The Provincial Mining Regulatory Board (PMRB) of Agusan del Sur, together with the Mines and Geosciences Bureau Regional Office No. XIII, conducted a Pre-Implementation Orientation for Interim Small-Scale Mining Contract (ISSMC) Holders today at Poblacion, Rosario, Agusan del Sur.

The orientation aims to ensure that ISSMC holders are properly guided on the requirements, responsibilities, and compliance measures necessary for the implementation of their contracts under DENR Administrative Order No. 2026-08.

Key topics included mining development and production, mineral processing and tailings management, safety and health, environmental management, community and social development, financial and production records, monitoring requirements, ore transport permits, approved contract areas and boundaries, and the Multi-Partite Monitoring Team (MMT).

The activity also provided an opportunity for open discussion and dialogue between the regulators and ISSMC holders, reinforcing the importance of responsible, safe, and compliant small-scale mining operations.

The Provincial Mining Regulatory Board (PMRB) of Surigao del Norte convened its Monthly Regular Meeting on August 13, 2026 at the Mines and Geosciences Bureau Regional Office No. XIII Training Center in Surigao City.

As its first agendum, the Board awarded the first renewal of the Small-Scale Mining Contract (SSMC) No. 001-2024-XIII-SDN to Julโ€™z Gold Ore Mining, signifying the continued authorization of the contractor to undertake small-scale mining activities within its approved contract area.

The renewal was undertaken pursuant to Republic Act No. 7076, or the Peopleโ€™s Small-Scale Mining Act of 1991, and its Revised Implementing Rules and Regulations under DENR Administrative Order No. 2022-03, which provide the regulatory framework for the administration and development of small-scale mining activities.

The renewed SSMC remains subject to compliance with all applicable laws, rules, regulations, and contractual obligations, particularly those relating to environmental protection, mine safety and health, and responsible mining practices.

Through the exercise of its regulatory functions, the PMRB of Surigao del Norte continues to promote the orderly, responsible, and sustainable development of mineral resources while safeguarding the environment and the welfare of mining communities.

The Provincial Mining Regulatory Board (PMRB) of the Province of Dinagat Islands awarded the Interim Small-Scale Mining Contracts (ISSMCs) to qualified applicants on August 12, 2026 at the Provincial Capitol of Dinagat Islands.

The awarding was led by Engr. Francis Glenn N. Suante, OIC Regional Director of the Mines and Geosciences Bureau Regional Office No. XIII and Chairperson of the PMRB, together with Hon. Nilo P. Demerey, Jr., Provincial Governor of Dinagat Islands and Vice Chairperson of the PMRB.

During the ceremony, the ISSMC holders were reminded to strictly comply with the terms and conditions of their contracts, particularly those relating to environmental protection, mine safety, and responsible mining practices. They were also encouraged to coordinate closely with the concerned government agencies and ensure that their operations remain compliant with existing laws and regulations.

๐‹๐Ž๐Ž๐Š | An Information, Education, and Communication (IEC) Campaign was successfully conducted on August 6, 2026, for residents and small-scale miners of Sitio Busay, Barangay Carmen, Loreto, Dinagat Islands. Organized by the Barangay Local Government Unit (LGU) of Carmen in coordination with the Mines and Geosciences Bureau (MGB) Regional Office (RO) No. XIII and the Provincial Environment and Natural Resources Office-LGU of Dinagat Islands, the activity focused on guiding local miners toward the formalization of their operations and compliance with safety and environmental regulations.

Resource speakers from MGB RO No. XIII discussed the requirements and procedures under DAO No. 2022-03 for the declaration of a Minahang Bayan, application for a Small-Scale Mining Contract (SSMC), and securing a Mineral Processorโ€™s License (MPL). The participants were also oriented on DAO No. 2026-08 and the application process for an Interim SSMC, providing a legal pathway for informal miners to transition toward responsible and compliant operations.

The activity highlighted the continuing collaboration among government agencies and local communities in promoting responsible mining, environmental protection, and sustainable livelihoods.
