In reference to the DOST-PAGASA Tropical Cyclone Advisory no. 3 issued 11:00 AM November 1, 2025 in which Tropical Cyclone Tino is expected to pass through Negros Island, and the directive of the Provincial Disaster Risk Reduction and Management Council (PDRRMC) raising the RED ALERT STATUS for the Provincial Emergency Operations Center (EOC) effective November 1, 2025—

I hereby declare the SUSPENSION of all FACE-TO-FACE CLASSES in both PUBLIC and PRIVATE schools at all levels, including teachers, faculty, staff, and school workers, starting tomorrow November 3, 2025 (Monday) until November 4, 2025 (Tuesday).

This declaration is effective only for November 3 & 4, 2025 and shall be automatically lifted if weather condition is improve.

The Silay City DRRM Council strongly encourages everyone to:
• Remain vigilant and cautious.
• Follow only official advisories and announcements.
• Prioritize the safety and security of your families and communities at all times.

Prayer for Earthquake Recovery

Almighty God, source of strength and mercy,
In this time of fear and uncertainty, we humbly come before You.
Our beloved Silay has been shaken-its land, its homes, and the hearts of its people.
But even as the earth trembles, we anchor our faith in You.
We thank You for every life spared, for neighbors helping neighbors, and for the courage rising in the face of adversity.
We pray for those who have suffered loss-of homes, of safety, and especially of loved ones.
Lord, embrace them with Your comfort.
Heal the wounded, give peace to the grieving, and calm the anxious.
Grant wisdom and strength to all our responders, volunteers, and leaders.
Bless our efforts to rebuild-not just structures, but the spirit of our community.
Help us remain united-rich and poor, young and old-as one
Silaynon family.
May this trial awaken in us compassion, resilience, and renewed faith.

Congratulations to our 9 OUTSTANDING TEACHERS, 2 OUTSTANDING MASTER TEACHERS, and OUTSTANDING SCHOOL HEAD of Mambulac Elementary School in our current National Teachers' Day 2025 by SDO Silay City.

We also congratulate our School, the MAMBULAC ELEMENTARY SCHOOL, which was awarded as one of the BEST PERFORMING SCHOOLS.

In light of the earthquake that occurred on September 30, 2025 at 9:59 PM, and to ensure the safety of our students, teachers, and school personnel—

I hereby declare the SUSPENSION of FACE-TO-FACE CLASSES in BOTH PUBLIC and PRIVATE SCHOOLS for ALL LEVELS (including Teachers, Faculty, Staff, and School Workers) in the City of Silay on OCTOBER 1, 2025.

This suspension is to allow the Local Government Unit (LGU), through the CDRRMO, City Engineering Office, BFP, PNP, DepEd, School DRRM coordinators and GSO, to conduct the necessary inspections on the structural integrity of schools, other learning institutions, and government buildings.

The Silay City DRRM Council urges everyone to remain vigilant, follow only official advisories, and prioritize safety at all times.

📢 MEMORANDUM CIRCULAR NO. 102

Upon the recommendation of the NDRRMC and in view of the heavy rainfall to be brought by Severe Tropical Storm “Opong”, the President has ordered the suspension of work in government offices and classes at all levels in several provinces, including Negros Occidental, on September 26, 2025.

In line with this directive, I, Mayor Joedith C. Gallego of Silay City, also hereby suspend work in all government offices in Silay City for the protection and safety of our employees.

✅ Essential agencies such as health, disaster response, and vital services will continue to operate.
✅ Work in private offices remains at the discretion of management.

Let us remain vigilant, follow official advisories, and prioritize safety at all times.

I hereby declare the SUSPENSION of FACE-TO-FACE CLASSES in BOTH PUBLIC and PRIVATE SCHOOLS for ALL LEVELS (including Teachers, Faculties, Staff, and School Workers) as well as WORK IN GOVERNMENT OFFICES within Silay City for TODAY, SEPTEMBER 22, 2025. However government offices who are responsible for basic health services, disaster preparedness and response, and other vital services to ensure public safety shall continue operations.
