The Philippine Fleet marked the 10th Founding Anniversary of its Submarine Group in a ceremony held at its headquarters in Subic on 18 March 2026, two days after its official date.

The Commander Philippine Fleet, RADM JOE ANTHONY C ORBE PN, delivered the keynote address, citing the unit’s continued progress in advancing the Navy’s undersea warfare capability in line with the Armed Forces of the Philippines’ modernization efforts.

The occasion reflected the Group’s shared sense of purpose, shaped by years of preparation, training, and persistence, as its personnel continue to carry out their roles amid the demands and extended timelines of the submarine acquisition program. While the Philippines has yet to acquire its first submarine, the Group remains focused on fulfilling the attendant requirements by developing doctrine, training personnel, and building the necessary support systems to ensure operational readiness once the capability is in place.

During the ceremony, LCDR JAYSON G RAMOS PN and RM2 Kenneth Byron Ramil PN were recognized as Officer of the Year and Enlisted Personnel of the Year, respectively, for CY 2025–2026, in recognition of their exemplary performance and contributions to the unit.

For the Submarine Group, the milestone marked not only a decade of existence, but also the sustained pursuit of a mission taking shape, driven by its people and anchored on the vision of establishing a credible submarine capability for the Philippine Navy, with the groundwork being laid today for its effective operation in the future.

Submarine Group Marks 9th Anniversary, Reinforcing Commitment to Undersea Warfare Capability Development

SUBIC, Zambales – On March 18, the Submarine Group celebrated its 9th anniversary at Naval Operating Base Subic, reaffirming nearly a decade of dedication to developing the Philippine Navy’s future submarine capability.

Activated on March 16, 2016, under the Philippine Fleet, the Group was established to lay the groundwork for undersea warfare. In its early years, it focused on strategic planning, doctrine development, and building essential infrastructure. The unit later relocated from Naval Station Fort San Felipe in Cavite to its current base in Subic, where it shares facilities with the Philippine Fleet headquarters and other naval units.

A key initiative is the establishment of the Naval Acoustic Management Unit (NAMU) to support anti-submarine warfare (ASW) operations, an integral step in enhancing the Group’s capabilities.

The celebration began with a thanksgiving Mass officiated by Fleet Chaplain LT. COL. ELMER BASAS, followed by an awarding ceremony recognizing outstanding personnel:

• LT ROLAND L. FUENTES JR. – Submarine Group Officer of the Year (2024)

• SKC Jay A. Ramirez – Senior Enlisted Personnel of the Year

• PO2 Mark Jayson B. Manalo – Enlisted Personnel of the Year

• Ms. Leah P. Salonga – Civilian Human Resource of the Year

Certificates of appreciation were also presented to S1BM Ace Harold A. Rogel, S1RM Irish Dane T. Partosa, S1QM Vicente II T. Cuarteros, S1QM Wilmar B. Domagsang, and EM2 Leo D. Romen for their nominations as Enlisted Personnel of the Year.

The event concluded with a traditional boodle fight, fostering camaraderie and unity among the personnel. With strong leadership and unwavering dedication, the Submarine Group remains committed to making a fully capable submarine unit a reality.

The government of France has given its proposal to help realize our submarine program; why drag our political feet?

At the end of the day, this, as with any other program of government, boils down to the issue of political will.

The President, with the strong recommendation of the Secretary of National Defense Gilberto Teodoro Jr., can push for the realization of this investment in capability.

The Philippines should grab this government-to-government offer from France. It will not only close a major defense and security capability gap and restore our national self-esteem; it will also regain the respect that the country deserves in the community of nations. The time is now.”
