READ | DILG: MLGOOs STRENGTHEN RULE OF LAW, SUPPORT FAIR BARANGAY JUSTICE

The Department of the Interior and Local Government (DILG) reaffirmed the vital role of Municipal Local Government Operations Officers (MLGOOs) in upholding the rule of law and ensuring that the Katarungang Pambarangay system functions effectively and fairly.

Within the Katarungang Pambarangay system, MLGOOs guide barangay officials in observing proper procedures for mediation and conciliation, including the issuance of summons, the conduct of hearings, and adherence to due process under Republic Act No. 7160.

The Department clarified that while the Lupon or Pangkat does not possess coercive power to physically compel attendance, the law provides clear consequences for unjustified non-appearance. Under Section 515 of the Local Government Code, refusal or willful failure to appear despite a valid summons may give rise to indirect contempt proceedings upon proper application before the court and may also affect the ability of parties to pursue claims or counterclaims.

The DILG underscored that the absence of direct coercive authority is distinct from the existence of legal repercussions for disobedience, which are enforced through the courts.

“Ang papel ng MLGOO ay tiyakin na ang proseso ay tama, malinaw, at naaayon sa batas. Sa ganitong paraan, napapanatili ang tiwala ng mamamayan sa ating mga institusyon,” the Department said.

The DILG also expressed concern over the treatment of MLGOO Dexter Castro Narrido during a recent television interview, where he was subjected to undue humiliation while correctly discussing the application of the law. While scrutiny and debate are part of public service, these must be exercised with fairness, respect, and a shared commitment to clarity and understanding.

READ | VAWC Is a Crime Against the Public, Not a Private Matter, DILG and PCW Say

The Department of the Interior and Local Government (DILG) and the Philippine Commission on Women (PCW) reiterated that violations under the Anti-Violence Against Women and Their Children Act of 2004 or Republic Act No. 9262 are public crimes, underscoring the State’s obligation to pursue justice even if a complainant later withdraws support.

During a recent DILG Kapihan, the PCW addressed the persistent misconception that violence against women and their children cases are merely “private matters.”

“But the violations under RA 9262 are considered public crimes,” the Commission emphasized.

As public crimes, prosecution does not depend solely on the victim’s continued participation once a case has already been initiated. “Kapag sinabi po natin na public crime, hindi po siya, kapag nagkasundo po sila, hindi po puwedeng ‘ayoko na palang magsampa ng kaso,’” PCW explained, stressing that settlements or reconciliation do not automatically halt legal proceedings.

PCW underscored that this legal framework reflects the government’s firm stance against domestic violence and abuse. “Ibig sabihin po nito, yung Estado po natin may pakialam. Dapat meron po tayong ginagawa para mas ma-establish po natin na seryosong krimen ang ganitong mga klaseng paglabag.”

Reports continue to show that many VAWC survivors hesitate to pursue cases due to fear of retaliation, economic insecurity, or victim-blaming. Some worry about losing financial support if their abusive partner is prosecuted, while others fear social stigma or lack confidence in the justice system.

To address these concerns, local government units are strengthening barangay-level response mechanisms, including ensuring that Violence Against Women Desk Officers are fully trained to provide survivor-centered, confidential, and responsive assistance.

“Magtiwala po tayo sa ating VAW desk officers,” PCW urged.

The Commission also called on communities to help dismantle the culture of victim-blaming. “Alisin na po natin ang sistema ng victim-blaming,” it said.

May kabuuang 250 Barangay Officials ang lumahok sa makabuluhang talakayan na ginanap sa Fort Ilocandia, Laoag, Ilocos Norte.

Layunin ng seminar-workshop na higit pang palakasin ang kaalaman at kakayahan ng mga opisyal ng barangay sa epektibong lokal na lehislasyon, mabuting pamamahala, at mas responsableng paglilingkod sa komunidad.

TANONG NG BAYAN: ANO ANG TUNGKULIN NG BARANGAY SA PAGPAPATUPAD NG FIRST TIME JOBSEEKERS ACT?

Sa ilalim ng Republic Act No. 11261 o ang First Time Jobseekers Assistance Act, ang Barangay ay may tungkulin na magbigay ng patunay o sertipikasyon na ikaw ay isang first-time jobseeker.

Mga Tungkulin ng Barangay

1. Pag-isyu ng Barangay Certification
Ang Barangay lamang ang nag-iisyu ng Barangay Certification para sa mga aplikante. Gamit ito, libre na ang pagkuha ng iba pang dokumento sa gobyerno (gaya ng NBI o Police Clearance).

2. Pagpapatunay/ Beripikasyon ng Aplikante
Bago magbigay ng sertipiko, dapat masiguro na ang aplikante ay:
• Pilipino.
• First Time Jobseeker (fresh grad, out-of-school youth, o matagal nang walang trabaho).
• Residente ng barangay nang hindi bababa sa 6 na buwan.
• Pag-aayos ng Record

3. Pagpapanatili ng Record
Dapat may listahan (database) ang barangay ng lahat ng nabigyan ng sertipiko. Ang listahang ito ay kailangang isumite sa DILG.

4. Pagbabantay laban sa Abuso
Dapat ipaliwanag ng barangay na ang sertipiko ay:
• May bisa lang sa loob ng isang (1) taon.
• Magagamit lang ng isang beses sa bawat ahensya ng gobyerno.

Ang barangay ang nagsisilbing unang takbuhan sa pag-aayos ng ilang uri ng alitan sa komunidad. Alinsunod sa batas, may itinatag na proseso upang bigyang-daan ang mapayapa at maayos na pagkakasundo ng mga panig. Ang prosesong ito ay isinasagawa sa ilalim ng Katarungang Pambarangay, na nakapaloob sa Republic Act No. 7160 o ang Local Government Code of 1991.

𝟏. 𝐏𝐀𝐆𝐒𝐀𝐌𝐏𝐀 𝐍𝐆 𝐑𝐄𝐊𝐋𝐀𝐌𝐎. Ang sinumang may reklamo laban sa kapwa niya indibidwal, kung sakop ng Katarungang Pambarangay, ay maaaring maghain ng reklamo—pasalita o pasulat—sa Punong Barangay, bilang Tagapangulo ng Lupon ng Tagapamayapa.

𝟐. 𝐏𝐀𝐆𝐓𝐀𝐖𝐀𝐆 𝐏𝐀𝐑𝐀 𝐒𝐀 𝐌𝐄𝐃𝐈𝐀𝐓𝐈𝐎𝐍. Sa loob ng susunod na araw ng trabaho mula nang matanggap ang reklamo, ipapatawag ng Punong Barangay ang nagrereklamo at inirereklamo, kasama ang kanilang mga saksi, para sa pagkakasundo o mediation.

𝟑. 𝐏𝐀𝐆𝐓𝐀𝐓𝐀𝐆 𝐍𝐆 𝐏𝐀𝐍𝐆𝐊𝐀𝐓. Kung hindi magtagumpay ang pagkakasundo sa loob ng 15 araw mula sa unang pagharap ng mga panig, magtatakda ang Punong Barangay ng petsa para sa pagbuo ng Pangkat ng Tagapagsundo.

𝟒. 𝐏𝐀𝐆𝐃𝐈𝐍𝐈𝐆 𝐍𝐆 𝐏𝐀𝐍𝐆𝐊𝐀𝐓 𝐍𝐆 𝐓𝐀𝐆𝐀𝐏𝐀𝐆𝐒𝐔𝐍𝐃𝐎. Ang Pangkat ay magpupulong sa loob ng 3 araw mula sa pagkakabuo nito upang pakinggan ang magkabilang panig at ang kanilang mga saksi, at hanapan ng paraan ang maayos na pagkakasundo.

𝟓. 𝐏𝐀𝐍𝐀𝐇𝐎𝐍 𝐏𝐀𝐑𝐀 𝐒𝐀 𝐏𝐀𝐆𝐊𝐀𝐊𝐀𝐒𝐔𝐍𝐃𝐎. Binibigyan ang Pangkat ng 15 araw mula sa unang pagdinig upang magkasundo ang magkabilang panig. Kung kinakailangan, maaari itong dagdagan ng hanggang 15 araw kung may sapat na dahilan upang pahabain ang pagdinig.

𝟔. 𝐀𝐌𝐈𝐂𝐀𝐁𝐋𝐄 𝐒𝐄𝐓𝐓𝐋𝐄𝐌𝐄𝐍𝐓. Ang lahat ng amicable settlement ay dapat nakasulat, gamit ang wikang nauunawaan ng mga panig, nilagdaan ng mga ito, at pinagtibay ng Punong Barangay o ng Tagapangulo ng Pangkat ng Tagapagsundo, kung alin ang naaangkop.

Sama-sama nating itataguyod ang mapayapang pag-aayos ng alitan sa barangay, bilang hakbang tungo sa mas matatag at nagkakaisang komunidad.

MPOC MEETING SA BAYAN NG SOCORRO, ISINAGAWA NOONG DISYEMBRE 11, 2025

SOCORRO, Oriental Mindoro — Matagumpay na isinagawa ang Municipal Peace and Order Council (MPOC) Meeting ng Pamahalaang Bayan ng Socorro noong Disyembre 11, 2025, na ginanap upang talakayin ang mga mahahalagang usapin kaugnay ng kapayapaan, kaayusan, at kaligtasan ng mamamayan sa buong munisipalidad.

Ang pulong ay pinangunahan ni Hon. Nemmen O. Perez, Punong Bayan at MPOC Chairperson, kasama ang mga kasapi ng konseho mula sa iba’t ibang ahensya ng pamahalaan, kapulisan, militar, barangay officials, at iba pang sektor na may mahalagang papel sa pagpapanatili ng kapayapaan at kaayusan sa bayan.

Sa nasabing pagpupulong, tinalakay ang kasalukuyang peace and order situation ng munisipalidad, kabilang ang mga ulat mula sa Philippine National Police (PNP), Bureau of Fire Protection (BFP), Philippine Army, at iba pang miyembro ng konseho. Isinama rin sa agenda ang mga isyung may kaugnayan sa crime prevention, anti-illegal drugs campaign, disaster preparedness, at pagpapatibay ng koordinasyon sa pagitan ng mga barangay at law enforcement agencies.

Sa pagtatapos ng pulong, nagkasundo ang mga miyembro ng konseho sa magiging schedule ng MPOC Meeting para sa 2026, at ipinasa ang Municipal Peace and Order and Public Safety (POPS) Plan 2026-2028 para sa implementasyon ng mga polisiya at programa alinsunod sa layunin ng pamahalaang bayan na makapaghatid ng ligtas at maayos na pamayanan para sa lahat ng mamamayan ng Socorro.

Ang isinagawang MPOC Meeting ay patunay ng patuloy na pagsisikap ng Pamahalaang Bayan ng Socorro sa pagtataguyod ng mapayapa, ligtas, at maunlad na pamayanan sa pamamagitan ng sama-samang pagkilos at responsableng pamamahala.
