LDRRMO | Basic Incident Command System Training
Strengthening Sugpon’s Incident Command and Emergency Response Capability
The Local Disaster Risk Reduction and Management Office (LDRRMO) of the Municipality of Sugpon proudly recognizes the successful completion of the Basic Incident Command System (ICS) Training held on August 12–14, 2026 in San Fernando City, La Union.
This important capacity-building activity was made possible through the invitation and generous accommodation of the Local Government Unit of Alilem, Ilocos Sur, which allotted four (4) training slots for the Municipality of Sugpon, in coordination with the Office of Civil Defense Region 1 (OCD R1).
Representing Sugpon were four participants from the Sangguniang Bayan and the Sugpon District, whose participation further strengthens the Municipality’s capability to organize, coordinate, and manage emergency operations using the Incident Command System.
The LDRRMO extends its deepest appreciation and gratitude to the Local Government Unit of Alilem,Ilocos Sur and the LDRRMO Alilem for opening this valuable opportunity to Sugpon. Your generosity in sharing the available training slots and your support for our participants demonstrate the true spirit of inter-LGU cooperation, solidarity, and mutual support in disaster risk reduction and management. This partnership is a meaningful contribution toward building a more coordinated and resilient Amburayan community.
Our sincere appreciation also goes to the Office of Civil Defense Region 1 for providing the technical guidance and capacity-building opportunity through the Basic ICS Training.
We likewise express our heartfelt gratitude to MDRRMC Chairman and Municipal Mayor, Hon. Daniel C. Laño, Jr., for allowing the participation of the four representatives and for continuously supporting the capability-building initiatives of the Municipality.
Our thanks also go to Vice Mayor Hon. Rene Crisanto L. Lubrin for sending representatives from the Sangguniang Bayan, and to Mrs. Victoria Sibayan of Sugpon Central School for her support to the representatives from the Sugpon District.

Apolog, Sir Yanu Gener Macanas ,Sir Monsour Jose Apolog, thank you for representing Sugpon and for investing your time and effort in strengthening your knowledge and skills in Incident Command. May the lessons gained from this training translate into more effective coordination and response during emergencies and disasters.
