Salamat–Mabuhay, RD Reynaldo S. Digamo, CESO V!

Today is both a joyful celebration and a meaningful milestone as we honor the 65th Birthday and Retirement of Regional Director Reynaldo S. Digamo, CESO V, after an extraordinary 41 years of dedicated and faithful service to the Department of Environment and Natural Resources.

Forty-one years in government service is more than a career—it is a lifetime of commitment to the protection of our environment, service to our people, and dedication to the mission of the DENR.

Throughout his long and distinguished career, RD Rey has demonstrated professionalism, integrity, competence, and genuine concern for both the environment and the people he has worked with. His extensive years of service, particularly his significant tenure as Chief of the Environmental Impact Assessment (EIA) Division, helped strengthen the implementation of the Philippine Environmental Impact Statement System and ensured that development and environmental protection are pursued responsibly and sustainably.

His technical expertise, institutional knowledge, and steady leadership have guided many colleagues, environmental practitioners, proponents, Local Government Units, and stakeholders. More importantly, he has shared not only his knowledge but also the wisdom and experience gained from more than four decades of public service.

In the final chapter of his government career, he was entrusted with the responsibility of serving as Regional Director of the Environmental Management Bureau – Caraga Region. Though his tenure as Regional Director was only about two months, the significance of his leadership cannot be measured by its length. It represents the culmination of 41 years of perseverance, competence, loyalty, and commitment to public service. It is a fitting recognition of a career devoted to the DENR and EMB.

Sir Rey, as you reach your 65th birthday and formally conclude your remarkable journey in government service, may you look back with pride and fulfillment, knowing that your work has touched many lives and contributed greatly to environmental governance in Caraga and beyond.

Positions may be relinquished, offices may be turned over, and government service may officially end—but the legacy of a dedicated public servant remains. The policies you helped implement, the people you mentored, the decisions you guided, and the friendships you built will continue to carry a part of your legacy.

On behalf of your colleagues, friends, and the entire EMB Caraga family, we express our profound gratitude:

D Reynaldo S. Digamo, CESO V visited PENRO Larry P. Curias of DENR-PENRO Surigao del Norte for a discussion on some environmental issues and concerns within the Province of Surigao del Norte (i.e. illegal quarrying/mining in Brgy, Mabini, Surigao del Norte, Tree Park in Sitio Brazil, Brgy. Mat-I, Surigao City, Floating Mangrove Trail in Brgy. Day-asan, Surigao City and major concerns in Siargao Island Protected Landscape and Seascape concerning on the mandates of PAMO-SIPLAS and EMB-13 regarding the requirements on ECC and its PAMB Clearances issuances). PENRO Larry Curias also suggested if DENR-PENRO SdN and EMB-13 will have a collaborative effort to set a date for a public consultation with the stakeholders in SIPLAS.

In support of the 2026 Philippine Arbor Day Celebration with the theme "Luntiang Bukas: Arbor Day 2026," the personnel of the Provincial Environmental Management Unit (PEMU) – Surigao del Norte, headed by EnP Carlo D. Dacera, MNSA, PhD, actively participated in the Tree Planting Activity held on June 25, 2026 at the National Greening Program (NGP) Site 2011, Brgy. Punta Bilar, Surigao City.

The activity was spearheaded by the Department of Environment and Natural Resources – Provincial Environment and Natural Resources Office (DENR-PENRO) Surigao del Norte, in collaboration with CENRO-Tubod, Surigao del Norte, and gathered the participation of DENR personnel, partner agencies, and stakeholders committed to environmental protection and sustainable forest management. The PEMU-Surigao del Norte personnel joined the collective effort in planting indigenous and suitable tree species to contribute to the restoration and rehabilitation of forest ecosystems, while promoting climate resilience and biodiversity conservation.

Led by EnP Carlo D. Dacera, MNSA, PhD, the participation of PEMU-Surigao del Norte underscored the unit's unwavering commitment to the Environmental Management Bureau's mission of fostering environmental stewardship and advancing sustainable development. The activity likewise highlighted the importance of inter-agency collaboration in strengthening reforestation initiatives and encouraging greater public participation in conserving the country's natural resources.

The tree planting activity served not only as a symbolic celebration of Philippine Arbor Day but also as a meaningful investment toward building greener, cleaner, and climate-ready communities. Through this initiative, the participants reaffirmed their shared responsibility in protecting the environment and ensuring that future generations will continue to benefit from healthy forests and resilient ecosystems.

𝐏𝐄𝐌𝐔-𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐝𝐞𝐥 𝐍𝐨𝐫𝐭𝐞 𝐖𝐞𝐥𝐜𝐨𝐦𝐞𝐬 𝐂𝐒𝐔 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐒𝐜𝐢𝐞𝐧𝐜𝐞 𝐈𝐧𝐭𝐞𝐫𝐧𝐬

The Provincial Environmental Management Unit – Surigao del Norte (PEMU-SdN), headed by EnP Carlo D. Dacera, PhD, formally welcomed the On-the-Job Trainees from Caraga State University (CSU) and conducted an orientation on the mandate, functions, and key environmental programs of the office.

The trainees, namely Ms. Chariz S. Camingue, Ms. Hazel A. Torrevillas, and Mr. Alexendrix Ruelle Butalid Juaton, who are currently pursuing the Bachelor of Science in Environmental Science, were introduced to the various environmental management initiatives being implemented by PEMU-SdN. The orientation provided them with an overview of the office's role in environmental governance, technical assistance to local government units, solid waste management, environmental compliance monitoring, and the implementation of environmental laws and policies in the Province of Surigao del Norte.

PEMU-SdN expresses its appreciation to Caraga State University for entrusting its students to the office for their internship program. The unit looks forward to providing the trainees with meaningful learning experiences and practical exposure that will enhance their academic knowledge and develop their competencies as future environmental professionals committed to environmental protection, sustainability, and public service.
