Today marks the closing ceremony of our case-based scenario, the culmination of Phase 3 of our cadet attachment program. It seems like just yesterday we were counting down three digits before graduation, now it's only two. Time, indeed, flies when you're immersed in the challenges and triumphs of learning.

Our Assistant Dean of Academics, PCOL ANGELA Q REJANO, before the start of our closing program imparted invaluable wisdom today, lessons that will undoubtedly shape our approach to the "real McCoy" of police work. The emphasis on format, particularly in presentations like Enhanced Managing Police Operations (EMPO), resonated deeply. Clear, concise, and well-organized communication is crucial in law enforcement, where every detail matters and decisions can have far-reaching consequences. As future officers, we must master the art of presenting information effectively, ensuring that our messages are understood and acted upon.

Today's bomb threat simulation was a high-intensity experience that underscored the critical importance of teamwork and coordinated response in law enforcement. As a member of the medical team, I was on standby, ready to assist any potential casualties. The tension was palpable as we waited for the all-clear signal. Today's reiteration of the "no use of mobile phones while on duty" policy wasn't just a routine reminder; it was a crucial lesson in professionalism and operational readiness. In an age where constant connectivity is the norm, the directive to disconnect during working hours served as a stark reminder of the unique demands of law enforcement. It forced us to confront the reality that even a momentary lapse in focus can have significant consequences.

The discussion highlighted the numerous ways mobile phone use can compromise our effectiveness. Distraction is the most obvious. A quick glance at a notification, a brief text exchange, or a social media scroll can divert our attention from critical tasks, such as observing surroundings, monitoring radio communications, or interacting with the public. This is particularly concerning during sensitive operations like checkpoints. At a checkpoint, situational awareness is paramount. Officers must be vigilant, observing vehicles and individuals for potential threats. A distracted officer may miss crucial details, jeopardizing their safety and the safety of others. Moreover, unprofessional use of mobile phones can undermine public trust. A citizen witnessing an officer engrossed in their phone might question their dedication and commitment to duty.

Tonight stretched into the early hours, a crucible where we were tested on our ability to handle a Violence Against Women and Children (VAWC) case. It was a stark and sobering experience, a reminder that law enforcement deals with not just abstract concepts of justice but the raw, often painful realities of human suffering. The simulated scenario forced us to confront the emotional intensity and legal complexities that surround VAWC cases, highlighting the need for both compassion and meticulous adherence to protocol.

The truth of "practice humility" resonated deeply. In the face of highly charged emotions and sensitive situations, ego has no place. We learned that listening, empathy, and a genuine desire to understand the victim's experience are paramount. This humility is essential in building trust, which is often crucial in VAWC cases where victims may be hesitant or fearful to come forward. As law enforcement officers, especially as women, we have a unique responsibility to create a safe and supportive environment for victims of VAWC.

PCAD personnel distributed "Women's Kits" containing essential items and resources to women in the community. This initiative provides practical support and symbolizes our recognition of the invaluable contributions women make to our society, including in law enforcement.

But our day didn't end there! Last night, we put our training to the test with a buy-bust operation scenario. It was an intense experience that allowed us to apply the skills and knowledge we gained during our Phase 2 station immersion. We're grateful for the opportunity to hone our abilities and prepare for the challenges of real-world policing.

The air crackled with a mix of anticipation and nervous energy as we, the cadets of PNPA, embarked on Phase 3 of our attachment program – the case-based scenario phase. Today, the doors of the Walang Katulad Municipal Police Station swung open, offering us a glimpse into the dynamic reality of police work.

Our morning began with a comprehensive briefing led by PLTCOL JOSEPH ARVIN L VILLARAN, who meticulously outlined the challenges and learning outcomes that await us in the coming weeks. It was like receiving a treasure map, each case-based scenario a potential X marking the spot where our skills and knowledge would be put to the test.

As dusk settled, the real test began. We donned our uniforms and took to the streets, participating in checkpoint operations. The transition from theory to practice was both exhilarating and humbling. We witnessed firsthand the delicate balance between enforcing the law and respecting the rights of citizens, the constant vigilance required to maintain order, and the unwavering commitment of officers to protect and serve.

Today was more than just an introduction to Phase 3; it was an immersion into the heart and soul of police work. It was a day of learning, reflection, and a renewed sense of purpose. As we move forward, I carry with me the lessons learned, the camaraderie forged, and the unwavering determination to serve with integrity and honor.

My recent field study visit to the Philippine Coast Guard (PCG) was a truly eye-opening experience. Stepping onto the BRP Bagacay 4410 and BRP Gabriela Silang, I was overwhelmed by the sheer scale and complexity of these vessels. Learning the history and stories behind each ship underscored the dedication and sacrifice of the PCG personnel who serve our country.

The open forum with the PCG officers was particularly insightful. Their explanation of how the PCG and the Philippine National Police (PNP) collaborate during insurgencies highlighted the importance of inter-agency cooperation in maintaining peace and security. It was fascinating to compare and contrast the functions and operational procedures of both organizations, especially the shared commitment to "maximum tolerance" and adherence to the rule of law.

This visit has deepened my understanding of the maritime security challenges facing our nation and the crucial role the PCG plays in addressing them. As a future police officer, I recognize the importance of collaboration with other agencies, including the PCG. Just as the PCG and PNP work together to combat insurgencies, police officers on the ground must be prepared to coordinate with the PCG on issues such as maritime law enforcement, search and rescue operations, and disaster response.

The lecture by JCSUPT BRENDAN O FULGENCIO, Regional Director of BJMP Region 2, was a powerful reminder of the importance of financial preparedness, especially for us who are just starting our careers in public service. His words resonated deeply, particularly his emphasis on saving for retirement while we are young. As he aptly put it, "the value of money that we need through the years are increasing," and relying solely on a pension is not a prudent strategy.

This message holds significant weight for my future as a police officer. A career in law enforcement is inherently unpredictable, often demanding sacrifices and exposing us to risks. Therefore, building a secure financial foundation is crucial for my peace of mind and the well-being of my family.

JCSUPT FULGENCIO's advice to "not put all our eggs in one basket" underscores the need for diversification in our financial planning. Exploring different investment options and seeking professional financial advice will be essential steps in securing my financial future.
