DAR Sorsogon, mas pinalakas ang SPLIT Project gamit ang Unified Data System sa isang workshop sa Irosin

IROSIN, SORSOGON — Upang mas mapabilis, mapabuti, at maging mas tumpak ang pagpoproseso ng mga titulo ng lupa para sa mga agrarian reform beneficiaries (ARBs) sa ilalim ng Support to Parcelization of Lands for Individual Titling (SPLIT) Project, isinagawa ng Department of Agrarian Reform (DAR) Sorsogon ang isang malawakang pagsusuri at pagsasanay na nakatuon sa paggamit ng makabagong Unified Data System (UDS).

Ang dalawang araw na aktibidad na nakasentro sa "SPLIT Project Performance Review cm Data Harmonization Workshop for Legal and Parcelization Component through the Unified Data System" ay matagumpay na idinaos sa Modesta Resort, Bagsangan, Irosin, Sorsogon noong Hulyo 15 hanggang 16, 2026.

Naging pangunahing paksa ng nasabing workshop ang implementasyon ng Unified Data System o UDS, sa pangunguna at pagtalakay ni OIC-PARPO II at Provincial Project Manager G. Adonis H. Dolanas. Sa pamamagitan ng mga breakout sessions sa unang araw, sumailalim ang mga tauhan ng Legal at Parcelization Component sa isang maigting na "hands-on workshop". Dito, direktang ipinasok at itinugma (reconcile) ng mga technical staff ang mga legal at parcelization data sa loob mismo ng UDS.

Inaasahan na ang hakbang na ito ay malaking tulong upang ma-harmonize ang mga datos at maiwasan ang mga aberya na nagpapabagal sa pamamahagi ng indibidwal na titulo sa ilalim ng proyekto.

Bukod sa pagtutok sa UDS, binalikan din sa unang araw ang mga nagawa o natapos ng tanggapan sa unang semestre ng 2026. Tinalakay ni Parcelization Component Coordinator Anna Mae A. Ebuenga ang "Target vs. Accomplishment Status" para sa taong 2026 kasama na ang redocumentation at ang kasalukuyang estado ng land survey na siyang pangunahing magdidikta sa pagtapos ng mga inaasahang . Samantala, nagbahagi rin ng mahalagang kaalaman sa aspetong legal sina Atty. Cherry A. Agmata at Atty. Maria Pacita M. Ranara-Necesario, partikular sa mga isyu ng ODC reissuance, SPLIT ALI Cases, at mga kasong nakahain para sa resolusyon ng Office of the Provincial Adjudicator (PARAD).

Nabigyan din ng kaukulang atensyon ang mga administratibong paksa sa pangunguna ni PCAO Aleth E. Laguna kasabay na rin ang mga usapin tungkol sa pagpapatupad ng mga suportang serbisyo sa pamamagitan ni OIC CARPO Lynn I. Erebete.
Sa ikalawang araw ng programa, iprinisinta ang mga naging awtput at resulta mula sa UDS hands-on workshop upang suriin ng mga kalahok. Sinundan ito ng mga estratehikong sesyon kung saan bumuo ang mga PPMO organic personnel at mga MARPOs ng mga catch-up plans at epektibong istratehiya upang masiguro na makakamit ang mga natitirang target para sa ikalawang semestre ng taon.

Nagtapos ang aktibidad sa paglalahad ng Action Plan at matibay na komitment ng mga MARPOs na abutin ang kanilang mga layunin, na sinundan naman ng pampinid na pananalita mula kay OIC-PARPO I Maria Trinise V. General.

Sa huli, ang matagumpay na pagdaraos ng gawaing ito ay sumasalamin sa patuloy na dedikasyon ng DAR Sorsogon na maiangat ang kalidad ng kanilang serbisyo para sa mga agrarian reform beneficiaries at mga magsasakang Sorsoganon. Sa pamamagitan ng buong-pusong pagyakap sa makabagong teknolohiya tulad ng Unified Data System, umaasa ang ahensya na tuluyan nang maiwawasto ang mga naging aberya sa datos, mapapabilis ang proseso ng Project SPLIT, at masigurong sa lalong madaling panahon ay maipagkakaloob na sa mga magsasaka ang mga indibidwal na titulo ng lupang matagal na nilang inaasam.

Survey activities cover eight landholdings under the 2025-A SPLIT Project in Pilar, Sorsogon

PILAR, SORSOGON — The Department of Agrarian Reform (DAR), through its Support to Parcelization of Lands for Individual Titling (SPLIT) Project, successfully conducted survey activities covering eight (8) landholdings with a total area of 52.0661 hectares in the Municipality of Pilar, Sorsogon.

The survey activities were carried out in the barangays of Lumbang, San Antonio (Millabas), San Jose, Cabiguan, and Danlog as part of the continuing implementation of the SPLIT Project. The initiative aims to facilitate the parcelization of collective Certificates of Land Ownership Award (CLOAs) and pave the way for the issuance of individual land titles to qualified agrarian reform beneficiaries (ARBs).

Throughout the activity, the survey team conducted accurate ground measurements and verified property boundaries while ensuring proper documentation of the landholdings. These activities are essential in supporting the technical requirements for parcelization and strengthening land tenure security for ARBs.

The successful completion of the survey activities reflects DAR's continuing commitment to accelerating the implementation of the SPLIT Project and providing efficient agrarian reform services that contribute to inclusive agricultural development and improved land ownership security for farmer-beneficiaries.

DAR wipes out ₱36M debt for 1,000 Sorsogon farmers

LEGAZPI CITY — For nearly 1,000 farmers in Sorsogon, decades of tilling the soil came with a heavy, invisible burden: payment of amortization for the land that they must pay for almost thirty years. Thankfully, on June 30, 2026, that weight was finally lifted as the Department of Agrarian Reform (DAR) wiped out a staggering ₱36 million in land liabilities, officially freeing the province's Agrarian Reform Beneficiaries (ARBs).

Gathering at the Ibalong Centrum for Recreation in Legazpi City, Albay, the ARBs experienced a profound sense of relief as they firmly clutched their Certificates of Condonation with Release of Mortgage (CoCRoMs). For many of them, that piece of document meant the end of a generational financial anxiety.

The certificates are the tangible result of Republic Act 11953, widely known as the New Agrarian Emancipation Act. The landmark law effectively erases all unpaid amortizations, principal interests, and surcharges bound to the lands these farmers have worked on for years.

For DAR Undersecretary for Field Operations Atty. Kazel C. Celeste, this mass condonation is more than just a bureaucratic milestone—it is a vital lifeline for the farmers and us Filipinos who rely heavily on this sector for food and sustenance. She emphasized that the initiative, a flagship program of DAR Secretary Conrado M. Estrella III, strikes at the heart of improving the everyday lives of Filipino agricultural workers.

“Sa pamamagitan ng New Agrarian Emancipation Act, hindi na mababawasan ang kinita ng ating mga magsasaka sa kanilang mga ani upang gawing pambayad sa kanilang utang sa lupa,” Usec. Celeste said, highlighting that farmers can now take home the full fruit of their labor.

Calling the beneficiaries the true "heroes of the land," Celeste underscored their indispensable role in sustaining the nation. “Nararapat lamang na suklian natin ng ginhawa ang ginhawang hinahatid nila sa atin araw-araw sa pamamagitan ng mga sariwa at masustansyang pagkain,” she added.

With unmistakable pride, the farmers raised their land titles and CoCRoMs in the air—a simple gesture symbolizing not just the end of their financial burdens, but the dawn of a secure new chapter for their families.

The historic milestone drew strong support from Sorsogon’s local government leaders, who stood in solidarity with their local farmers during the event. Among the attendees were Castilla Mayor Isagani "B**g" Mendoza, Pilar Mayor Dennis Sy-Reyes, Magallanes Municipal Councilor Michael H. Haquihaca, and representatives from the Gubat local government.

Steered by OIC-Provincial Agrarian Reform Program Officer (PARPO) II Adonis H. Dolanas, DAR Sorsogon remains steadfast in advancing the Comprehensive Agrarian Reform Program (CARP) in Sorsogon. Their ongoing mission is clear: to cultivate not just the province's fertile lands, but a better, debt-free future for every Sorsoganon ARB.

𝐏𝐑𝐄𝐒𝐒 𝐑𝐄𝐋𝐄𝐀𝐒𝐄 | Over 9K Bicolano farmers claim land, freedom from P418M debt

Almost 10,000 farmers in the Bicol region are stepping into a new era of genuine land ownership and freedom from decades of financial burden.

The Department of Agrarian Reform (DAR) will distribute 11,247 land titles and Certificates of Condonation with Release of Mortgage (CoCRoMs), wiping out Php 418,204,839.93 in unpaid agricultural debts, at Ibalong Centrum for Recreation (ICR), Legazpi City, Albay, on June 30, 2026.

This is in fulfilment of DAR’s mandate under the New Agrarian Emancipation Act (NAEA), allowing farmers to fully own their lands without the heavy weight of unpaid amortizations.

The massive distribution covers 15,533.92 hectares of agricultural land, empowering 9,920 agrarian reform beneficiaries across all seven DAR Bicol provincial offices.

Meanwhile, the DAR is also turning over three farm-to-market roads in the municipalities of Polangui, Libon, and Oas, directly benefiting a total of 1,243 ARBs and serving an estimated population of over 11,000 individuals.

Additionally, 51 agrarian reform beneficiary organizations (ARBOs) will receive farm implements and farm machinery and equipment under the Climate Resilient Farm Productivity Support Project (CRFPSP).

This comprehensive initiative reflects DAR’s unwavering effort to promote agrarian reform and sustainable rural development, in accordance with the administration’s efforts to uplift and support Filipino farmers.
