Every child deserves the love, care, and security of a family.

The Local Government Unit of Solano, under the leadership of Municipal Mayor Atty. Philip A. Dacayo, through the Municipal Social Welfare and Development Office (MSWDO) headed by Riena Faye B. Litawan, RSW, Municipal Social Welfare and Development Officer, successfully conducted a radio guesting on July 30 & 31, 2026, as part of its continuing advocacy to promote adoption, foster care, and the protection of children’s rights.

The activity was graced by resource speakers from the National Authority for Child Care – Regional Alternative Child Care Office II (RACCO II), Ma. Shiela Karen A. Torres, RSW; Janesis U. Buena, RSW; Dan Glice M. Mamauag; and Atty. Harley T. Umoso. Through an engaging and informative discussion, the resource speakers shared their expertise on the Adoption and Foster Care Program and emphasized the importance of providing children who are unable to remain with their biological families with the opportunity to grow in a safe, stable, nurturing, and loving family environment.

The resource speakers emphasized that every child has the fundamental right to belong to a family where they can experience love, protection, guidance, and a sense of security. They discussed the legal framework governing adoption and foster care in the Philippines, the qualifications and responsibilities of prospective adoptive and foster parents, and the role of the National Authority for Child Care in ensuring that every placement upholds the best interests and welfare of the child.

The discussion also highlighted the distinction between adoption and foster care. While foster care provides temporary, family-based care for children in need of protection and alternative care, adoption establishes a permanent and lifelong legal relationship between the child and the adoptive family. The speakers encouraged individuals and families to consider opening their homes and hearts to children in need, emphasizing that becoming a foster or adoptive parent is not only an act of compassion but also a meaningful commitment to helping transform a child’s life.

Moreover, the speakers emphasized that child protection is a shared responsibility. They encouraged the active participation of local government units, partner agencies, community organizations, families, and the general public in promoting family-based alternative care, reporting children in need of special protection, and supporting initiatives that uphold children’s rights and welfare. Through strengthened collaboration and sustained advocacy, communities can help ensure that every child is given the opportunity to grow in a loving family where they can thrive, reach their full potential, and enjoy a brighter future.

The radio guesting also featured an information dissemination on recent child protection cases handled by the Municipal Social Welfare and Development Office (MSWDO). Riena Faye B. Litawan, RSW, Municipal Social Welfare and Development Officer; Racquel Judee R. Ladiao, RSW, Social Welfare Officer III Adoption and Foster Care Focal Person; and Trisha Bea Amore F. Ferrer, RPm, Social Welfare Assistant discussed the interventions and appropriate social welfare responses undertaken by the MSWDO in cases involving children in need of protection. These included the recent case in Barangay San Luis, Solano Nueva Vizcaya involving an orphaned child and the foundling/abandoned baby case in Barangay Bagahabag, Solano Nueva Vizcaya.

The discussion emphasized the importance of timely intervention, thorough assessment, case management, protective measures, coordination with concerned agencies, appropriate referrals, and observance of legal procedures, with all interventions guided by the best interests, safety, and welfare of the child.

The Local Government Unit of Solano expresses its heartfelt gratitude to the National Authority for Child Care – Regional Alternative Child Care Office II for sharing its expertise and for its steadfast commitment to advancing adoption and foster care advocacy. Through collaborative partnerships and continuous public education, we hope to inspire more individuals and families to open their hearts and homes to children in need of love, care, and belonging.

Behind a story that deserves to be treated with dignity, compassion, and respect.

In June 2026, the Municipal Social Welfare and Development Office (MSWDO) of Solano responded to a case involving an individual who was brought to the Region II Trauma and Medical Center following a vehicular accident. At the time, no immediate family member had yet been identified.

Through the concerted efforts of the MSWDO, partner agencies, barangay officials, and neighboring municipalities, family tracing and coordination were immediately undertaken. The office also facilitated the necessary interventions and post-death arrangements, ensuring that the individual was accorded a simple and dignified burial while efforts to locate the family continued.

Through sustained coordination and inter-agency collaboration, the immediate family was eventually located and informed. Their subsequent visit to the Local Government Unit of Solano became an opportunity not only to reconnect with their loved one's final resting place, but also to receive appropriate assistance and psychosocial support during a difficult period of grief.

The LGU of Solano, through the MSWDO and the Municipal Mayor's Office, together with the MSWDO of San Agustin, R2TMC, Bureau of Fire Protection, barangay officials, and other partner agencies, worked together to ensure that the family was guided toward available support and that dignity was upheld throughout the process.

This experience reminds us that social work goes beyond providing assistance. It is also about finding, connecting, listening, coordinating, and standing beside people during some of the most difficult moments of their lives.

From family tracing to compassionate care, every effort matters when it helps restore dignity and reconnect families.
