COMELEC ENBANC APPROVES "Sworn Declaration on Conflict of Interest" in Certificate of Candidacy for Barangay and Sangguniang Kabataan Elections on July 24, 2026
Intramuros, Manila โ The COMELEC EnBanc has approved the inclusion of the "Sworn Declaration on Conflict of Interest" in the Certificate of Candidacy (COC) to be submitted by candidates running for office in the Barangay and Sangguniang Kabataan Elections (2026 BSKE) starting November 2, 2026, as part of the upcoming elections. The Sworn Declaration on Conflict of Interest is read in the COC as:
"I undertake, once elected, to comply with the provisions on conflict of interest under Republic Act Nos. 3019 and 6713, particularly as to the prohibition on having direct or indirect financial or pecuniary interest in any business, contract, or transaction that may be opposed to or affected by the faithful performance of official duty, or in which I am prohibited by the Constitution or any law from having any interest."
According to Section 3(i) of Republic Act No. 6713, or the Code of Conduct and Ethical Standards for Public Officials, there is a "Conflict of Interest" if a public official or employee is a member of the board, or an official, or a key stockholder of a private corporation or owner or major stakeholder in a business, and the interest in said corporation or business, or the rights or duties thereof, may not be consistent with the actual performance of official duties.
It is also prohibited under Section 3(h) of Republic Act No. 3019, or the Anti-Graft and Corrupt Practices Act, to have any financial or pecuniary interest, directly or indirectly, in any business, contract, or transaction that may be opposed to or affected by the faithful performance of official duty.
Like submitting a Certificate of Birth or Birth Certificate, the inclusion of this declaration in the COC is not an additional qualification or condition for those wishing to run for office, but rather a statement of compliance with existing laws and a part of the advancement of transparency for the Filipino people. # # #

Intramuros, Manila โ Inaprubahan ng COMELEC En Banc sa isang Referendum/Consultation noong July 24, 2026 ang pagsama ng โSworn Declaration on Conflict of Interestโ sa Certificate of Candidacy (COC) na ihahain ng mga balak tumakbo bilang kandidato mula November 2, 2026 Barangay at Sangguniang Kabataan Elections (2026 BSKE) hanggang sa mga susunod na halalan matapos nito. Ang Sworn Declaration on Conflict of Interest ay mababasa sa COC bilang:

Ayon sa Section 3(i) ng Republic Act No. 6713, o ang Code of Conduct and Ethical Standards for Public Officials, mayroong โConflict of Interestโ kung ang isang pampublikong opisyal o kawani ay miyembro ng board, o opisyal, o mahalagang stockholder ng isang pribadong korporasyon o may-ari o may malaking interes sa negosyo, at ang interes sa nasabing korporasyon o negosyo, o ang mga karapatan o tungkulin doon, ay maaaring hindi sang-ayon sa o makaapekto sa tapat na pagsasagawa ng opisyal na tungkulin.
Ipinagbabawal din sa ilalim ng Section 3(h) ng Republic Act No. 3019, o ang Anti-Graft and Corrupt Practices Act, na magkaroon ng pinansyal o pecuniary interes, direkta man o hindi, ang isang pampublikong opisyal sa anumang negosyo, kontrata o transaksyon na maaari siyang mamagitan o makibahagi sa kanyang opisyal na kapasidad.
Kahalintulad ng pagsumite ng Certificate of Live Birth o Birth Certificate, ang pagsama ng deklarasyon na ito sa COC ay hindi dagdag kwalipikasyon o kondisyon para sa mga nais kumandidato, bagkus ito ay isang pahayag ng pagsunod sa mga umiiral na batas at bahagi ng pagsulong ng transparency para sa sambayanang Pilipino. # # #
