Stay safe and stay informed, Sulatnon! 🚨

Following the Magnitude 6.0 earthquake that shook Eastern Samar this past Monday afternoon, May 4, 2026, it’s a critical time to review our local safety plans. While we are thankful that no major damage was reported in our town, the epicenter near San Julian is a powerful reminder that the Earth beneath us is active.

These Hazard Maps for Sulat are essential tools for every household:
🏠 Ground Shaking Map: Shows areas most susceptible to intense movement. Notice how much of our municipality is in the high-susceptibility red zone.
🌊 Tsunami Hazard Map: Pinpoints coastal areas at risk of inundation.

If you live or work near the shore, knowing your "high ground" route is non-negotiable.Knowledge & Self-Reliance: Your Best Defense. Preparation isn't just about kits; it's about the knowledge to act without waiting for an official siren. In a local tsunami, waves can arrive in as little as 2 to 5 minutes.

Being self-reliant means recognizing the natural warning signs:
SHAKE: A strong earthquake that makes it hard to stand.
DROP: A sudden, unusual receding of the shoreline, exposing the seabed.
ROAR: A loud, rumbling sound coming from the ocean, like a jet engine or train. If you experience any of these:
RUN, do not wait. Move inland to high ground immediately.

Do not go to the coast to watch the waves; a tsunami moves faster than you can run.Take a moment today to find your location on these maps, talk to your family about an evacuation plan, and ensure your "Go Bag" is ready. 🎒🙏

An bag-o la nga Executive Order nga nagre-regulate han fiestas, samtang gin-eexclude an bublangan (cockpits), nagresulta hin masabtan nga diskusyon ha publiko, tungod kay pareho ini nga dugay na nga parte han aton kultura. Nasabtan namon nga damo ha iyo an may-ada mga pakiana mahitungod han bag-o nga Executive Order nga nagre-regulate han fiestas samtang gin-eexclude an bublangan (cockpits).

FOR CLARIFICATIONS AND ANSWERS TO ALL QUESTIONS REGARDING THE RELEASED EXECUTIVE ORDERS.

The recent Executive Order regulating fiestas, while excluding bublangan (cockpits), has sparked understandable public discussion, as both are long-standing cultural practices. However, the distinction appears to be rooted in current national priorities, particularly the fuel crisis and the need to protect agricultural resources like carabaos.

Fiestas, by nature, are large-scale community events. They often involve increased travel, heightened fuel consumption, and the preparation of traditional dishes that may include the slaughter of livestock, including carabaos. In times of fuel scarcity and agricultural vulnerability, regulating fiestas becomes a way to curb excessive resource use while still allowing communities to celebrate in a more modest and sustainable manner.

In contrast, bublangan or cockfighting events, though also cultural, tend to be more localized and structured. Their exclusion from the Executive Order may be due to their regulated environments and comparatively lower impact on fuel consumption and essential farm animals. Unlike fiestas, they do not typically involve the slaughter of large livestock crucial to farming.

That said, the perceived imbalance raises valid concerns about fairness and cultural sensitivity. For many, fiestas are not merely celebrations but expressions of identity and faith. Limiting them while allowing other forms of gathering can feel inconsistent.

Ultimately, the Executive Order should be viewed as a temporary, situation-based measure rather than a judgment on cultural value. Still, for it to gain broader public support, transparency in its rationale and equal consideration of all cultural activities will be essential.

We understand that many of you have questions about the recent Executive Order regulating fiestas while excluding bublangan (cockpits).

This measure is not meant to diminish the value of our traditions. Rather, it is a temporary response to the ongoing fuel crisis and the need to protect vital agricultural resources, especially our carabaos, which play a crucial role in farming and food production.

Fiestas often involve larger gatherings, increased travel, and activities that may impact fuel use and livestock resources. The regulations aim to encourage more mindful and sustainable celebrations during this challenging time.

We hear your concerns about fairness and consistency, and we assure you that these decisions are guided by current national priorities. We ask for your understanding and cooperation as we work together to balance cultural traditions with the needs of our community.

Thank you for your continued support and unity.
