricting swine movement are essential, science-based protocols designed to contain the threat and safeguard the swine population of the entire municipality;
NOW, THEREFORE, I, LEMUEL HONOR, Municipal Mayor of Silago, Southern Leyte, by virtue of the powers vested in me by law, do hereby order the following measures to be strictly implemented in Barangay Laguma:

A temporary Pork Holiday is hereby declared in Barangay Laguma and shall take effect immediately, starting today, September 02, 2026, and shall remain in force unless otherwise lifted upon the official recommendation of the Municipal ASF Task Force and the MAO, based on the laboratory results from the DA-Region VIII.

A complete and immediate ban on the movement, sale, and transport of swine and pork products is hereby imposed within, into, and out of the Containment Zone:
a) NO EXIT: The transport of all live hogs, piglets, fresh pork meat, and pork products (including lechon and processed meats) out of the Containment Zone is strictly prohibited.
b) NO ENTRY: The transport of any live hogs into the Containment Zone is likewise prohibited to prevent further risk.
c) ENTRY OF PORK & PORK PRODUCTS: Pork and pork products purchased outside the containment zone for household consumption shall be allowed entry, provided that the quantity does not exceed ten (10) kilograms per household. An Official Receipt (OR) indicating the place of purchase shall be presented at the checkpoint for verification.
d) EXCEPTION FOR TRANSIT: Delivery vehicles transporting certified pork products for final destinations outside the Containment and Buffer Zones shall be allowed to pass through Barangay Laguma, provided they strictly follow all mandatory checkpoint biosecurity protocols and have acquired clearance from the Municipal Agriculture Office (MAO).

Barangay Laguma shall conduct a weekly inventory of all pigs in the barangay in coordination with the Municipal Agriculture Office (MAO) and Provincial Veterinary Services Office (PVSO).
The updated inventory shall be submitted every week to the MAO and PVSO for proper monitoring and record keeping.
All hog raisers in Barangay Laguma are strictly mandated to report any unusual sickness, high fever, discoloration, or sudden deaths among their swine population immediately to the MAO and the Barangay Council for investigation and proper disposal protocol.

All swine raisers shall register their pigs with their respective Barangay. The registration shall include the name of the owner, number of pigs, location, and place of origin for purchased pigs. The updated registry shall be submitted to the Municipal Agriculture Office (MAO) for monitoring and record keeping.
Any newly acquired, sold, transferred, or deceased pigs shall be reported to the Barangay for proper updating of the registry.

The Municipal ASF Task Force, led by the Municipal Agriculturist, shall immediately coordinate with the personnel of the PNP, MDRRMO, BFP and the concerned Barangay Officials to:
a) Establish and man 24/7 Biosecurity Checkpoints at all main access and exit points of the Containment Zone to strictly enforce the movement ban.
b) Ensure the mandatory and humane depopulation (culling) of all confirmed infected and exposed swine within the Containment Zone, following the protocols set by the Department of Agriculture (DA).
c) Oversee the thorough cleaning and disinfection of all affected farms and transport vehicles, with assistance from the BFP where applicable.

This Executive Order shall take effect immediately upon its issuance and shall remain in full force and effect until otherwise amended, revoked, or superseded by a subsequent issuance.
