On March 6, 2025, a bombing occurred at the Plaza Campus Grandstand, triggering an immediate response from the General Component City Police Station (GCCPS) and other emergency units. A concerned citizen reported the explosion to the police, prompting the swift mobilization of resources to secure the area and assist those affected.

PLTCOL Kristina Acidre, the Incident Commander, led the response efforts. Upon arrival, the police established a perimeter around the blast site and assessed the situation. Two individuals were found unconscious due to the explosion and were promptly attended to by a medical team. They were then transported to nearby hospitals for medical care.

Bombing Investigation and Threat Mitigation:
In addition to the casualties, police discovered four improvised explosive devices (IEDs) near the grandstand. The Bomb Squad was quickly deployed to safely detonate the devices, preventing further harm to civilians and first responders.

Buy-Bust Operation conductes by General Component City Police Station
Date: March 4, 2025

On March 4, 2025, the General Component City Police Station, under the leadership of Team Leader PMAJ Daniel Lisondra, DCOP, and with direct supervision from PLTCOL Kristina Acidre, successfully conducted a buy-bust operation aimed at combating illegal drug activity in the community.

The operation led to the arrest of a suspect identified as "Alyas Buboy," whose real name is Juan Dela Cruz. The operation utilized Php 4,000 in genuine buy-bust money and resulted in the confiscation of 10 grams of suspected Methamphetamine Hydrochloride (shabu). The suspect was properly informed of his constitutional rights following his arrest.

The operation unfolded as planned when the poseur buyer signaled to his team, leading to the immediate apprehension of the suspect. Police personnel, strategically positioned around the transaction area, assisted in the successful arrest.

During the ex*****on of the operation, a body search of the suspect yielded the following items:

Two (2) small sachets containing suspected shabu, totaling 10 grams
Four (4) Php 1,000 bills (Php 4,000.00) marked money
One (1) silver Caliber .45 pistol (serial number BB123421)
One (1) black Caliber .45 pistol (serial number BB098765)
One (1) Toyota car key
One (1) Android cellular phone

The confiscated items were inventoried, marked, and photographed in the presence of the arrested suspects. The inventory process was witnessed by representatives from the media, the Department of Justice (DOJ), and an elected Barangay Kagawad from Brgy. Castañeda, Silang, Cavite, ensuring transparency and proper documentation of the evidence.

The suspect, along with the confiscated items, was brought to the General Component City Police Station for proper booking and disposition in accordance with legal procedures. GCCPS CONDUCTS COMELEC CHECKPOINT AND OPLAN SITA

On March 2, 2025, PLTCOL Christian P. Castillejos, Chief of Police of the General Component City Police Station, led a COMELEC checkpoint at Gallant SAF Street in Silang, Cavite. The checkpoint was part of the efforts to enforce election security measures, including the nationwide gun ban, which restricts the carrying of fi****ms and other prohibited items during the election period.

The Acting Dean of Academics, PCOL MARIA SHIELA T PORTENTO spearheaded the ceremony who reminded the cadets the importance of such phase into bridging the gap between theoretical knowledge to real-world policing. This phase is designed to build upon our previous experiences, deepening our understanding of the complexities of police work while offering opportunities to apply the theoretical and practical knowledge we have gained so far.

As we enter this stage, we will face case-based scenarios that simulate the real-life challenges encountered by police officers, providing us with valuable insights into how we can respond effectively to a wide range of situations.

During the ceremony, we were briefed on the expectations for this phase, with a strong emphasis on fully engaging with each scenario. These scenarios are crafted to push us beyond basic knowledge, encouraging critical thinking, effective communication, and problem-solving. They mirror the multifaceted nature of police work, requiring us to demonstrate our ability to handle both minor incidents and more serious complaints. The focus is on preparing us to tackle challenges we may face in the field with competence and confidence.

PCOL MARIA SHEILA T. PORTENTO, the Dean of Academics, shared her extensive experience, stressing the importance of adaptability in the ever-evolving landscape of law enforcement. She highlighted the need for resourcefulness and resilience, as we would need to simulate responses to various situations, from routine disturbances to complex cases. CAP PHASE 2: STATION IMMERSION AND FIELD OBSERVATION

DAY 18: FIELD STUDY VISIT: PHILIPPINE COAST GUARD

The Field Study Visit to the National Headquarters of the Philippine Coast Guard (PCG) was a truly enlightening experience for the SINAGLAWIN Class of 2025, expanding our understanding of maritime law enforcement and national security. Led by our Dean of Academics, PCOL MARIA SHEILA T. PORTENTO, we were warmly welcomed by COMMO PAOLO Z. ABEJUELA, the superintendent of the Philippine Coast Guard Academy.

The main goal of our visit was to learn more about the role of the Philippine Coast Guard and how it collaborates with the Philippine National Police in enforcing maritime laws. This partnership is vital in addressing the many challenges involved in protecting our waters and ensuring maritime safety.

Our first stop was the National Maritime Center, where we were introduced to the vessel monitoring systems. In the monitoring room, we learned how certain vessels are flagged as Vessels of Interest (VOI) and the importance of working together with agencies like the Philippine Navy and the PNP Maritime. We also heard about the challenges of securing the BRP Sierra Madre and the West Philippine Sea, which gave us a clear picture of the complexities involved in maritime security. The tour also showcased the high-tech equipment used for real-time surveillance, emphasizing how essential these technologies are in maintaining security in our volatile maritime environment.

Afterward, we boarded the BRP Gabriela Silang, the second-largest and most advanced vessel in the PCG fleet, named after a heroine from Philippine history. The tour of the ship helped us appreciate its design and the different functions it serves for maritime operations. Standing on the Gabriela Silang, we felt immense pride in the legacy of the PCG and their unwavering commitment to protecting our maritime borders.

The visit concluded with a PCG Briefing at the NHQ-PCG Hall. This session allowed for an open forum where we discussed the PCG’s duties, their partnership with the PNP, and the leadership challenges faced by officers. The active participation of my fellow cadets in this discussion showed our eagerness to learn and engage with important issues in maritime governance.

Reflecting on this visit, I realized the crucial role the Philippine Coast Guard plays in safeguarding our national sovereignty and maritime safety. The experience not only gave us a deeper understanding of the PCG’s operations but also strengthened our commitment to our future roles as leaders in this important field. We left the National Headquarters with a shared sense of responsibility to support and uphold the values of service, integrity, and vigilance that define the proud tradition of the Philippine Coast Guard.

CAP PHASE 2: STATION IMMERSION AND FIELD OBSERVATION

FINANCIAL LITERACY

The financial literacy seminar, led by JCSUPT BRENDAN O. FULGENCIO, RD BJMP REGION 2, highlighted the lack of financial knowledge in our education. As future PNPA cadets and leaders, it is crucial for us to understand financial literacy, not just for our personal growth, but also to set a good example for the communities we serve.

One of the biggest issues with our education system is the lack of financial education. As leaders, our ability to manage money directly affects how well we make decisions. If we lack financial knowledge, we might make poor decisions, which can harm our reputation and effectiveness. JCSUPT FULGENCIO warned that this gap in financial knowledge often leads to what he called “stupid things,” which damage our credibility.

The seminar also emphasized the importance of making our money work for us, especially for a comfortable retirement. Planning for our future is essential, as retirement is not just a phase, but a goal we can achieve through smart financial choices. By saving and investing wisely, we not only secure our own future but also show others the importance of financial responsibility.

What stood out during the seminar was how creating wealth is not complicated, but many fail because they don’t have the basic knowledge of budgeting, saving, and investing. Addressing these areas early helps us avoid bad financial decisions and become better leaders who manage resources responsibly.

JCSUPT FULGENCIO also reminded us that being wealthy brings responsibilities. This requires discipline and making informed choices, especially as law enforcement professionals, where our financial habits can affect the trust people place in us.

Finally, saving and investing were highlighted as crucial. They act as safety nets in emergencies and tools for building wealth. By focusing on these, we build a strong foundation for our future and for those who come after us.

In conclusion, the financial literacy seminar made it clear that understanding finances is not just a luxury but a must for us as aspiring leaders. As PNPA cadets, we should commit to learning about financial management and use that knowledge to improve ourselves and the communities we serve.

DAY 16 - FIELD VISIT

SINAGLAWIN CLASS OF 2025 FIELD VISIT AT OFFICE OF CIVIL DEFENSE (OCD) and QUEZON CITY POLICE DISTRICT (QCPD)

On February 24, 2025, Sinaglawin Class of 2025 conducted a field visitation to three significant agencies involved in disaster management and law enforcement operations. The first stop was the Office of Civil Defense (OCD), where cadets were given a comprehensive overview of the office’s role in disaster preparedness and response. The OCD’s primary mission of managing the country’s civil defense, including its coordination with various agencies during emergencies, was discussed. Cadets had the opportunity to observe the agency’s systems and technologies for disaster response, including the integration of data from local government units and other partners to improve national resilience.

Following the visit to OCD, the group proceeded to the National Disaster Risk Reduction and Management Council (NDRRMC) Operations Center. The cadets witnessed the real-time monitoring of disaster situations and were briefed on the NDRRMC's role in coordinating national and local disaster response efforts. They observed how information is processed and disseminated across different agencies and saw the importance of efficient communication and coordination in managing large-scale emergencies. This visit gave the cadets valuable insights into the logistics, decision-making, and command systems that support disaster mitigation and response operations in the country.

The final stop was at the Quezon City Police District (QCPD), where cadets were welcomed by PCOL MELECIO M BUSLIG JR., the acting director of the district. The cadets toured the QCPD Command Post and Monitoring Center, where they were briefed on the various operations managed by the district. They were shown the technology used for monitoring crime incidents, coordinating law enforcement activities, and maintaining public safety in the city. The cadets gained a deeper understanding of the QCPD’s role in maintaining peace and order, as well as the challenges of policing in a densely populated urban area.

This field visit was an enriching experience for the PNPA cadets, providing them with a hands-on understanding of key agencies involved in disaster management and law enforcement. The exposure to the operational processes and the firsthand insights from agency heads like PCOL Buslig helped the cadets connect their academic training with real-world applications, fostering a deeper appreciation for the complexities of maintaining national security and disaster resilience.

Situation Report: Closing Ceremony of PNPA "SINAGLAWIN" Class of 2025 Cadet Attachment Program (CAP)

On February 20, 2024, PBGEN Paul Kenneth T. Lucas, the Regional Director of CALABARZON Police Office, addressed the 215 cadets of the Philippine National Police Academy (PNPA) during the Closing Ceremony of the Cadet Attachment Program for the PNPA "SINAGLAWIN" Class of 2025. The event was held at the Multi-Purpose Center (MPC) inside Camp BGEN Vicente P. Lim, Calamba City. This ceremony marked the culmination of the cadets' immersive training and their exposure to actual law enforcement operations within the CALABARZON region.

PBGEN Lucas delivered an inspiring speech, emphasizing the importance of leadership, integrity, and discipline in the police force. He also highlighted the critical role that the cadets will play in upholding public safety and ensuring peace and order throughout the nation. The closing remarks were followed by an acknowledgement of the cadets' hard work and dedication throughout their attachment program, which has been an essential part of their training at the PNPA.

Following the ceremony, the attendees gathered at the PRO4A Covered Court for a traditional boodle fight, an activity that aimed to foster camaraderie and teamwork among the cadets and members of the police command group. This informal yet meaningful gathering was attended by the Command Group and the Regional Staff, providing an opportunity for further interaction and bonding between the cadets and senior officers of the region.

The closing ceremony and boodle fight signified a successful end to the cadet attachment program, reinforcing the commitment of the Philippine National Police in producing competent and dedicated police officers. The purpose of the visit was to foster a positive relationship between the PNPA and the local police force, as well as to provide the cadets with valuable exposure to real-world law enforcement practices. This event marks a key moment in the cadets' training and professional development.

During the courtesy call, PLTCOL MORELLO reminded the cadets of the importance of gaining knowledge and experience in handling policing work.
