The Municipality of Claver warmly welcomed the Provincial Government of Surigao del Norte in a Consultative Meeting and Workshops for the updating of the Provincial Development and Physical Framework Plan (PDPFP) 2028–2055, and its alignment with the component LGUs’ Comprehensive Land Use Plan (CLUP) and Comprehensive Development Plan (CDP) on August 3, 2026. The activity was facilitated by the Provincial Planning and Development Office (PPDO), led by Provincial Planning and Development Coordinator (PPDC) EnP Jonathan A. Litang.

The consultation aims to ensure that the province's long-term development framework is aligned with the plans, priorities, and aspirations of its component local government units. Highlights of the activity included the presentation of the province's updated vision, SDN PRIME 2055, the validation of Claver's functional roles, and sectoral workshops that identified priority big-ticket projects to help shape the municipality's long-term growth and contribute to the province's overall development agenda.

The activity concluded with a renewed commitment from the Provincial Government of Surigao del Norte and the Municipality of Claver to strengthen partnership, harmonize development priorities, and work collectively toward realizing the shared vision of SDN PRIME 2055. The Provincial Government of Surigao del Norte, through the Provincial Planning and Development Office (PPDO), continued its province-wide consultative meetings with the Municipalities of Sison, Del Carmen, and San Isidro on July 27–30, 2026.

Building on the momentum of the previously conducted batches, the consultation and workshops advanced discussions on SDN PRIME 2055, the updated long-term vision of Surigao del Norte, and the revisiting of the municipalities’ functional roles, towards identifying priority big-ticket projects up to 2055. The activity seeks to align the Comprehensive Land Use Plans (CLUPs) and Comprehensive Development Plans (CDPs) of the component LGUs with the Provincial Development and Physical Framework Plan (PDPFP).

Representatives from the Provincial Planning and Development Office (PPDO) of Surigao del Norte, headed by EnP. Jonathan A. Litang (Provincial Planning and Development Coordinator), alongside Engr. Jayson I. Tandan (Planning Officer I) and Catherine A. Balomaga (Project Development Officer IV), recently attended a comprehensive four-day training program. The insightful sessions were led by resource speaker Associate Professor Jefferson A. Arapoc, Ph.D., from the University of the Philippines Los Baños, in collaboration with DepDev, headed by Regional Director Gemma A. Olam, EnP., CESO IV.

The four-day training was an extensive deep dive into the core mechanisms that shape public policy and economic development. The program unpacked foundational economics, covering principles like scarcity, opportunity cost, and market equilibrium, before expanding into broader microeconomic and macroeconomic trends such as GDP, inflation, and market structures. The sessions further explored public sector economics, shedding light on government interventions, the Philippine fiscal system, taxation, and social protection programs. The training concluded with an in-depth look at policy and program evaluation, specifically focusing on experimental designs and assessment issues.

To ensure practical application, the training featured collaborative group activities throughout the program. Each hands-on workshop was immediately followed by a presentation and an open forum, allowing participants to share their findings, exchange peer feedback, and synthesize the overall key takeaways before the awarding of certificates.

The Provincial Government of Surigao del Norte, through the Provincial Planning and Development Office (PPDO), successfully conducted the second batch of Consultative Meetings with the municipal officials and representatives from key offices of the Municipalities of San Benito and Dapa on July 16 and 17, 2026, respectively.

As part of the consultations, PPDC Jonathan A. Litang presented the province's updated long-term vision, SDN PRIME 2055, which serves as the overarching development direction of Surigao del Norte for the coming decades. The discussions centered on revisiting the component LGUs' functional roles, identifying priority big-ticket projects, and formulating land-use policies covering protection, settlement, infrastructure, production areas, and cross-cutting concerns for the period 2028 to 2055. These consultations are essential in ensuring that the Comprehensive Land Use Plans (CLUPs) and Comprehensive Development Plans (CDPs) of the component LGUs are aligned with the Provincial Development and Physical Framework Plan (PDPFP).

The consultative meeting in the Municipality of San Benito was graced by the presence of Hon. Maria Gina S. Menil, Municipal Mayor, whose support underscored the municipality's commitment to collaborative and sustainable development planning.

The Provincial Government of Surigao del Norte, through the Provincial Planning and Development Office (PPDO), successfully conducted the first batch of Consultative Meetings with the municipal officials and representatives from key offices of the Municipalities of Pilar, Burgos, General Luna, and Santa Monica from June 29 to July 2, 2026.

As part of the consultations, PPDC Jonathan A. Litang presented the province's updated long-term vision, “SDN PRIME 2055”, which serves as the overarching development direction of Surigao del Norte for the next decades. The consultations also focused on revisiting the component LGUs' functional roles, identifying priority big-ticket projects and land-use policies for protection, settlement, infrastructure, production areas, and cross-cutting concerns, for 2028 to 2055. These discussions are vital in harmonizing the component LGUs' Comprehensive Land Use Plans (CLUPs) and Comprehensive Development Plans (CDPs) with the Provincial Development and Physical Framework Plan (PDPFP). The activity was further strengthened by the participation of the Department of the Interior and Local Government (DILG) through Mr. Jacky Mellorin, who served as one of the Resource Speakers in support of strengthening local governance and development planning.

The Provincial Development Council (PDC) of Surigao del Norte convened its 1st Semester Full Council Meeting on June 25, 2026, at the Provincial Convention Center, Capitol Compound, Surigao City. Chaired by Provincial Governor Robert Lyndon S. Barbers, the meeting brought together the PDC members, including Local Chief Executives of the component Local Government Units, representatives from National Government Agencies, Provincial Government Offices, and Civil Society Organizations.

During the meeting, the Council discussed several development priorities, programs, and initiatives across social, infrastructure, development administration, economic, and environmental sectors. One of the highlights was the approval of Surigao del Norte's updated Vision, Mission, and other provincial development statements, reaffirming a unified direction and collective commitment toward realizing the province's aspirations under the SDN PRIME vision, to become a significant contributor to national progress through its economic and natural advantages, reliable infrastructure and institutional strengths, and empowered citizenry.

The Provincial Government of Surigao del Norte, through the Provincial Planning and Development Office, successfully conducted the Training-Workshop on Development Planning, Investment Programming, and Results-Based Monitoring and Evaluation, which equipped participants with essential knowledge and practical insights necessary for the upcoming formulation of the Provincial Development Plan (PrDP). It also strengthened participants' understanding of the development planning process, sectoral analysis, vision and mission setting, goal-to-strategy formulation, investment programming, results-based monitoring and evaluation, and the integration of cross-cutting development concerns into development planning. The activity was actively participated in by officials and employees of the Provincial Government of Surigao del Norte, representatives from the component Local Government Units (LGUs), National Line Agencies (NLAs), and Civil Society Organizations (CSOs).

The Provincial Government extends its sincere appreciation to the technical team from the Department of Economy, Planning, and Development (DEPDev) - Caraga Region, headed by Regional Director Gemima A. Olam, for serving as our Resource Speakers and for facilitating the training workshop. We also express our gratitude to DOST-SDN, DILG-SDN, and PSA-SDN for the additional technical inputs shared during the activity, which provided directions and critical perspectives in shaping evidence-based and responsive development planning.
