Surallah SK Officials Oriented on Revised GEMS for SK 2026 Guidelines

SURALLAH, South Cotabato – The Local Youth Development Office (LYDO) successfully conducted the Orientation on the Revised Implementing Guidelines for the Governance Exemplars for Meaningful Service (GEMS) for SK 2026 on May 29, 2026, at the HRD Training Hall. The activity gathered Sangguniang Kabataan (SK) Chairpersons, Treasurers, and Secretaries from the municipality in preparation for the upcoming evaluation period.

The orientation was facilitated by the Local Youth Development Office headed by YDO III Irene Rose Javellana, Chairperson of the Municipal Monitoring and Evaluation Team (MET). Participants were welcomed by MSWDO Head Rhoda Leaf Catoto, RSW, who delivered a message of support and encouraged SK officials to continue promoting excellence in youth governance. Municipal Administrator Benjamin Datinguinoo also conveyed an inspirational message and the support of Municipal Mayor Hon. Pedro M. Matinong Jr. for the GEMS for SK program and youth development initiatives.

One of the highlights of the orientation was the discussion on the Financial Administration Indicator led by Amy Payunan, CPA, a member of the Municipal Evaluation Team. The session also covered the four major areas for evaluation: Leadership and Innovativeness, Development Planning, Organizational Effectiveness, and Financial Administration. Assisting in the facilitation of the activity were LYDO Admin Aide IV Michell Tuan, LYDO staff Christelyn Cornelia, and SPES beneficiaries. The Municipal Evaluation is scheduled on the 3rd to 4th week of June 2026, while the Provincial Evaluation will take place in July 2026.

The Local Youth Development Office (LYDO) hereby announces the Official List of Beneficiaries for the SMILE Educational Aid Program for College Students – Batch 1 as received and validated by the office.

All Batch 1 beneficiaries are required to submit their First Semester and Second Semester Grades for School Year 2025–2026 as part of the requirements for the continuation of the educational grant for School Year 2026–2027.

Please be reminded that failure to submit the required grades may result in removal from the program.

This orientation is important in preparation for the evaluation of accomplishments and performance of the Sangguniang Kabataan. It aims to strengthen transparency, accountability, responsive leadership, and meaningful youth participation in local governance.

Your presence and active participation are highly encouraged as we continue to promote effective and people-centered youth leadership in the Municipality of Surallah.

This initiative supports the goals of Republic Act No. 10742 or the Sangguniang Kabataan Reform Act of 2015, which empowers the youth to become active partners in community development and nation-building.

May 21, 2026 - The Municipal Evaluation Team (MET) of the Municipality of Surallah actively participated in the Orientation on the Revised Implementation Guidelines of the Governance Exemplars for Meaningful Service for Sangguniang Kabataan (GEMS for SK) 2026 at Agua Frio Resort, Koronadal City. This is in preparation for the evaluation of C.Y. 2025 performance and accomplishments of the Sangguniang Kabataan.

Representing the Municipal Evaluation Team were YDO III Irene Rose Javellana, Acting MBO Lilibeth Flores, Admin Officer II Amy Payunan, CPA, and LYDO Admin Aide IV Michell Tuan. Also joining the team as the newest member of the MET is SWO II Regelyn Berto, who serves as the Focal Person of the Local Council for the Protection of Children (LCPC with the guidance of Surallah's MLGOO Maria Fe Soto.

The orientation strengthened the team’s commitment to ensuring quality assessment, transparency, and recognition of exemplary youth governance initiatives, while continuously promoting meaningful youth participation and responsive leadership in the Municipality of Surallah.
