FEATURED HEROES: HON. JOSE EDWIN B. HAMOR, GOVERNOR, PROVINCE OF SORSOGON
Inspired by the renowned words of Warren Bennis, βLeadership is the capacity to translate vision into reality,β Governor Edwin "Boboy" Hamor began his political career not in privilege but in service. Starting at the grassroots level as Municipal Mayor of Casiguran, he proved his ability to lead with direction. Albeit from humble beginnings, his resilience was shaped early on by lifeβs challenges, working part-time through college to fund his education.
Turning Vision into Action in Sorsogon
In 2022, Governor Hamor assumed the governorship of Sorsogon with a clear vision: βBy 2030, Sorsogon is a province with prosperous, resilient, and empowered people living with dignity and pride.β As a first-time governor, this was never a distant dream for him, but a driving force to pursue inclusive governance, sustainable programs, and future-oriented initiatives.
That vision quickly bore fruit. Under his direction, Sorsogon earned the Seal of Good Local Governance (SGLG) and was ranked among the Top 9 Provinces nationwide in Local Source Revenue and Total Current Operating Income by the Department of FinanceβBureau of Local Government Finance (BLGF) in 2024. Beyond these fiscal achievements, his leadership gained national recognition through his appointment as Chairperson of the Regional Peace and Order Council (RPOC), his distinction as PhilHealth UHC Champion, and his recognition as Outstanding Governor of the Philippines by the Association of Local Social Welfare and Development Officers of the Philippines, Inc. (ALSWDOPI).
Building a Province with Dignity and Pride
However, leadership is not defined by titles but by action. Faced with the challenge of Sorsogon ranking fourth in the Bicol Region for the highest number of poor households, as reported in the Department of Social Welfare and Developmentβs (DSWD) Listahanan Poverty Map (2023), Governor Hamor directed the provinceβs efforts toward preventing further decline and aligning progress with the United Nations (UN) 2030 Agenda for Sustainable Development.
Even before the release of the Poverty Map, Sorsogon had already established the 7K Program, a framework anchored on the 17 Sustainable Development Goals (SDGs).
The 7K Program: A Local Pathway to the SDGs
In alignment with the global agenda, the program is implemented through local initiatives that respond to the provinceβs realities, needs, and challenges. Centered on seven key componentsβKabuhayan (economic development), Kalusugan (health), Kadunungan (education), Katrangkiluhan (peace and order), Kagandahan (beauty and tourism), Kalinigan (cleanliness), and Kalikasan (environmental conservation)βthe program adopts a whole-of-community approach to address priority concerns. Its ultimate aim is to end poverty, protect the environment, and ensure the well-being and dignity of every Sorsoganon.
Investing in Education and the Future Generation
The province continues to invest in its future through the Kadunungan Program. Initiatives such as the Mobile Kitchen and Pan sa Paaralan provide nutritious meals and bread to students, improving nutrition, energy, attendance, and academic performance.
Expanding Progress Through the 7K Plus Program
With only four years to realize his vision, Governor Hamor expanded the 7K Program into the 7K Plus Program, refining its focus on gaps identified during his first term, particularly in education and livelihood, while prioritizing public safety, security, and cleanliness in recognition of their direct links to poverty and hunger.
Infrastructure development has also been intensified to improve access to essential services, especially in local communities, while the Abot Kamay Program was established to centralize social services and make assistance more accessible to those in need.
Empowering Sorsoganons Toward Self-Reliance
By strengthening these support systems and continuously improving development efforts, Sorsoganons are becoming better equipped to navigate daily challenges with independence and resilience. Rather than creating dependence, this holistic approach empowers individuals, groups, and communities to stand on their ownβbuilding a future that is not only safer and more sustainable, but truly self-reliant.
