DAY 5: CAMPAIGN ON ANTI-ILLEGAL DRUGS

Under the leadership of PLTCOL KRISTINA A ACIDRE, Chief of Police of General CCPS, the Police Community Relations section conducted an awareness program as part of the Anti-Illegal Drugs Campaign. This initiative aims to combat the rising crime rate linked to illegal drugs and promote community safety, especially among the youth. General CCPS remains committed to β€˜Community Crime Prevention and Security’ by actively working against the illegal drug trade and educating residents about its dangers. Through proactive measures, the police ensure that the city remains a safe and drug-free place for everyone.

As part of this campaign, officers continuously monitor and gather intelligence to identify individuals and groups involved in illegal drug activities. Additionally, public seminars, school talks, and educational materials are provided to raise awareness about the dangers of drug abuse. In collaboration with the Philippine Drug Enforcement Agency (PDEA) and other law enforcement agencies, efforts to eliminate the drug problem continue to strengthen. If you suspect any drug-related activities in your area, report them immediately. Together, we can protect our youth and build a safer, drug-free community. Say NO to drugs!

DAY 6: Command Conference and Closing Ceremony Of Cadet Attcahment Program

On March 7, 2025, Provincial Director PCOL ANGELA Q REJANO led a crucial Command Conference, gathering chief of police of to address prevalent crime issues. The meeting focused on collaborative problem-solving, with participants exchanging strategies for crime prevention, law enforcement, and effective community engagement. They discussed how to combat evolving crime trends and shared interventions aimed at maintaining peace and security within their respective localities.

Following the Command Conference, a closing ceremony marked the successful completion of Phase 3 of the Cadet Attachment Program for the SINAGLAWIN Class of 2025. Led by PCOL MARIA SHEILA T PORTENTO, Dean of Academics, and other Academics Group officers, the ceremony celebrated the cadets' achievements and recognized their dedication throughout the program.

DAY 4: BOMBING INCIDENT

On March 5, 2025, at approximately 1:15 PM, a bombing incident occurred at the Campos Plaza Grandstand in General City, Quezon. Under the leadership of Incident Commander PLTCOL KRISTINA ACIDRE, the General Component City Police Station (GCCPS) immediately responded. First responders secured the area, preventing further harm and protecting civilians from potential secondary threats. Explosive Ordinance Disposal (EOD) personnel and bomb technicians conducted a thorough clearing of the area and nearby establishments, ensuring a safe path for search and rescue operations and subsequent investigation.

Working in coordination with local medical teams and the Bureau of Fire Protection (BFP), PNP personnel provided immediate assistance to the injured, including two individuals who were found unconscious. A comprehensive investigation is now underway, involving collaboration between the PNP, SOCO, EOD, and other law enforcement agencies. Investigators are diligently working to identify and apprehend those responsible for the attack.

The GCCPS urges all citizens to remain vigilant and report any suspicious activities to local authorities. Public safety remains the top priority. Responding to such traumatic and dangerous events is a core part of the commitment to serving and protecting the community. The GCCPS reaffirms its dedication to the safety and well-being of every resident and vows to bring those responsible for this act of violence to justice.

DAY 3: BUY-BUST OPERATION

On March 4, 2025, the General Component City Police Station (GCCPS) demonstrated its commitment to combating illegal drug activity through a successful buy-bust operation. Under the direct supervision of PLTCOL KRISTINA ACIDRE, the operation targeted and apprehended Juan Dela Cruz, known as "Buboy." The operation utilized 4,000 pesos of genuine marked money to facilitate the transaction, resulting in the initial seizure of 10 grams of suspected Methamphetamine Hydrochloride, commonly known as "shabu." The suspect was immediately informed of his constitutional rights upon arrest.

The meticulous ex*****on of the operation involved a poseur buyer who, upon completing the illegal drug deal, provided a pre-arranged signal. This prompted strategically positioned members of the team to apprehend the suspect. A subsequent body search yielded further incriminating evidence, including two additional small sachets of suspected shabu, bringing the total confiscated amount to 10 grams. Furthermore, the search revealed the marked 4,000 pesos, two .45 caliber pistols with serial numbers BB123421 and BB098765, a Toyota car key, and an Android cellular phone.

The inventory, marking, and photographing of the confiscated evidence were conducted in the presence of the arrested suspect and witnessed by representatives from the media, the Department of Justice (DOJ), and an elected Barangay Kagawad from Brgy. CastaΓ±eda, Silang, Cavite. This ensured transparency and adherence to legal protocols. Following the documentation process, the arrested suspect and all confiscated evidence were transported to the GCCPS for proper disposition and further investigation.

DRDA JOEL ILAGAN presided over the event, marking the official appointment of PLTCOL KRISTINA ACIDRE as the new Chief of Police. The station expressed its enthusiasm for her arrival, highlighting her extensive experience, strong leadership qualities, and unwavering commitment to ensuring public safety. The commencement of the Cadet Attachment Program Phase 3 signifies a pivotal moment in our journey towards becoming effective police officers. This phase is designed to elevate our understanding of law enforcement by immersing us in realistic, case-based scenarios that mirror the daily challenges faced by police stations. Building upon the foundational knowledge gained during our previous station immersion, we are now tasked with actively applying our theoretical and practical insights. The program emphasizes the development of critical thinking, communication, and problem-solving skills, all crucial for navigating the multifaceted nature of police work.

The Dean of Academics, PCOL MARIA SHEILA T PORTENTO, underscored the importance of adaptability and resourcefulness in the field. She highlighted the necessity of meticulously documenting our responses to simulated complaints, ranging from minor disturbances to more complex incidents. This structured approach, through the creation of a standard document folder for each scenario, serves as a vital tool for encapsulating our learnings and refining our problem-solving processes. This phase marks a transition from passive observation to active participation, demanding that we synthesize our prior experiences and apply them to real-world situations.

Phase 3 represents a significant step towards embodying the values of justice and public service. We are no longer merely observers; we are becoming active contributors to maintaining societal order. The SINAGLAWIN Class embarked on an enriching field visit at the Philippine Coast Guard (PCG), a pivotal component of their Cadet Attachment Program. This experience aimed to provide cadets with a comprehensive understanding of the PCG's multifaceted operations and responsibilities in safeguarding the nation's maritime domain. The visit served as a practical learning opportunity, supplementing their classroom education with real-world exposure to maritime law enforcement, search and rescue protocols, and environmental protection initiatives.

A key element of the visit was an interactive open forum, where cadets engaged directly with PCG officers. This dialogue allowed for in-depth discussions on the challenges and strategies involved in maintaining maritime security. Furthermore, the cadets had the privilege of touring two of the PCG's vessels, the BRP Gabriela Silang and BRP Bagacay. These tours provided a firsthand look at the advanced equipment and operational facilities essential for effective maritime security operations, offering a tangible understanding of the PCG's capabilities.

This immersive experience significantly enhanced the cadets' understanding of the PCG's crucial role in national security. The knowledge gained reinforced their commitment to public service and underscored the importance of inter-agency cooperation. The SINAGLAWIN Class expressed their sincere gratitude to the Philippine Coast Guard for their hospitality and willingness to share their expertise, acknowledging the valuable insights that will undoubtedly contribute to their future roles in law enforcement.

On February 27, 2025, the SINAGLAWIN Class of 2025 participated in a financial literacy seminar led by JCSUPT BRENDAN O FULGENCIO, Regional Director of BJMP Region 2. The lecture centered on the essential skill of managing finances, particularly for future public servants. JCSUPT BRENDAN O FULGENCIO provided practical guidance on budgeting, savings, and investment strategies, emphasizing the importance of understanding financial calculations.

The seminar highlighted the "ESI" principle: Earn, Save, Invest. Cadets learned that while earning money is necessary for daily living, it is equally important to save for future uncertainties. Furthermore, investing those savings allows money to generate further income, ensuring long-term financial stability. JCSUPT BRENDAN O FULGENCIO stressed that financial literacy is not merely a theoretical concept but a practical skill that significantly impacts one's quality of life.

The core message of the session was that understanding and applying sound financial principles is crucial for everyone, especially those entering public service. The ability to manage personal finances effectively is a key component of responsible leadership and a vital tool for navigating the complexities of modern economic life.

On February 24, 2025, the SINAGLAWIN Class of 2025's Phase 2 Cadet Attachment Program progressed with a focus on national disaster management and local police operations. The day began with a visit to the Office of Civil Defense at Camp Emilio Aguinaldo, where cadets, accompanied by academic staff, attended a lecture detailing the paradigm shift in the Philippines' Disaster Risk Reduction Management (DRRM) system. This session highlighted the transition from a centralized approach to a more localized model, emphasizing the nation's vulnerability to natural disasters as indicated by the World Risk Index. The cadets also gained firsthand insight into the 24/7 monitoring conducted at the Civil Defense Operations Center, observing their efforts to track significant events both domestically and internationally.

The afternoon segment of the program shifted to practical experience within the Quezon City Police District. Cadets engaged in station visitation and field observation, exploring various sections within the district and gaining a deeper understanding of daily police operations. A significant aspect of this visit was the interaction with senior cadets, who shared their career experiences and offered valuable advice. The SINAGLAWIN Class of 2025 has successfully concluded Phase 2 of their Cadet Attachment Program, a three-week immersion at various police stations within the CALABARZON region. This hands-on experience provided invaluable practical training, allowing the cadets to observe and participate in real-world law enforcement scenarios. The completion of this phase marks a significant step in their journey towards becoming commissioned police officers, equipping them with essential skills and knowledge gained directly from the field.

A formal closing ceremony, led by PBGEN PAUL KENNETH T LUCAS, Regional Director for CALABARZON, celebrated the cadets' achievements and highlighted the key takeaways from their attachment. The Regional Staff further enriched the event by sharing their personal experiences and offering valuable advice, emphasizing the core values of discipline, integrity, and unwavering dedication to public service. These insights served to inspire and motivate the cadets as they prepare to assume their future responsibilities in law enforcement.

The program concluded with a boodle fight, a traditional Filipino communal meal, symbolizing the strong sense of camaraderie and unity forged between the cadets and the experienced police officers. This shared experience underscored the importance of teamwork and mutual support within the law enforcement community. As the SINAGLAWIN Class of 2025 returns to the Academy, they carry with them the lessons learned and the strengthened commitment to serve and protect, ready to become the future leaders of the police force.

The 14th day of the Cadet Attachment Program at the Tagaytay Component City Police Station, overseen by PLTCOL JEFFERSON P ISON, took place on February 20, 2025.

The cadets participated in a tree planting activity at Barangay Dapdap East, Tagaytay City. Joining them were barangay officials and Tagaytay CCPS personnel, led by PMSg Ramos, the PCR Section In-charge. The successful activity resulted in the planting of five healthy chico trees in the barangay's garden.

The cadets' involvement in various police activities and community services, through observation and participation, provided valuable practical experience. Reinforcing the principle that "knowledge is best when shared and experienced," the program allowed them to apply their academic learning to real-world situations and challenges encountered during patrols and other police work.
