The DILG Sorsogon City Operations Office emphasizes the compliance of barangays in Sorsogon City in the submission of weekly BarKaDa and monthly BaRCO reports. The Office continuously monitors submissions and provides technical assistance to ensure timely compliance, while encouraging all barangays to sustain their active participation in support of effective local governance and the successful implementation of the KALINISAN Program and other mandated initiatives.

On April 14, 2026, the DILG Sorsogon City Operations Office successfully led the quarterly assessment of BaRCO (Barangay Road Clearing Operations) and BARKADA (Barangay Kalinisan Day) in selected barangays throughout the city. The 14 brgys validated for BaRCO and BARKADA, such as Cabid-an, Buhatan, Marinas, Jamislagan, Rawis, San Juan (Roro), Barayong, Basud, Capuy, Bucalbucalan, San Isidro, West, Panlayaan, Piot, and Bitan-o.

The activity was led by DILG Sorsogon City LGOO Cheryss O. Fleastado, along with a Composite Validation and Assessment Task Team composed of representatives from the Philippine National Police (PNP), Bureau of Fire Protection (BFP), LGU’s Traffic and Security Office (SK3), and Civil Society Organization (CSO). The team assessed barangay efforts in clearing roads, conducting regular community clean-up drives, and fostering community involvement in maintaining a clean and safe environment.

This initiative is aligned with the national government’s push for Kalinisan sa Bagong Pilipinas, promoting cleanliness, good governance, and community responsibility. Through BaRCO and BARKADA, barangays are empowered to lead efforts in creating safer, cleaner, and more resilient communities.

The LTIA Provincial Validation was successfully conducted on March 16, 2026, highlighting the barangay’s commitment to the effective implementation of Katarungang Pambarangay. Barangay Cabid-an served as the official nominee for the Provincial Assessment following its City Level Assessment under the CY 2026 Lupong Tagapamayapa Incentives Awards (LTIA).

The validation activity was presided over by DILG Sorsogon Provincial Director Arnel Renato Madrideo, with committee members represented by PLTCOL Venerando Ramirez of the Sorsogon Provincial Police Office and Mrs. Juvie Enguerra of the Liga ng mga Barangay – Sorsogon Chapter, assisted by LGOO V Kristine Camposano and LGOO II Hannah Faye Lopez in the assessment proceedings.

Also in attendance and in support of the conduct of the activity was City Local Government Operations Officer Cheryss O. Flestado.

The validation was made possible through the active participation of Barangay Cabid-an, headed by Punong Barangay Sammy Realuyo, together with the Lupon members, demonstrating their continued dedication to excellence, transparency, and efficiency in barangay justice administration.

The Department of the Interior and Local Government (DILG) – Sorsogon City Operations Office, in coordination with the Provincial EODB Team, conducted the CY 2026 Ease of Doing Business (EODB) Audit for the Committee on Anti-Red Tape (CART) of Sorsogon City. The activity included an interview, on-site validation, and the checking of Means of Verification (MOVs) to assess the city’s compliance with established standards on efficient public service delivery.

The audit was facilitated with the assistance of the Provincial EODB Team headed by LGOO VII Josef Roi O. Armenta, Cluster Head, together with LGOO VI Ma. Luisa J. Dometita, LGOO III Joselle Valerie Dreo, LGOO II Maica P. Valladolid, and LGOO II Zarex Job Hitosis. The on-site EODB Audit aimed to evaluate the effectiveness of the city’s anti-red tape initiatives and its adherence to policies promoting transparency, accountability, and streamlined government transactions.

This initiative underscores Sorsogon City’s unwavering commitment to enhancing government efficiency and upholding the principles of the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

READ | ‘NO EXCUSES ON TURNOVER’: DILG URGES EARLY INVENTORY PREPARATIONS FOR BARANGAYS, SKs

Months ahead of the 2026 Barangay and Sangguniang Kabataan Elections (BSKE), the Department of the Interior and Local Government (DILG) has directed all barangay and SK officials nationwide to begin early inventory and turnover preparations to ensure seamless governance at the grassroots.

Issued through Memorandum Circular No. 2026-021, the directive reinforces President Ferdinand R. Marcos Jr.’s push for accountability across all levels of government and aims to prevent disruptions in basic services during the transition of leadership in November.

“All barangay and SK officials must fully account for properties, financial records, documents, and money accountabilities before the assumption of newly elected officials,” the Department said.

To institutionalize the process, Punong Barangays are instructed to organize Barangay Inventory Teams (BITs), composed of barangay officials and community representatives, to oversee the documentation and turnover of all assets and records. SK Chairpersons are likewise directed to form SK Inventory Teams (SKITs), ensuring youth sector accountability is upheld.

These teams will conduct both initial and final inventories and will work closely with City and Municipal Assessment and Transition Teams to guarantee compliance and provide operational support throughout the transition period.

The directive is anchored on existing laws, including Presidential Decree No. 1445, the Local Government Code of 1991, and the SK Reform Act of 2015, all of which mandate proper management, documentation, and safeguarding of government resources.

The DILG warned that failure to properly turn over government properties and accountabilities may result in administrative and legal liability under existing laws, rules, and regulations.

The Department emphasized that a complete and transparent turnover is critical to ensuring continuity in public service and maintaining trust in local governance.

“Transitions should not interrupt service. This is about making sure every incoming official can continue delivering for their community from day one,” the Department added.

The BSKE is scheduled on the first Monday of November 2026.

The Sorsogon City Anti-Drug Abuse Council, in coordination with the Department of the Interior and Local Government - City Operations Office and the Philippine Drug Enforcement Agency (PDEA), successfully conducted a One-Day Orientation cm Coaching on Adbokasiya LABan sa Iligal na Droga (ALAB), the Barangay Drug Clearing Program (BDCP), and the 2026 Assessment for BADAC, BPOC, LTIA, and other BBIs, held at Balay Silangan, Brgy. Talisay, West District, Sorsogon City.

The three batches were organized as follows:
* March 9, 2026 – Bacon District
* March 11, 2026 – East District
* March 12, 2026 – West District

The activity was attended by the Punong Barangay, the Barangay Secretaries of Sorsogon City, and representatives from the Philippine National Police (PNP) of Sorsogon City and the City Social Welfare and Development Office (CSWDO).

The activity aimed to strengthen the knowledge and capacity of barangay officials in implementing programs that promote peace and order and support a community free from illegal drugs. Through this orientation, participants were guided on the proper implementation of programs, documentation of activities, and procedures for the necessary preparations for the upcoming 2026 BADAC and BPOC assessment of barangay performance indicators.

This initiative reflects the continued commitment of the local government and the community to work together in building safer, more disciplined, and drug-free barangays for the welfare of every citizen.
