The Municipal Government of South Upi proudly announces the official Schedule of Activities for the celebration of the 50th Founding Anniversary and the 8th Sulagad Festival, a month-long commemoration that highlights the municipality's Golden Jubilee under the theme: "𝘚𝘐𝘕𝘈𝘎: 𝘚𝘰𝘶𝘵𝘩 𝘜𝘱𝘪: 𝘎𝘪𝘯𝘵𝘰𝘯𝘨 𝘠𝘶𝘨𝘵𝘰 𝘯𝘨 𝘕𝘢𝘨𝘬𝘢𝘬𝘢𝘪𝘴𝘢𝘯𝘨 𝘗𝘢𝘮𝘢𝘺𝘢𝘯𝘢𝘯, 𝘗𝘢𝘨𝘣𝘶𝘣𝘶𝘬𝘭𝘰𝘥 𝘯𝘨 𝘒𝘶𝘭𝘵𝘶𝘳𝘢 𝘢𝘵 𝘐𝘯𝘬𝘭𝘶𝘴𝘪𝘣𝘰𝘯𝘨 𝘗𝘢𝘨-𝘶𝘯𝘭𝘢𝘥." From August 21 to September 22, 2026, residents and visitors can look forward to a diverse lineup of activities showcasing South Upi's rich cultural heritage, Indigenous Peoples' traditions, sports, agriculture, tourism, youth engagement, environmental stewardship, community service, and local governance.

The celebration will feature cultural performances, Indigenous Peoples' exhibitions, agricultural fairs, sports competitions, livelihood and trade expos, civic and educational activities, religious observances, youth programs, and community gatherings that recognize the municipality's journey over the past five decades.

One of the highlights of this year's celebration is the 8th Sulagad Festival, which honors the vibrant traditions and cultural identity of the Teduray, Lambangian, and Dulangan Manobo Indigenous Peoples, alongside the shared heritage of the Moro and Christian communities. Through colorful presentations, traditional music, dances, arts, and cultural exhibitions, the festival celebrates South Upi's unique identity as a municipality founded on diversity, mutual respect, and peaceful coexistence.

The official logo of the 50th Founding Anniversary and 8th Sulagad Festival embodies the rich history, living cultural heritage, unity, and progress of the Municipality of South Upi. At its center, the golden "50" marks the Municipality's Golden Jubilee, celebrating five decades of growth while honoring the enduring legacy of the Teduray, Lambangian, and Dulangan Manobo as the Indigenous Peoples and original stewards of the ancestral lands of South Upi. The indigenous patterns engraved in the design symbolize the continuity of their customary traditions, identity, and worldview, alongside the harmonious coexistence of the Moro and Christian settler communities. The cultural figures, bamboo flutes, waterfall, bonfire, agricultural produce, and the Municipal Seal collectively reflect South Upi's ancestral heritage, abundant natural resources, cultural diversity, sustainable livelihoods, responsive governance, and the enduring spirit of solidarity that has shaped the municipality through the years. Together, these elements celebrate fifty years of resilience while reaffirming a shared commitment to peace, cultural respect, and sustainable development.

Complementing the logo is the theme, "SINAG: South Upi: Gintong Yugto ng Nagkakaisang Pamayanan, Pagbubuklod ng Kultura at Inklusibong Pag-unlad." SINAG symbolizes the light of hope, wisdom, and renewal that guides South Upi toward a future rooted in its history and inspired by its people. The theme commemorates the Municipality's Golden Anniversary by recognizing the collective achievements of its communities while affirming the vital role of the Indigenous Peoples as custodians of the municipality's cultural heritage, ancestral knowledge, and traditions. It highlights the Sulagad Festival as a celebration of the vibrant cultures of South Upi rooted to Indigenous knowledge, fostering mutual respect, intercultural understanding, and the preservation of Indigenous identity alongside the diverse traditions of the Moro and Christian communities.

More importantly, the theme underscores a commitment to inclusive, rights-based, and culturally responsive development, ensuring that no communities is left behind and that Indigenous Peoples continue to participate meaningfully in governance and development in accordance with their identity, dignity, and inherent right to self-determination. Together, the logo and theme reflect South Upi's journey of honoring its ancestral heritage while advancing toward a future founded on unity, cultural integrity, and inclusive progress.

PUBLIC ADVISORY
IMPLEMENTATION OF THE COMELEC GUN BAN IN THE BANGSAMORO AUTONOMOUS REGION IN MUSLIM MINDANAO (BARMM)

The public is hereby informed that the Commission on Elections (COMELEC) Gun Ban shall take effect starting at 12:00 midnight on 16 July 2026 in connection with the First Regular Bangsamoro Parliamentary Elections.

Pursuant to the applicable election laws, rules, and regulations issued by the COMELEC, the carrying, bearing, or transporting of fi****ms and other deadly weapons in public places is strictly prohibited, unless the person is duly authorized and in possession of a valid COMELEC Certificate of Authority.

Accordingly, all Permits to Carry Fi****ms Outside of Residence (PTCFOR), Mission Orders, and Letter Orders are deemed suspended for the duration of the election period, unless otherwise expressly recognized or authorized by the COMELEC.

The public is enjoined to strictly comply with the election gun ban to promote a peaceful, orderly, and credible electoral process. Violations shall be dealt with in accordance with existing election laws, COMELEC resolutions, and other applicable legal provisions.

Typhoon Inday Response and Relief Interventions of the Municipality of South Upi

𝗦𝗢𝗨𝗧𝗛 𝗨𝗣𝗜 𝗠𝗨𝗡𝗜𝗖𝗜𝗣𝗔𝗟𝗜𝗧𝗬 𝗞𝗜𝗡𝗜𝗟𝗔𝗟𝗔 𝗕𝗜𝗟𝗔𝗡𝗚 𝗕𝗔𝗬𝗔𝗡𝗜𝗛𝗔𝗡 𝗞𝗔𝗗𝗨𝗚𝗢 𝗔𝗪𝗔𝗥𝗗𝗘𝗘

Muling pinatunayan ng Pamahalaang Bayan ng South Upi ang kahalagahan ng pagkakaisa at malasakit sa kapwa matapos itong kilalanin sa Bayanihan Kadugo Awards, isang prestihiyosong parangal sa ilalim ng National Voluntary Blood Services Program (NVBSP) ng Department of Health (DOH). Ang parangal ay iginagawad sa mga lokal na pamahalaan at mga katuwang na institusyon na nagpakita ng natatanging ambag sa pagsusulong ng boluntaryo at walang bayad na pagdo-donate ng dugo upang matiyak ang sapat at ligtas na suplay ng dugo sa bansa.

Ang pagkilalang ito ay bunga ng katotohanang ang South Upi ay kabilang sa mga munisipalidad na may pinakamataas na bilang ng mga boluntaryong blood donor, patunay ng malasakit at aktibong pakikilahok ng mamamayan sa pagliligtas ng buhay.

Sa pamumuno ni Punong Bayan Hon. Helen Benito-Padua, patuloy na pinalalakas ng lokal na pamahalaan ang mga programang pangkalusugan sa pamamagitan ng pagtataguyod ng kultura ng bolunterismo, malasakit sa kapwa, at matibay na ugnayan sa pagitan ng iba’t ibang ahensya ng pamahalaan, mga institusyong pangkalusugan, at mga organisasyong pangkomunidad. Ang pagkilalang ito ay sumasalamin sa kanyang mahusay na pamumuno at sa sama-samang pagkilos ng buong komunidad tungo sa isang makatao at inklusibong serbisyong pampubliko.

Ang tagumpay na ito ay hindi lamang para sa lokal na pamahalaan kundi para rin sa lahat ng mga boluntaryong blood donor, mga health workers, mga katuwang na ahensya, at mga organisasyong walang sawang nagsusulong ng kampanya sa boluntaryong pagdo-donate ng dugo.

Sila ang tunay na larawan ng diwa ng “Bayanihan” at “Kadugo” pagkakaisa, malasakit, at kusang-loob na pagtulong upang makapagligtas ng buhay.

Ang Bayanihan Kadugo Awards ay nagsisilbing inspirasyon upang higit pang palakasin ang kamalayan ng publiko sa kahalagahan ng boluntaryong blood donation at hikayatin ang mas marami pang mamamayan na maging bahagi ng adhikaing ito.

Ang parangal ay tinanggap at kinatawan ng Tanggapan ng Punong Bayan na si Mayor Helen Benito - Padua ng South Upi na representative Edward Abelardo, Executive Assistant/Administrator , na siyang kumatawan sa Pamahalaang Bayan ng South Upi sa ginanap na Bayanihan Kadugo Awards.

PAHAYAG UKOL SA MGA RELIEF INTERVENTION SA BAYAN NG SOUTH UPI

Ang Tanggapan ng Punong Bayan ng South Upi ay taos-pusong nagpapasalamat sa lahat ng mga ahensya ng pamahalaang nasyonal, rehiyonal, at panlalawigan, gayundin sa mga humanitarian organizations, non-government organizations (NGOs), civic groups, pribadong indibidwal, at mga boluntaryo na agad na nagpaabot ng tulong sa mga pamilyang naapektuhan ng pagbaha at pagguho ng lupa dulot ng Bagyong Inday. Ang inyong malasakit, pagkakaisa, at maagap na pagtugon ay nagbigay ng pag-asa at malaking ginhawa sa ating mga kababayan sa gitna ng kanilang kinakaharap na pagsubok.

Kasabay ng aming taos-pusong pasasalamat, magalang naming hinihikayat ang lahat ng mga institusyon at organisasyong nagsasagawa ng relief operations sa loob ng Bayan ng South Upi na makipag-ugnayan at dumaan sa tamang proseso ng koordinasyon sa pamamagitan ng Municipal Disaster Risk Reduction and Management Office (MDRRMO) at ng Lokal na Pamahalaan.

Ang maayos na koordinasyon ay mahalaga upang matiyak na ang tulong ay makarating sa mga pamilyang tunay na nangangailangan batay sa opisyal na assessment, maiwasan ang dobleng pamamahagi ng ayuda sa iisang benepisyaryo, matiyak ang patas na distribusyon ng mga relief goods sa lahat ng apektadong barangay, at mapanatili ang transparency at accountability sa buong proseso ng relief operations.

Ang panawagang ito ay alinsunod sa umiiral na batas at mga itinakdang proseso ng pamahalaan. Sa ilalim ng Republic Act No. 7160 o ang Local Government Code of 1991, ang Punong Bayan ang Chief Executive ng munisipalidad at may pangunahing pananagutan sa pangangasiwa at koordinasyon ng lahat ng operasyon ng lokal na pamahalaan, kabilang ang pagtugon sa mga kalamidad at pamamahagi ng tulong sa panahon ng sakuna. Kaugnay nito, ang Municipal Disaster Risk Reduction and Management Office (MDRRMO), alinsunod sa Republic Act No. 10121, ang itinalagang tanggapan na may mandato sa koordinasyon ng paghahanda, pagtugon, relief, rehabilitasyon, at iba pang kaugnay na programa sa panahon ng kalamidad sa ilalim ng pamumuno ng Lokal na Punong Ehekutibo.

Nais naming bigyang-diin na ang panawagang ito ay hindi upang hadlangan ang kabutihang-loob at malasakit ng sinumang nais tumulong sa ating mga kababayan. Sa halip, ito ay isang hakbang upang higit pang mapalakas ang koordinasyon, mapahusay ang paggamit ng mga magagamit na resources, at matiyak na ang bawat pamilyang naapektuhan ay makatatanggap ng patas, maayos, at napapanahong tulong. Sa pamamagitan ng pagkakaisa, pagtutulungan, at pagsunod sa wastong sistema ng koordinasyon, mas magiging epektibo ang ating sama-samang pagtugon sa pangangailangan ng bawat mamamayan ng South Upi.

📢 ANNOUNCEMENT | CLASS SUSPENSION EXTENDED❗️

Sa bisa ng Executive Order No. 023, Series of 2026, ipinagpapalawig ang suspensyon ng klase sa lahat ng antas, kapwa pampubliko at pribadong paaralan, sa buong Lalawigan ng Maguindanao del Sur.

Ang pagpapalawig ng suspensyon ay bunsod ng patuloy na epekto ng Southwest Monsoon (Habagat) na lalo pang pinalakas ng Bagyong Inday, na nagdudulot ng tuloy-tuloy na pag-ulan at banta ng pagbaha at iba pang panganib.

Hinihikayat ang lahat na manatiling mapagmatyag, sundin ang mga abiso ng mga lokal na pamahalaan at kinauukulang ahensya, at unahin ang kaligtasan ng bawat isa.

Pursuant to the Executive Order No. 022, series of 2026, classes in all levels, both public and private schools in the province of Maguidanao del Sur, are hereby suspended on Thursday, July 9, 2026, due to the continuous effects of the Southwest Monsoon (Habagat).
