I rise today to direct your attention to a looming crisis that threatens the heart of Region II, specifically OUR home municipality of Solano and the entire agricultural province of Nueva Vizcaya.

Kamakailan lang, itinaas ng PAGASA ang "Super" El Niรฑo Alert. Ayon sa pinakahuling ulat ng PAGASA Northern Luzon Forecasting Center, may 79% probability na mararanasan natin ang matinding El Niรฑo simula ngayong darating na June hanggang sa huling bahagi ng 2026, at magpapatuloy pa ito hanggang early 2027.

Para sa BAYAN ng Solano na kilala bilang isa sa mga pangunahing commercial at agricultural hub, ang balitang ito ay hindi lang usapin ng mainit na panahonโ€”ito ay banta sa kabuhayan ng ating mga SOLANOANS.

Krisis sa Agrikultura at Supply ng Pagkain: Ang Solano ay sentro ng komersyo, ngunit ang ating ekonomiya ay nakadepende sa ani ng ating mga magsasaka. Sa tindi ng paparating na tagtuyot, nanganganib ang ating produksyon ng palay, mais, at mga high-value crops. Paano na ang ating mga rice supply at lokal na ekonomiya kung walang tubig sa mga bukirin?

Kakapusan sa Patubig at Katubigan: Dahil sa below-normal rainfall, bababa ang antas ng tubig sa ating mga ilog, sapa, at mga communal irrigation systems na bumubuhay sa ating mga pananim. Kung matutuyo ang ating mga pinagkukunan ng tubig, mapipilitan ang ating mga magsasaka na maagang mag-ani o kaya ay tuluyang malugi.

Panganib sa Kalusugan ng Publiko: Kasabay ng "Super" El Niรฑo ang mapanganib na taas ng heat index. Sa mga nakalipas na linggo, nararamdaman na natin ang tindi ng init dito sa Luzon. Ang matagalang exposure sa sikat ng araw ay magdadala ng heat exhaustion at dehydration, lalo na sa ating mga kababayan na nagtatrabaho sa bukid at sa mga lansangan ng Solano.

Aksyon at Panawagan para sa Ating Bayan

hindi natin maaaring hintayin na matuyo ang ating mga lupain bago tayo umaksyon. I am calling for an immediate, localized response for the Municipality of Solano.

Maglatag ng Emergency Irrigation Support: Hinihimok ko ang National Irrigation Administration (NIA) at ang Department of Agriculture na mag-deploy ng sapat na shallow tube wells at water pumps sa mga kritikal na sakahan sa BAYAN ng Solano.

Palawigin ang Agricultural Subsidies at Seed Distribution: Dapat maagang maipamahagi ang mga drought-resistant crop varieties at pondohan ang crop insurance para sa ating mga rehistradong magsasaka upang may sandata sila laban sa pagkalugi.

Paigtingin ang Health at Water Management Protocol: Dapat maging aktibo ang ating Local Disaster Risk Reduction and Management Office (LDRRMO) sa pag-monitor ng supply ng tubig sa mga kabahayan at sa pagbibigay ng sapat na kaalaman upang maiwasan ang heat-related illnesses.

Ang buong Bayan ng Solano ay matatag, ngunit kailangan natin ng mabilis at konkretong suporta mula sa pambansang pamahalaan. Huwag nating hayaang maging huli ang lahat.
