LOOK | Fire Safety Inspection Certificate (FSIC)

A Fire Safety Inspection Certificate (FSIC) is a document issued by the Bureau of Fire Protection to ensure that a structure or any type of occupancy is duly inspected and compliant with the Republic Act No. 9514 (Fire Code of the Philippines).

An active FSIC is required to obtain and renew essential permits such as:

✅Local Business Permits;
✅Certificates of Occupancy;
✅PEZA Certificates of Annual Inspection;
✅Other licenses and permits issued by government agencies.

READ | DILG: Four New Unified 911 Command Centers Now Fully Operational

The Department of the Interior and Local Government (DILG) on Thursday announced that four newly established Unified 911 Satellite Command Centers (SCCs) in Regions I, II, VI, and VIII are now fully operational, further strengthening the country’s emergency response network and bringing life-saving services closer to communities.

The simultaneous activation of the command centers in Ilocos Norte, Isabela, Iloilo, and Leyte marks another major step in the implementation of the country’s first-ever Unified 911 Emergency Response System, a flagship initiative of President Ferdinand R. Marcos Jr. aimed at ensuring that every Filipino can access emergency assistance quickly, wherever they may be.

For families facing medical emergencies, victims of accidents, communities affected by disasters, and citizens in distress, every second matters. The expansion of Unified 911 is designed to shorten response times, improve coordination among responders, and ensure that help reaches those who need it most.

According to the DILG, the establishment of the new command centers forms part of a broader strategy to decentralize emergency operations, strengthen inter-agency coordination, and build a more responsive and resilient emergency response system nationwide.

A key feature of the new facilities is the deployment of 21 dialect-sensitive Operators and Emergency Telecommunicators who are trained to communicate in the predominant languages spoken in their respective regions. These include Ilocano in Region I; Ilocano, Ibanag, and Yogad/Gaddang in Region II; Hiligaynon (Ilonggo) and Kinaray-a in Region VI; and Waray (Binisaya) and Cebuano in Region VIII.

The Department said language should never be a barrier during emergencies, particularly in situations where clear and immediate communication can mean the difference between life and death.

With the activation of the four new facilities, the total number of Unified 911 Command Centers nationwide now stands at six, including the National Command Center in Metro Manila and the Regional Command Center in Cebu.

The DILG also reported significant improvements in the performance of the Unified 911 system, with efficiency rates reaching 97.23 percent, up from 48.33 percent in 2024 and 70.71 percent during the initial stages of implementation in 2025.

Building on this momentum, the Department announced that four additional command centers are scheduled for establishment within the year as part of efforts to achieve a fully integrated national emergency response network.

Representing DILG Secretary Juanito Victor “Jonvic” C. Remulla Jr. during the simultaneous launching ceremonies, Philippine National Police Chief General Jose Melencio C. Nartatez Jr. said the Department remains committed to further strengthening local emergency response capabilities, including the provision of additional assets and support for local government units.

The Unified 911 Emergency Response System serves as the country’s centralized emergency hotline, allowing citizens to access police, fire, medical, and other emergency services through a single number, anytime and anywhere in the Philippines.

SULAT, Eastern Samar — The Department of the Interior and Local Government (DILG) Sulat Municipal Office successfully concluded its month-long barangay visitation activities for May 2026, reaffirming its continuing commitment to strengthen grassroots governance, enhance compliance with national directives, and bring government services closer to communities.

As the final leg of the month’s field engagements, Barangay Tabi was the last barangay visited on May 19, 2026, completing the DILG Sulat Municipal Office’s May barangay visitation schedule. The visit served as both a culmination activity and a final opportunity for on-site technical assistance and monitoring for the month.

Throughout May, the DILG Sulat Municipal Office conducted a series of barangay visits across the municipality to assess governance performance, monitor the implementation of mandated Programs, Projects, and Activities (PPAs), and provide technical guidance on compliance with national policies and reporting requirements.

The barangay visitations served as a vital platform for dialogue between the Department and barangay officials, allowing local leaders to present updates on program implementation, raise operational concerns, and seek guidance on administrative and governance processes. The initiative also enabled the DILG to identify gaps in compliance and provide immediate policy and technical interventions.

Key areas monitored during the month-long activity included submission of required reports, records management systems, implementation of priority DILG programs, disaster preparedness initiatives, and overall governance functionality at the barangay level.

The DILG Sulat Municipal Office also provided guidance on improving data accuracy, strengthening internal monitoring systems, and ensuring the timely submission of documentary requirements. These interventions aim to enhance transparency, accountability, and efficiency in barangay operations.

SULAT, Eastern Samar — In a significant step toward digital transformation and more efficient grassroots governance, barangay officials from Sulat underwent a two-day Capacity Building on the implementation of the Local Government Unit Support System–Barangay Information Management System (LGUSS-BIMS) on May 26-27, 2026, at the Liga ng mga Barangay Session Hall, 2nd Floor, Municipal Building, Sulat, Eastern Samar.

The activity was spearheaded by the Liga ng mga Barangay–Sulat Chapter and the Department of the Interior and Local Government (DILG) Municipal Office of Sulat, in partnership with the DILG Eastern Samar Provincial Office, with the able technical assistance of Information System Analyst Mr Kristian F. Apura.

Participated in by the municipality's 18 barangay secretaries, the training aimed to equip frontline barangay functionaries with the knowledge and skills necessary to digitize and automate critical administrative processes, paving the way for faster, more responsive, and data-driven public service delivery.

The initiative is part of the Department's ongoing efforts to implement Republic Act No. 11032, or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018, which mandates that government offices streamline procedures and reduce bureaucratic red tape. It likewise supports the President's directive during the 2023 State of the Nation Address calling for the full digitalization of government services and operations.

Developed by the DILG through its Information Systems and Technology Management Service (ISTMS), in collaboration with the National Barangay Operations Office (NBOO), the LGUSS-BIMS is a comprehensive digital platform designed to modernize barangay governance. It serves as a repository of vital barangay data and automates various administrative functions to improve efficiency, records management, and reporting systems.

During the training, participants were oriented on the different components of the Barangay Information Management System, including the Barangay Inhabitants Profiling System, Katarungang Pambarangay Information System and Barangay Help Desk, Barangay Disaster Resilience Information System, Barangay GAD Plan and Budget Monitoring System, Barangay Asset Management System (BAMS), and the Barangay Violence Against Women Desk Functionality.

Through hands-on learning sessions and technical demonstrations, participants gained practical experience in utilizing the system's features and functionalities to support day-to-day barangay operations.

DILG officials emphasized that the adoption of LGUSS-BIMS will not only establish a reliable repository of barangay information but will also significantly improve records management, data organization, and reporting mechanisms. More importantly, the system is expected to enhance the quality, efficiency, and accessibility of public services delivered at the barangay level.

As barangays continue to embrace digital governance, the implementation of LGUSS-BIMS marks a major milestone in building smarter, more responsive, and citizen-centered local governments in Sulat.

Sa pamamagitan ng Ease of Doing Business Online Monitoring System (EODB-OMS) na binuo ng DILG, nababantayan ang maayos na pagpapatupad ng mga LGUs ng kanilang mga online transactions para sa mas mabilis at mas maayos na serbisyo publiko.

Kabilang sa mga online transactions ay ang:

✔️ Building Permits and Certificates of Occupancy (BPCO)
✔️ Energy Regulatory Reform (ERR)

Ang Migrant Advisory and Information Network (MAIN) Desks ay nagsisilbing frontline unit laban sa illegal recruitment at human trafficking sa mga komunidad.

Ilan sa mga responsibilidad nito ang mga sumusunod:
✅ pagdodokumento at paghawak ng mga kaso laban sa human traffickers at illegal recruiters
✅ pagsasagawa ng information campaigns sa mga paaralan at barangay
✅ pagtukoy at pag-report ng mga kahina-hinalang recruiter at job offers
✅ pakikipag-ugnayan sa PESO at social welfare offices para sa rehabilitasyon ng trafficking victims-survivors

Sa kasalukuyan, mahigit 600 LGUs na sa bansa ang may MAIN Desks. Patuloy na hinihikayat ng Department of the Interior and Local Government ang lahat ng LGUs na magtatag ng MAIN Desks alinsunod sa Republic Act No. 9208 o ang Anti-Trafficking in Persons Act of 2003.

Huwag magpaloko sa illegal recruiters.
Sama-sama nating labanan ang human trafficking at siguraduhing ligtas ang bawat Pilipino sa paghahanap ng trabaho dito man o abroad.
