𝐇 𝐈 𝐋 𝐈 𝐍 𝐆 𝐎 𝐍 | In observance of 𝐌𝐚𝐫𝐢𝐭𝐢𝐦𝐞 𝐚𝐧𝐝 𝐀𝐫𝐜𝐡𝐢𝐩𝐞𝐥𝐚𝐠𝐢𝐜 𝐍𝐚𝐭𝐢𝐨𝐧 𝐀𝐰𝐚𝐫𝐞𝐧𝐞𝐬𝐬 𝐌𝐨𝐧𝐭𝐡 (𝐌𝐀𝐍𝐀 𝐌𝐨) 𝟐𝟎𝟐𝟔, personnel from 𝐌𝐄𝐏𝐆 𝐁𝐂𝐋, 𝐌𝐒𝐅𝐈𝐔 𝐁𝐂𝐋, 𝐌𝐑𝐔 𝐁𝐂𝐋, 𝐌𝐄𝐏𝐋𝐄𝐔 𝐁𝐂𝐋, 𝐚𝐧𝐝 𝐕𝐂𝐀 𝐁𝐂𝐋, in coordination with 𝐃𝐄𝐍𝐑 𝐑𝐞𝐠𝐢𝐨𝐧 𝐕 (𝐂𝐨𝐧𝐬𝐞𝐫𝐯𝐚𝐭𝐢𝐨𝐧 𝐚𝐧𝐝 𝐃𝐞𝐯𝐞𝐥𝐨𝐩𝐦𝐞𝐧𝐭 𝐃𝐢𝐯𝐢𝐬𝐢𝐨𝐧 – 𝐂𝐨𝐚𝐬𝐭𝐚𝐥 𝐑𝐞𝐬𝐨𝐮𝐫𝐜𝐞𝐬 𝐚𝐧𝐝 𝐅𝐨𝐫𝐞𝐬𝐡𝐨𝐫𝐞 𝐌𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭 𝐒𝐞𝐜𝐭𝐢𝐨𝐧) and the Local Government Unit of Malinao (Municipal Agriculture, Environment and Natural Resources Office - 𝐁𝐚𝐧𝐭𝐚𝐲 𝐃𝐚𝐠𝐚𝐭), successfully conducted an 𝐀𝐫𝐭𝐢𝐟𝐢𝐜𝐢𝐚𝐥 𝐑𝐞𝐞𝐟 𝐃𝐞𝐩𝐥𝐨𝐲𝐦𝐞𝐧𝐭 𝐀𝐜𝐭𝐢𝐯𝐢𝐭𝐲 on September 30, 2026, at Brgy. Baybay, Malinao, Albay.

A total of three (3) concrete artificial reef structures were lowered and securely positioned underwater by our joint team of divers to serve as sanctuary habitats for marine life, support fish stock rehabilitation, and promote sustainable coastal management.

Together, we strengthen inter-agency collaboration and community involvement to safeguard our nation's rich maritime heritage and marine biodiversity!

𝐇 𝐈 𝐋 𝐈 𝐍 𝐆 𝐎 𝐍 | In celebration of the 𝐈𝐧𝐭𝐞𝐫𝐧𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐚𝐬𝐭𝐚𝐥 𝐂𝐥𝐞𝐚𝐧𝐮𝐩 (𝐈𝐂𝐂) 𝟐𝟎𝟐𝟔, the 𝐌𝐚𝐫𝐢𝐧𝐞 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐏𝐫𝐨𝐭𝐞𝐜𝐭𝐢𝐨𝐧 𝐆𝐫𝐨𝐮𝐩 𝐁𝐢𝐜𝐨𝐥 (𝐌𝐄𝐏𝐆 𝐁𝐢𝐜𝐨𝐥) participated in the simultaneous Coastal Cleanup 2026 conducted across the respective provinces of the Bicol Region, carrying the theme “𝐖𝐨𝐫𝐤𝐢𝐧𝐠 𝐓𝐨𝐠𝐞𝐭𝐡𝐞𝐫 𝐟𝐨𝐫 𝐂𝐥𝐞𝐚𝐧𝐞𝐫 𝐒𝐞𝐚𝐬 #𝐒𝐞𝐚𝐓𝐡𝐞𝐂𝐡𝐚𝐧𝐠𝐞.”
This initiative highlights the unwavering commitment of MEPG Bicol, together with its partner agencies, stakeholders, volunteers, and local communities, to protecting and preserving the marine environment through collective action and environmental stewardship.
Together, we continue to promote cleaner coastlines, healthier marine and a sustainable future for the next generation.

The Philippine Coast Guard (PCG), through the Marine Environmental Protection Command (MEPCOM), officially launched the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐭𝐢𝐧𝐠𝐞𝐧𝐜𝐲 𝐏𝐥𝐚𝐧 𝐟𝐨𝐫 𝐎𝐢𝐥 𝐚𝐧𝐝 𝐇𝐚𝐳𝐚𝐫𝐝𝐨𝐮𝐬 𝐚𝐧𝐝 𝐍𝐨𝐱𝐢𝐨𝐮𝐬 𝐒𝐮𝐛𝐬𝐭𝐚𝐧𝐜𝐞𝐬 (𝐍𝐂𝐏-𝐎𝐇𝐍𝐒) on 16 September 2026 at the Savoy Hotel Manila, 101 Andrews Avenue, Pasay City, as part of the activities of the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐌𝐚𝐫𝐢𝐧𝐞 𝐏𝐨𝐥𝐥𝐮𝐭𝐢𝐨𝐧 𝐄𝐱𝐞𝐫𝐜𝐢𝐬𝐞 (𝐌𝐀𝐑𝐏𝐎𝐋𝐄𝐗) 𝟐𝟎𝟐𝟔.
The launching marks an important step in strengthening the country’s national system for preventing, preparing for, and responding to incidents involving oil and hazardous and noxious substances (HNS) within the Philippine maritime domain. The NCP-OHNS provides a common framework for government agencies, local government units, maritime stakeholders, and other concerned organizations in coordinating their respective roles and resources during marine pollution emergencies.
The NCP-OHNS was launched in the presence of 𝐀𝐃𝐌 𝐑𝐎𝐍𝐍𝐈𝐄 𝐆𝐈𝐋 𝐋 𝐆𝐀𝐕𝐀𝐍 𝐏𝐂𝐆, 𝐂𝐨𝐦𝐦𝐚𝐧𝐝𝐚𝐧𝐭, 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐂𝐨𝐚𝐬𝐭 𝐆𝐮𝐚𝐫𝐝, who served as the Guest of Honor and Speaker during the activity.
The launching brought together key representatives from national government agencies, local government units, Coast Guard units, international organizations, maritime industry stakeholders, and private sector partners. Their participation reflects the need for a coordinated national mechanism in addressing marine pollution incidents, particularly those that may affect coastal communities, marine ecosystems, maritime activities, and other resources within Philippine waters.
The National Contingency Plan establishes the framework for 𝐢𝐧𝐭𝐞𝐫-𝐚𝐠𝐞𝐧𝐜𝐲 𝐜𝐨𝐨𝐫𝐝𝐢𝐧𝐚𝐭𝐢𝐨𝐧, 𝐢𝐧𝐜𝐢𝐝𝐞𝐧𝐭 𝐦𝐚𝐧𝐚𝐠𝐞𝐦𝐞𝐧𝐭, 𝐜𝐨𝐦𝐦𝐮𝐧𝐢𝐜𝐚𝐭𝐢𝐨𝐧, 𝐫𝐞𝐬𝐨𝐮𝐫𝐜𝐞 𝐦𝐨𝐛𝐢𝐥𝐢𝐳𝐚𝐭𝐢𝐨𝐧, 𝐚𝐧𝐝 𝐨𝐩𝐞𝐫𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐫𝐞𝐬𝐩𝐨𝐧𝐬𝐞 in the event of oil and HNS pollution incidents. It also provides guidance on the respective responsibilities of participating agencies and stakeholders, supporting a more organized and consistent response regardless of the location or scale of an incident.
For the Philippine Coast Guard, the NCP-OHNS provides an important reference in translating national policy and marine environmental protection mandates into coordinated action. It further supports the PCG’s role in protecting the marine environment and responding to maritime incidents under its mandate pursuant to 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟗𝟗𝟗𝟑, or the Philippine Coast Guard Law of 2009.
The NCP-OHNS also serves as a basis for strengthening and harmonizing existing contingency arrangements at the regional and local levels. In particular, Coast Guard Districts are expected to review and update their respective 𝐃𝐢𝐬𝐭𝐫𝐢𝐜𝐭 𝐒𝐩𝐢𝐥𝐥 𝐂𝐨𝐧𝐭𝐢𝐧𝐠𝐞𝐧𝐜𝐲 𝐏𝐥𝐚𝐧𝐬 in accordance with the newly established national framework. This will help ensure that local response plans, available resources, command arrangements, and coordination mechanisms are aligned with national policy and operational requirements.
The NCP-OHNS further recognizes that an effective response to marine pollution cannot rest on a single agency. Oil and HNS incidents may cross administrative boundaries and affect multiple sectors, requiring government agencies, Coast Guard units, local governments, maritime industries, and other stakeholders to work within a common response framework.
Through the launch of the 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐂𝐨𝐧𝐭𝐢𝐧𝐠𝐞𝐧𝐜𝐲 𝐏𝐥𝐚𝐧 𝐟𝐨𝐫 𝐎𝐢𝐥 𝐚𝐧𝐝 𝐇𝐚𝐳𝐚𝐫𝐝𝐨𝐮𝐬 𝐚𝐧𝐝 𝐍𝐨𝐱𝐢𝐨𝐮𝐬 𝐒𝐮𝐛𝐬𝐭𝐚𝐧𝐜𝐞𝐬, the Philippine Coast Guard reinforces its effort to establish a more coordinated, responsive, and nationally integrated approach to marine pollution preparedness and response.
