𝐉𝐔𝐒𝐓 𝐂𝐎𝐍𝐂𝐋𝐔𝐃𝐄𝐃 || Strengthening conflict resolution and justice at the grassroots level, the 𝐃𝐈𝐋𝐆 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲 𝐎𝐟𝐟𝐢𝐜𝐞, headed by 𝐂𝐋𝐆𝐎𝐎 𝐑𝐨𝐛𝐞𝐫𝐭𝐨 𝐄. 𝐏𝐚𝐭𝐚𝐲𝐨𝐧, successfully conducted a two-day training for the 𝐋𝐮𝐩𝐨𝐧𝐠 𝐓𝐚𝐠𝐚𝐩𝐚𝐦𝐚𝐲𝐚𝐩𝐚 members of all 𝟓𝟒 𝐜𝐨𝐦𝐩𝐨𝐧𝐞𝐧𝐭 𝐛𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬 𝐨𝐟 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲 on 𝐉𝐮𝐥𝐲 𝟐𝟎–𝟐𝟏, 𝟐𝟎𝟐𝟔, at the City Gymnasium.

Carrying the theme "𝐸𝑚𝑝𝑜𝑤𝑒𝑟𝑖𝑛𝑔 𝐵𝑎𝑟𝑎𝑛𝑔𝑎𝑦 𝐽𝑢𝑠𝑡𝑖𝑐𝑒: 𝑂𝑝𝑡𝑖𝑚𝑖𝑧𝑖𝑛𝑔 𝐾𝑎𝑡𝑎𝑟𝑢𝑛𝑔𝑎𝑛𝑔 𝑃𝑎𝑚𝑏𝑎𝑟𝑎𝑛𝑔𝑎𝑦 𝑎𝑛𝑑 𝐴𝑙𝑡𝑒𝑟𝑛𝑎𝑡𝑖𝑣𝑒 𝐷𝑖𝑠𝑝𝑢𝑡𝑒 𝑅𝑒𝑠𝑜𝑙𝑢𝑡𝑖𝑜𝑛 𝑆𝑒𝑚𝑖𝑛𝑎𝑟" the activity was organized in close collaboration with the 𝐂𝐢𝐭𝐲 𝐋𝐨𝐜𝐚𝐥 𝐆𝐨𝐯𝐞𝐫𝐧𝐦𝐞𝐧𝐭 𝐔𝐧𝐢𝐭 𝐨𝐟 𝐒𝐮𝐫𝐢𝐠𝐚𝐨.

𝐂𝐚𝐬𝐮𝐫𝐫𝐚 delivered inspiring messages, emphasizing the crucial importance of the Katarungang Pambarangay system and highlighting the indispensable role of Lupon members in maintaining peace, order, and harmony at the grassroots.

To deepen the participants' knowledge and practical legal skills, 𝐃𝐈𝐋𝐆 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐋𝐞𝐠𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞𝐫 (𝐀𝐭𝐭𝐨𝐫𝐧𝐞𝐲 𝐈𝐈𝐈) 𝐀𝐭𝐭𝐲. 𝐌𝐚. 𝐂𝐨𝐧𝐜𝐞𝐩𝐜𝐢𝐨𝐧 𝐁𝐞𝐭𝐚𝐢𝐳𝐚𝐫 and 𝐀𝐭𝐭𝐲. 𝐄𝐫𝐧𝐢𝐞 𝐘. 𝐆𝐮𝐥𝐭𝐢𝐚𝐧𝐨 served as expert resource speakers. They led hands-on simulation exercises featuring common community scenarios, guiding the Lupon members on how to properly handle cases that fall within or outside the Katarungang Pambarangay's jurisdiction.

Through this capacity-building effort, our Lupon members are now better equipped to handle community disputes fairly, efficiently, and peacefully.

The 𝐂𝐢𝐭𝐲 𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐀𝐬𝐬𝐞𝐬𝐬𝐦𝐞𝐧𝐭 𝐓𝐞𝐚𝐦 (𝐂𝐕𝐀𝐓) 𝐨𝐟 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲 has officially and successfully concluded its 𝟐𝐧𝐝 𝐐𝐮𝐚𝐫𝐭𝐞𝐫 𝐂𝐘 𝟐𝟎𝟐𝟔 𝐎𝐧𝐬𝐢𝐭𝐞 𝐈𝐧𝐬𝐩𝐞𝐜𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐕𝐚𝐥𝐢𝐝𝐚𝐭𝐢𝐨𝐧 for 𝐁𝐚𝐑𝐂𝐎, 𝐊𝐀𝐋𝐈𝐍𝐈𝐒𝐀𝐍, 𝐚𝐧𝐝 𝐇𝐀𝐏𝐀𝐆 𝐈𝐦𝐩𝐥𝐞𝐦𝐞𝐧𝐭𝐚𝐭𝐢𝐨𝐧 as of 𝐉𝐮𝐥𝐲 𝟏𝟓, 𝟐𝟎𝟐𝟔.

The comprehensive evaluation smoothly covered all 54 barangays of the city, meticulously divided into two phases:

𝐌𝐚𝐢𝐧𝐥𝐚𝐧𝐝 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬: Successfully assessed over 3 days on July 8, 10, and 11, 2026, encompassing all 33 mainland communities.

𝐈𝐬𝐥𝐚𝐧𝐝 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬: Triumphantly wrapped up from July 13 to 15, 2026, completing the validation for all 21 island communities.

Spearheaded by the 𝐃𝐈𝐋𝐆 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲 𝐎𝐟𝐟𝐢𝐜𝐞, this city-wide governance monitoring serves as a testament to the collective dedication of our local leaders. The CVAT extends its deepest gratitude to all Punong Barangays and the council members, for their hard work, cooperation, and preparation during the entire validation period.

Together, from the mainland to the islands, we continue to elevate the standards of public order, environmental cleanliness, and food sustainability!

With the mainland phase now complete, the evaluation shifts gears to the beautiful coastal front! Starting tomorrow, 𝐉𝐮𝐥𝐲 𝟏𝟑 𝐮𝐧𝐭𝐢𝐥 𝐉𝐮𝐥𝐲 𝟏𝟓, 𝟐𝟎𝟐𝟔, the CVAT will be monitoring the remaining 𝟐𝟏 𝐈𝐬𝐥𝐚𝐧𝐝 𝐁𝐚𝐫𝐚𝐧𝐠𝐚𝐲𝐬 to ensure that our island communities are equally aligned with national standards on environmental cleanliness, public safety, and food sustainability.

𝐘𝐄𝐒𝐓𝐄𝐑𝐃𝐀𝐘 || The 𝐃𝐈𝐋𝐆 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲, led by 𝐂𝐋𝐆𝐎𝐎 𝐑𝐨𝐛𝐞𝐫𝐭𝐨 𝐄. 𝐏𝐚𝐭𝐚𝐲𝐨𝐧 successfully facilitated a crucial consultation dialogue to address and resolve the critical water supply shortage in Barangay San Juan.

The meeting brought together a collaborative powerhouse, including the Local Government Unit of Surigao City represented by the City Administrator and City Legal Officer, alongside representatives from the Surigao Metropolitan Water District (SMWD), Barangay Officials, Purok Leaders, and the affected constituents of Brgy. San Juan.

The dialogue focused on resolving the urgent issues driving the severe water crisis, including the prolonged impact of El Niño and illicit activities such as illegal water pipe tapping and unauthorized use of electric water pumps by some residents, which affect water distribution in the barangay.

Through this open discussion, all parties coordinated on immediate interventions and stricter enforcement measures to ensure a fair, legal, and sustainable distribution of water for the community.

𝐘𝐄𝐒𝐓𝐄𝐑𝐃𝐀𝐘 || To ensure the functionality and effectiveness of local mechanisms protecting women and children, the 𝐏𝐫𝐨𝐯𝐢𝐧𝐜𝐢𝐚𝐥 𝐈𝐧𝐭𝐞𝐫-𝐀𝐠𝐞𝐧𝐜𝐲 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐓𝐚𝐬𝐤 𝐅𝐨𝐫𝐜𝐞 (𝐏𝐈𝐌𝐓𝐅) of Surigao del Norte conducted an onsite validation for the 𝐋𝐨𝐜𝐚𝐥 𝐂𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞𝐬 𝐨𝐧 𝐀𝐧𝐭𝐢-𝐓𝐫𝐚𝐟𝐟𝐢𝐜𝐤𝐢𝐧𝐠 𝐚𝐧𝐝 𝐕𝐢𝐨𝐥𝐞𝐧𝐜𝐞 𝐀𝐠𝐚𝐢𝐧𝐬𝐭 𝐖𝐨𝐦𝐞𝐧 𝐚𝐧𝐝 𝐭𝐡𝐞𝐢𝐫 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧 (𝐋𝐂𝐀𝐓-𝐕𝐀𝐖𝐂) 𝐂𝐘 𝟐𝟎𝟐𝟔 yesterday, June 22, 2026, at 1:30 PM.

The 𝐃𝐈𝐋𝐆 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲 𝐎𝐟𝐟𝐢𝐜𝐞, headed by 𝐂𝐋𝐆𝐎𝐎 𝐑𝐨𝐛𝐞𝐫𝐭𝐨 𝐄. 𝐏𝐚𝐭𝐚𝐲𝐨𝐧, actively attended and supported the assessment alongside members of the 𝐂𝐢𝐭𝐲 𝐈𝐧𝐭𝐞𝐫-𝐀𝐠𝐞𝐧𝐜𝐲 𝐌𝐨𝐧𝐢𝐭𝐨𝐫𝐢𝐧𝐠 𝐓𝐚𝐬𝐤 𝐅𝐨𝐫𝐜𝐞 (𝐂𝐈𝐌𝐓𝐅).

The onsite validation focused on reviewing the city's policies, institutional mechanisms, and direct services aimed at eradicating human trafficking and violence against women and children. This rigorous evaluation ensures that Surigao City remains a safe, secure, and protective environment for its most vulnerable sectors.

Through strong collaboration between provincial and city oversight bodies, we continue to elevate the standards of social protection and responsive governance.

𝐓𝐎𝐃𝐀𝐘 || Strengthening citizen participation and collaborative governance, the DILG Surigao City actively participated in the "𝐊𝐚𝐩𝐢𝐡𝐚𝐧 𝐰𝐢𝐭𝐡 𝐭𝐡𝐞 𝐂𝐢𝐯𝐢𝐥 𝐒𝐨𝐜𝐢𝐞𝐭𝐲 𝐎𝐫𝐠𝐚𝐧𝐢𝐳𝐚𝐭𝐢𝐨𝐧𝐬 𝐨𝐟 𝐒𝐮𝐫𝐢𝐠𝐚𝐨 𝐂𝐢𝐭𝐲" held at the SP Conference Room, SP Building, City Hall Compound.

To empower our community partners, 𝐂𝐋𝐆𝐎𝐎 𝐑𝐨𝐛𝐞𝐫𝐭𝐨 𝐄. 𝐏𝐚𝐭𝐚𝐲𝐨𝐧 led a presentation detailing the 𝐑𝐨𝐥𝐞𝐬 𝐚𝐧𝐝 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐢𝐥𝐢𝐭𝐢𝐞𝐬 𝐨𝐟 𝐭𝐡𝐞 𝐋𝐨𝐜𝐚𝐥 𝐏𝐞𝐨𝐩𝐥𝐞'𝐬 𝐂𝐨𝐮𝐧𝐜𝐢𝐥 (𝐋𝐏𝐂) in the implementation of various Programs, Projects, and Activities (PPAs) within the City LGU. He also emphasized the vital role of CSOs in driving the initiatives of 𝐋𝐨𝐜𝐚𝐥 𝐒𝐩𝐞𝐜𝐢𝐚𝐥 𝐁𝐨𝐝𝐢𝐞𝐬.

A productive Open Forum followed, where pressing questions and constructive insights from the CSO representatives were directly addressed and answered by no less than our 𝐂𝐢𝐭𝐲 𝐌𝐚𝐲𝐨𝐫, 𝐇𝐨𝐧. 𝐏𝐚𝐛𝐥𝐨 𝐘𝐯𝐞𝐬 𝐋. 𝐃𝐮𝐦𝐥𝐚𝐨 𝐈𝐈.

As a momentous conclusion to the gathering, the newly elected set of officers of the Local People's Council (LPC), along with its Board of Directors, officially took their Oath of Office, administered by Mayor Dumlao II.

By bridging the gap between the local government and civil society, we continue to foster an inclusive environment built on transparency, accountability, and shared responsibility.
