LGU Solana Strengthens Barangay Anti-Drug Councils Through SICAP-BADAC Training
The Municipality of Solana, under the leadership of Municipal Mayor Hon. Meynard Z. Carag, CPA, continues to strengthen its commitment to building empowered barangays and safer, drug-free communities through the Strengthening Institutional Capacities of Barangay Anti-Drug Abuse Councils (SICAP-BADAC) Training, held on August 4–5, 2026, at the Municipal Gymnasium, Solana, Cagayan.
The activity was graced by the presence of ARD Elpidio A. Durwin, CESO IV, of DILG Region 2, whose participation affirmed the Department’s continued support for strengthening the capacities of local governments and barangay institutions in advancing effective anti-drug initiatives.
Organized by DILG Solana, led by OIC-MLGOO Kelinda A. Vidad, the two-day capacity-building activity was conducted in two batches, bringing together representatives from the various barangays of Solana.
Batch 1, conducted on August 4, included Andarayan North, Bantay, Basi East, Bauan West, Cadaanan, Calililauan, Calamagui, Centro North East, Centro North West, Centro South West, Furagui, General Balao, Lanna, Lingu, Maguirig, Natappian East, Padul, Parug-Parug, and Sampaguita.
Meanwhile, Batch 2, held on August 5, brought together representatives from Andarayan South, Bangag, Basi West, Bauan East, Cattaran, Carilucud, Centro South East, Dassun, Gadu, Iraga, Lannig, Maddarulug, Malalam-Malacabibi, Nabbotuan, Nangalisan, Natappian West, Palao, Pataya, and Ubong.
The training provided the Barangay Anti-Drug Abuse Councils (BADACs) with an avenue to deepen their understanding of their roles and responsibilities, strengthen their institutional capacities, and enhance their approaches to community-based drug prevention and intervention.
Sharing their expertise and insights throughout the training were distinguished resource speakers from partner agencies, namely PLTCOL Nouriel U. Lacangan, Chief of the Provincial Intelligence Unit; Armand Benjamin A. Cortes, LGOO II and DILG Cagayan LGMU Technical Staff; PMAJ Baby Rose P. Cajulao, Chief, CAS, RCADD-PNP; Atty. Jojo A. Tarun, Legal Officer, LPU-PDEA; IA III Marilyn A. Natividad, Chief, Plans and Operations Division, PDEA and Regional Team Leader of BDCP; Beverly Y. Maramag, ADAC RTA-DILG R2; PAT Daisy Joy Ringor, Intel Operative, PIU, CPPO; and COP PLTCOL Keenan T. Ruiz, who shared valuable insights on strengthening local peace and order and anti-drug initiatives.
In recognition of their valuable contributions and expertise, the resource speakers were presented with Certificates of Commendation by the Municipality of Solana.
The successful conduct of the SICAP-BADAC Training underscores the importance of equipping barangays with the knowledge, skills, and capacity needed to effectively address the challenges of illegal drugs at the community level. Through strengthened collaboration among the LGU, DILG, law enforcement agencies, partner institutions, and local communities, Solana continues to advance a unified approach toward safer, more resilient, and drug-free communities.
